M. on above date. Mayor Richter not being present on motion of Councilman L. S. Wilkinson seconded by Councilman F:. B. Modjeska and carried, Councilman Fred W. Young was elected Mayor Pro Tem. Chairman Fred W. Young called the meeting to order, and on call of the roll there was present•Councilmen L. S. Wilkinson, F. B. Modjeska and Fred W. Young. The minutes of the previous meeting were read, corrected and approved. The reports of the heads of.the departments were read, and on motion of Councilman F. B. Modjeska seconded by Councilman L. S. Wilkinson and carried, the reports were accepted and filed. Chairman Fred W. Young.appointed Councilman F. B. Modjeska on the Finance Committee for the evening. The report of City Engineer Paul E. Kressly giving prices on a wooden bridge, reinforced concrete and a steel bridge over Pacific Drive on Corona Del Mar, and the report of Building Inspector Eugene Fenelon on the cost of repairs to the City Hall and jail were read, and on motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the - reports were accepted and City Engineer Paul E. Kressly was insttucted to proceed with the initial steps for the construction of a reinforced concrete bridge over Pacific Drive, and in regard to the changes in the city hall and jail bhi.lding, City Auditor Briggs was instructed to have the work recommended by him done under his supervision and under the direction of the Building Inspector. On motion of Councilman B. B. Modjeaka seconded by Councilman L. S. Wilkinson and carried, the communication from Fire Chief Crocker in regard. to a washing and drying rack,-was referred to the Fire & Water Committee for a recommendation. The communication from the Newport Harbor Yacht Club in regard to delay in building the shore end of the west jetty was read, and on . motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeeka and carried, the communication was referred to the City Engineer for report. On motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the communication from the Newport Harbor 6hamber of 6or4erce.in regard to Pilot Service into the harbor, was referred to the Committee of the Whole for consideration. The communication from -the Newport Harbor 6hamber of Commerce in regard to Navy Day was considered, and on motion of Councilman F.B. Modjeska seconded by Councilman L. S. Wilkinson and carried, the Clerk. was instructed to notify the Chamber of Commerce to send in a request for boats for Navy Day as heretofore. On motion of Councilman F. B. Modjeska seconded by Councilman L. S. Wilkinson and carried, the request of Water Superintendent S. A. Cundiff for permission to attend the Convention of the American Water Works Association to be held in San Jose from Oct. 5th to Sth, was granted with expenses paid. On motion of Councilman F. B. Modjeeka seconded by Councilman L. S. Wilkinson and carried, the appropriations asked for by the Newport Harbor Chamber of Commerce for advertising from Oct. 15th to Nov. 15th amounting to $964.25 was allowed. The communication from.S. Mosby White referring to Lee Pfau, was filed. UNFINISHED BUSINESS. �a On motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the Chair was instructed to appoint a Committee ' consisting of one Councilman, one citizen and the City Engineer, to confer with Rodger Brothers in regard to the bay frontage they wished to lease, and report at the next meeting. The Committee appointed is Councilman F. B. Modjeska, City. Engineer Paul E. Kressly and J. A. Beek. Councilman L. S. Wilkinson referred to the advisability of having a history of the City of Newport Beach in the Library, and on his motion seconded by Councilman F. B. Modjeska and carried, an amount, not exceeding $250.00 was set aside for the current year to be expended by the Library Board in the matter of getting a•history of the City started. �s On motion of Councilman.L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the demands which are in proper form and approved by the Finance Committee, were allowed and warrants to be drawn for same. The application of the Newport Fishery for license to dry, smoke and sell fish in the Syndicate warehouse on 30th Street and bay front, was referred to the Chief of Police for a recommendation. The matter of purchases made by the heads of the departments without authorization of the Council was discussed, and on motion of Councilman L. S. Wilkinson.seconded by Councilman F. B. Modjeska and carried, the Clerk was instructed to notify the.heads of the ' departments in writing that it is necessary to ask for appropriations for expenditures needed during each month or the expenditures cannot be allowed. On motion of Councilman L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried, the Council authorized the heads of the departments to purchase supplies noted in the budget which are neoessary for the running expenses of the City from month to month, but not to exceed the figures designated in the budget for any month. There being no further business on motion of Councilman F. B. Modjeska seconded by Councilman L. S..Wilkinson and carried, the meeting adjourned to 7:30 o'clock P. The meeting was called to order by Mayor Conrad Richter. The roll was called showing all members present except Councilman Wilkinson who oame in later. The minutes of the previous meeting were read and approved as read. Councilman Williamson asked for more time for the Fire and Water Committee to report on the washing and drying rack for the Fire Department, and on motion of Councilman Fred W. Young seconded by Councilman F. B. Modjeska and carried, the request was granted. The communications were read and acted upon as follows: The communication from the Commander in Chief of the battlefleet showing that the U. S. S. Corry had been assigned to Newport Beach on Navy Day was filed. On motion of Councilman F. B. Modjeska seconded by Councilman Fred W. Young and carried, the communication from D. W. Pontius, Vice President and General Manager of the Pacific Electric Railway Co. in regard to traffic relief on Central Avenue, was referred to-the Committee of.the Whole. On motion of Councilman Fred W. Young seconded by Councilman L. S. Wilkinson and carried, the communication from J. T. Ferres in ' regard to storing floats was filed. On motion of Councilman L. S. Wilkinson seconded by Councilman H. H. Williamson and carried, the communication in regard to the organization of the.Metropolitan hater District in Southern California at an expense to the City of $25.00, was referred to the Committee of the Whole. On motion of Councilman H. H. Williamson seconded by Councilman F. B. Modjeska and carried, the communication from Redfield, Van Evera & Co. offering to buy any bonds the City has to sell, was filed. On motion of Councilman Wilkinson seconded by Councilman. Fred W. Young and carried, Water Superintendent Cundiff.was granted permission to take his vacation at such times as not to interfere with the work of his department as asked for.
