On motion of Councilman Williamson seconded by Councilman Claire and carried, the notice of hearing on the application of the Pacific Telephone & Telegraph Co. foom the War Department for March 18th, was filed. On motion of Councilman Claire seconded by Councilman Williamson and carried, the communication from Freeman, Smith & Camp Cc in regard to harbor bonds was filed. The report of the City Electrician giving the cost for the cross rows of incandescent lights on Palm Street as $1,383.54 was considered, and on motion of Councilman Ellsworth seconded by Council- man Williamson and carried, the matter was referred tothe light Committee. NEW BUSIFESS The matter of making soundings to ascertain the condition of the entrance to the harbor and the need of dredging at this time was considered and on motion of Councilman Claire seconded by Councilman Williamson and carried, the City Engineer was instructed to make soundings at the entrance to the harbor and report, and amended by instructions to submit his findings to the Harbor Committee. There being no further business on motion of Councilman Williamson seconded by Councilman Ellsworth and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday,March 18, 1929. Approved March 18,.1929 City Clerk. City Hall, Newport Beach, March 18, 1929 The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock p. m. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. Councilman Hilmer reported on the Palm Street lighting that he was reliably informed that the other strings of incandescent lights in the city were paid for by public subscription, and the Corona Del Mar lights were paid for by assessment against the property, and no part paid out of the city funds. The matter was considered and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the Chair was instructed to appoint a committee to take the matter up with the business men on Palm Street and report back to the Board. Councilman Williamson was appointed on the committee. City Engineer Patterson reported that the Balboa Pharmacy garage was off the leased property entirely. The matter was discussed but action was deferred pending receipt of request from them to change the lease to cover the property occupied by the building. The Airport Committee were granted more time to make their report. The communication from the Association of Pacific and Far East Ports in regard to benefits to be derived from membership in the Association was read, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication was filed. The communication from the Harbor Committee suggesting taking up with the Board of Engineers as to whether the sheet pile wall would be as satisfactory as the groins covered by their report on the Corona Del Mar side of the channel,was considered, and on motion of Councilman Williamson seconded by Councilman Claire and carried, the matter was referred to the City Engineer to take up with the engineers who made the survey and report back to the Council at the next meeting. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communication from the Harbor Committee was filed. The communications were read and acted upon as follows: On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the request of Geo. K. Noland for transfer of his Housie - Housie and Tango game licenses to Gibson & Feight was granted. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the request of Geo. K. Noland for transfer of his Flasher license from Main Street, Balboa to 106 - 21st Place, Newport Beach, was granted. The communications from A. Noyes and John J. Lawrence protesting on putting the contemplated groins on the Corona Del Mar side of the channel was considered, and on motionof Councilman Ellsworth seconded by Councilman Claire and carried, the communica- tions were referred to the City Engineer to take up with the Board of Engineers who madethe survey for consideration and report. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the communication from J. H. Renfro in regard to the airport was referred to theAirport Committee. The communication from the Newport Harbor Chamber of Commerce recommending that Harry Welch be given additional compensa- tion for work done for Major Gross since the hearing in the interests of federal aid, was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the matter was referred back tothe Chamber of Commerce to take up with Mr. Welch and make a recommendation of the amount they would consider satisfactory. The communication from the Newport Harbor Chamber of Commerce asking an investigation of the title to the road up the bluff at the Sparr property on Corona Del Mar was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the matter was referred to the City Attorney and City Engineer for investigation and report. The part of the Chamber of.Commerce communication in regard to obtaining the property necessary to straighten out the corner at Cypress and Say Avenue from the new owner was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the Street Superintendent was instructed to promptly take up the matter with the new owner and see what can be done. UNFINISHED BUSINESS The City Engineer referred to Smith Bros. application for pier which he had not approved as yet owing to the fact that the city pier was about 2 feet over on their lot. The matter was discussed and on motion of Councilman Williamson seconded by Councilman Claire and carried, the City Engineer was instructed to work in co- operation with Smith Bros. and arrive at some equitable arrangement in regard to the piers. On motion of Councilman Williamson seconded by Councilman Hilmer and carried, the request of Wm. Clark Crittenden for permis- sion to construct a pier in front of Lot 309 of Lido Isle, was granted subject to the will of the Council. NEW BUSINESS On motion of Councilman Claire seconded by Councilman Ellsworth and carried, Councilman Williamson was granted 10 days leave of absence with permission to leave the State. Tracings in duplicate of Tract No. 919 being the property of the La Habra Valley Land & Water Co. on Newport Heights were presented by the City Engineer, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the Maps were referred to the City Engineer for checking. c� MTV M The matter of getting an allowance in the State Department budget this year covering a portion of the expense of a viaduct over the State Highway providing the City and County would pay a portion was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the Chair was instructed to appoint a Committee of two to take up the matter with the County Supervisors at their meeting tomorrow. The Committee is G. C. Macleod and City Engineer Patterson. H. L. Sherman stated there was a tree in the Park which gould be in the way of the new library building, and on motion of ounoilman Ellsworth seconded by Councilman Claire and carried, the Street. Superintendent was instructed to remove the tree for the Library Board. There being Ellsworth seconded by adjourned Sine Die. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing all members present expept Councilman Williamson. The minutes of the previous meeting were read and approved as read. The reports of the heads of the departments were read and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the reports were accepted and filed. The report of City Engineer Patterson stating that the Board of Engineers would recommend the groins in place of a seawall along the Corona Del Mar side of the channel was read,and discussed, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the report was accepted and filed. The report of the City Engineer on the cost of wooden poles for the lighting on Palm Street was read and considered, but as Councilman Williamson who was the committee to interview the property owners was absent, on motion of Councilman Claire seconded by Council- man Ellsworth and carried, the report was laid on the table until Councilman Williamson returns. The report of the City Engineer on the soundings made at the harbor entrance and recommending immediate dredging of approximately '6,000.00 was read and considered,and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the City Attorney was instructed to prepare an emergency resolution covering the dredging as recommended. City Attorney Thompson reported that the road up the bluff at the Sparr property on Corona Del Mar was a private road and the City did not have any jurisdiction over it. More time was granted City Engineer Patterson to make a report on the Cypress and Bay Avenue corner. This being the time set for hearing protests against vacating certain streets on N,p,ort Heights which had been continued from time to time by the La HabranLand & Water Co. and they not being ready as yet to go ahead, on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the hearing was postponed to April 9, 1929
