Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. It was moved by Trustee Harry.H. Williamson seconded by Trustee Fred W. Young and carried, that the diagram p esented by the City Engineer for the improvement of certain portions of Bay Avenue as contemplated by Resolution of Intention No. 411, be•accepted. It was moved by Trustee F, B. Modjeska seconded by Trustee Fred W. Young and carried, that the diagram presented by the City Engineer for the improvement of certain portions of 22d street, the Arcade and other streets as contemplated by Resolution of Intention No. 406, be accepted. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and oarried, Harry Welch was to be employed for one month at a salary of #100.00 to compile, catalogue, index and file with the Secretary of the Newport Harbor Chamberaof Commerce the Information now in his hands and belonging to the City. The matter of raise in salary of the Harbor Master during the summer months was.considered, and on motion.of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, 6150.00 per month was allowed for July, August and September, and $75.00 per month for the balance of the year. A recess was taken for the Committee of the Whole to meet. After the recess President Richter again called the meeting to order, and a motion by Trustee Harry H. Williamson seconded by Trustee Fred W. Young, that the communication from the City Marshal asking the dismissal of two Police Officers be laid over for one week for further oonsideration, was lost by the following vote: AYES, Trustees.Fred W. Young, Harry H. Williamson, NOES, Trustees.L.S.Wilkinson, F.B.Modjeska, Conrad Richter. ABSENT, Trustees None. On motion of Trustee L. S. Wilkinson seconded by Trustee F.B. Modjeska, the City Marshal was supported in his position and his action approved by the following vote: AYES, Trustees L.S..Wilkinson, F.B.Modjeska, Conrad Richter. NOES, Trustees Fred W. Young, Harry H. Williamson. ABSENT, Trustees None. There being no further business on motion of Trustee F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, the meeting adjourned to 7:30 o'clock P.M. on Monday, _flay- -x23, 1927- Approved May 23, 1927- President/ Board of Trustees. City Clerk. City Hall, Newport Beaoh, May 23, 1927- ' The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved as read. On motion of Trustee F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, the Harbor Master was instructed to devote his entire time on the bay during the month of June, and the increase of salary would commence June 1, 1927- mill, The matter of City Licenses was taken up and on motion of Trustee Fred W. Young seconded by Trustee F. Be Modjeska and carried, the fishermen's license was.placed at $10.00 per annum. On motion of Trustee F. Be Modjeska seconded by Trustee Fred W. Young and carried, no license was to ba placed on fishing barges. the license for pleasure boats as a business was placed at 50.06 per annum, and the license on smaller boats, canoes and row boats was placed at $10.00 per annum. On motion of Trustee Fred W. Young seconded by Trustee F. Be Modjeska and carried, the license for running a skating rink was placed at $25.00 per annum. ORDINANCE NO. 321, entitled. AN ORDINANCE OF THE CITY OF NEWPORT BEACH LICENSING FOR THE PURPOSE OF REVENUE AND REGULATION, ALL AND EVERY KIND OF BUSINESS AUTHORIZED BY LAW AND TRANSACTED AND CARRIED ON IN THE CITY OF NEWPORT BEACH, AND ALL SHOWS, EXHIBITIONS, AND LAWFUL GAMES CARRIED ON THEREIN, FIXING THE RATE OF LICENSE TAX UPON THE SAME, PROVIDING A PENALTY FOR ALL VIOLATIONS THEREOF, AND REPEALING CERTAIN ORDINANCES OF SAID CITY. CAME UP FOR FINAL PASSAGE, WAS READ AND CONSIDERED, AND UPON oall of the roll passes by the following vote: AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young, Harry H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. ORDINANCE N0. 310, entitled: AN ORDINANCE OF THE CITY OF NEWPORT BEACH ESTABLISHING FIRE DISTRICTS-IN SAID CITY, PROVIDING THE CHARACTER OF BUILDINGS PERMITTED TO BE ERECTED THEREIN, AND ESTABLISHING CERTAIN REGULATIONS CONCERNING FIRES IN SAID CITY, AND PRESCRIBING A PENALTY FOR ALL VIOLATIONS THEREOF, came up for final passage, was.read and considered, and upon call of the roll passed by.the following vote: AYES, Trustees L.S.Wilkknson, F.B.Modjeska, Fried W.Young, Harry H. Williamson, Conrad Richter. NOES; Trustees None. ABSENT, Trustees None. Trustee Fred W. Young Introduced an-ordinance regulating the parking of automobiles,in the City of Newport Beach, amending certain ordinances in said City, and providing•a penalty for all violations thereof. The ordinance was read, considered, designated Ordinance No- 322 and referred to the City Attorney. The report of R. Be Briggs in regard to refubd of rent on the campground store was discussed, and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the City Auditor was instructed to asoertain if Harry Estus had paid any rent in excess of any delinquency at the time the lease was cancelled, and if so he be allowed a refund for same. President Conrad Richter stated Ben Cope wanted to know what was causing the delay in connection with the matter of the Miller Motor Co. lease, and City Attorney Bishop reported that he had written Mr. Miller some time ago to make a date for a conference, but had heard nothing from him in reply. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the Clerk was instructed to notify Mr. Cope that the City Attorney had communicated with Mr. Miller but had received no reply. A:. R. Russell asked permission to transfer his bait concession on Balboa pier to W. G. Wilken,:and on motion of Trustee Fred W. Young seconded by Trustee F. Be Modjeska and carried, the transfer was allowed with the understanding that Mr. Wilken does not have the right to transfer his interest without the consent of this Board. The communications were read and acted upon as follows: On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, $225.00 was appropriated out of the advertising fund for music for Memorial Day as requested by the Newport Harbor Chamber of Commerce. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the communication from H. L. Sherman, Chairman of the Memorial Day Committee in regard to parking was referred to the Police Committee and City Marshal for consideration. "�7 }35 On motion of Trustee. F. B. Modjeska seconded by Trustee Fred W. Young and carried, the request of J. Paul Benson for 30 days extension of time on his contract on Corona Del Mar, was granted. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, the Clerk was instructed to write and thank the Surveyor General for his re- jeotion of all applications for permits to drill for oil on the beaches in Orange County. On motion of Trustee F. B. Modjeeka seconded by Trustee L. S. Wilkinson and oarried, the communication from the Carli Detective Agency was filed. On motion of Trustee Fred W. Young seconded by Trustee Harry H. Williamson and carried, the application of E. M. Kennedy for . ' lioense to run a restaurant and.sell soft drinks and candy was allowed. On motion of Trustee L. S. Wilkinson seconded by Trustee-Harry H. Williamson and carried, the application of Wm. Noonan for license to. operate a cane and kitten rack, was referred to the City Marshal and if approved by him to be allowed. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the application of 17m. Alexander for license to sell ice cream and soft drinks at llo Main Street, Balboa., was allowed. On motion of Trustee F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, the application of E. Roy Davidson for .license to sell beach umbrellas, chairs, pails and shovels was referred to the City Marshal and if approved by him to be allowed. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, the request of R. E. Felker for permit to install a gasoline pump at 706 Bay Avenue, and application for license to operate a garage., were granted. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and oarried, the Board of Trustees hereby endorses the action of the Newport Harbor Chamber of Commerce in.the appointment of G. C. Macleod as Seoretary.of that organization. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the Clerk was instructed to reply to the questions asked by C. M. Hahn of Santa Monica. On motion of Trustee Harry H. Williamson seconded by Trustee F.. B.. Modjeska and carried, the application of Howard L. Roberds as regular fireman and driver for the Balboa Island Station was referred to the Fire Committee and Fire Chief with power to act. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and oarried, the communication from Harry Veloh in regard to leasing some City property.on the channel, was to be acknowledged and filed for future reference. The resignation of David-L. Adams as City Marshal was read, and on motion of Trustee F. B. Modjeska seconded by Trustee L. S. Wilkinson and carried, the resignation was accepted as of this date, and he was allowed two weeks vacation on pay, Capt. J. A. Winn was nominated head of the P61loe Department and on motion of Trustee F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, Capt. Winn was appointed City Marshal of the Cit of Newport Beach to commence June 1, 1927 at the regular salary of 250.00 per month. .Trustee L. S. Wilkinson brought up the matter of disposing of the non - productive oil derricks along Central Avenue which was considered, and on motion of.Trustee L. S.- Wilkinson seconded by Trustee Fred W. Young and carried, the Clerk was instructed to give the Planning Commission the information contained in. the minutes of January 3, 1927, and ask that they give same prompt attention. On motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska and .carried, the office of City.Haarshal was declared vacant as of date May 24, 1927 and that Capt. Winn be instructed to qualify on that date. There being no further business on motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and car the meeting adjourned to 1:1:30 o'clock A.
