The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. Mayor Richter not being present on motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, Councilman H. H. Williamson was elected to act as Mayor Pro Tem for the evening. Chairman H. H. Williamson called the meeting to order and upon call of the roll all members were present except Mayor Conrad Richter. The minutes of the previous meeting of Sept. 12th and the Special Meeting of Sept. 16th were read and approved as read. Councilman L. S. Wilkinson. reported the actual conditions of Mrs. M. C. Lincoln's property on Newport Heights were that the trees and vines were nearly all dead from some cause abd presumably from the fire, but thought $25.00 would probably cover the loss. On motion of Oouncilman L. S. Wilkinson sevonded by Councilman F. B. Modjeska and carried, the claim of Mrs. Lincoln was allowed for an amount not exceeding $25.00. City Engineer Kressly reported that Mr. W. T. Miller had offered to supervise the tree planting on Corona Del Mar for considerably less than his former price, but the Committee thought it could be done much cheaper by employing a landscape artist for 2 days a week and a local man for part time. On motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the report was accepted and arrangements to be made with LeMoyne Ellis of Inglewood, landscape artist for approximately 2 days a meek at•$1.00 per hour and expenses, and with F. D. Lewis of Corona Del Mar for part time service at $5.00 per day. The communication of the Auto Club of California in regard to the uniform Traffic Ordinance was considered, and on motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, the copy of the ordinance received from the Auto Club was referred to the Parking Committee to make any changes necessary to fit our local conditions. The communications from John R. Avery and Arthur R. Noyes in regard to sewer connections were filed. The two communications in regard to leasing Ben Cope some bay frontage for storing floats was discussed, and on motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, the Clerk was instructed to reply to them that-arrangements for leasing the bay frontage could not be met by the City, and they would have to make some other arrangements for storing their floats. On motion of Councilman F. B. Modjeska seconded by Councilman Fred W. Young and carried, the communication from John Milner in regard to noise and danger from outboard motor-boat races, was referred to the Harbor Master for attention. The communication from the Railroad Commission in regard to the application of the Pacific Electric Railway Co. to raise their passenger rates, was filed. The communication from Lee Pfau in regard to city delivery of mail was filed. The communication from Major C. P. Gross, District Engineer of the War Department explaining how he missed meeting the Council last Monday night was read, and on motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the Clerk was instructed to reply that we would invite him to meet with the Board when our Mayor returns from his vacation. • The request from Fred Keller to construct a float in front of Lots 4 and 5, Block 423, Lancasters Addition, was referred to the City Engineer for a recommendation. The communication from Theodore Robins Chairman of the Armistice Day Committee of the American Legion was considered, and on motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, it was declared to be the sense of this Board that if the Legion succeeds in having the 1926 Parade here the City should expend 1,000.00 to help it along. Oh motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, Harbor Master Tom 0. Jay was allowed two weeks vacation on pay from Sept. 30, 1927- w 469 On motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the communication from R. S. Briggs in regard to more room iequired in the City Hall, was referred to Building Inspector Fenelon for an estimate of the cost, and also the cost of providing quarters for the Chief of Police in the jail building. The request of -Chas. E. Donnelly for permission to construct a pier in front of Lot 2, Block 3, Section 5, Balboa Island, was referred to the City Engineer for approval. • On motion-of-Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the - petition of 27 property ' owners on Corona Del Mar to have a foot bridge constructed over Pacific Drive, was referred to the City Engineer for consideration and report with estimate of cost. The petition signed by 74 property owners on Balboa Island asking fora new bridge at the end of Marine Avenue, was filed as the matter is already under consideration. On motion of Councilman Fred W. Young seconded by Councilman F. B. Modjeska and carried, the request of Lloyd H. Mitchell for transfer of his business license No. 199 to Fred H. Brennecke was granted. Chairman H. H. Williamson appointed Councilman F. B. Modjeska to act on the Finance Committee for the-evening. On motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, demands No. 922 to 927 inclusive, having been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. This being the time set for hearing protests on assessments made covering the work done by the-Griffith Company on Corona Del Mar under Resolution of Intention No. 396, and no protests having been . filed, thereupon Councilman L. S. Wilkinson introduced a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CONFIRMING THE ASSESSMENTS FOR THE IMPROVEMENT OF CERTAIN PORTIONS OF SEAVIEW AVENUE,-AND CERTAIN OTHER STREETS AND AVENUES IN CORONA DEL MAR WITHIN SAID CITY. The Resolution was read, considered, designated RESOLUTION NO. 440 and upon call of the roll passed by the following vote: AYES, Councilmen L. S. Wilkinson, F. B. Modjeska, Fred W. . Young, H. H. Williamson. NOES, Councilmen None. ABSENT, Mayor Conrad Richter. UNFINISHED BUSINESS. ORDINANCE NO. 325, entitled: AN ORDINANCE OF THE -CITY OF NEWPORT BEACH PRESCRIBING A LICENSE FOR THE OPERATION OF CERTAIN KINDS OF BOATS IN THE CITY OF NEWPORT BEACH AND PRESCRIBING A PENALTY FOR ALL VIOLATIONS THEREOF, came up for final passage, was read and considered, and upon call of the roll passed by-the following vote: AYES, Councilmen L. S. Wilkinson, F. B. Modjeska, Fred W. Young, H. H. Williamson. NOES, Councilmen None. ABSENT, Mayor Conrad Richter. R. S. Briggs requested permission to exchange the monroe calculator which he was using and wlic4 was too small for some of his work, which was considered, and on motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, he was . authorized to make the exchange, and a warrant for the difference in price was allowed. There being no further business on motion of Councilman F. B. Modjeska seconded by Councilman Fred W.
