There being no further business on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the meeting adjourned Sine Die. Approved, August 4th, 1930. �, 8ity Clerk. City Hall, Newport Beach, Aug.4, 1930 The City Council of the City of Negoort Beach met in regular session at 7:30 o'clock P.M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. .The minutes of the previous meeting were read, corrected and approved. The reports of the heads of the departments were read and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the reports were accepted and filed. Councilman Hilmer reported that the Committee would not re- commend lowering the camp ground tates from what they are at present, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the report was accepted. On motion of Councilman Hilmer second* hly Councilman Claire and carried, the regulations limiting the use of ground to two weeks were rescinded , and the Clerk instructed to notify the Camp Custodian to that effect. The report of Fire Chief Crocker in regard to the complaints filed against the Union Oil Co, on Balboa Island was read, stated he had checked up on them, and everything now was satisfactory as far as fire safety is concerned, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the report was accepted and filed. The report of the Fire Chief on request of the Union Oil Co. for permission to install a storage tank for gasoline underground at their marine station and recommending that it be allowed, was read, and on motion of Councilman Hilmer seconded by Councilman Claire, and car- ried, permission was granted in accordance with the re¢mmendation of the Fire Chief. The communications were read and acted upon as follows :. A petition containing 109 signatures commending the Council's action in curbing the speed boats was considered, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the petition was filed. A petition containing 67 signatures commending the Council for prohibiting the oromiscuous shooting of fireworks was presented and on motion of Councilman Ellsworth seconded by Councilman Hilmer and car- ried, the petition was filed. The communication from the Regatta Committee of the Southern Calif. Yachting Association asking permission to allow boats to go faster than 10 nautical miles per hour for their cruiser race to be held Thursday and returning Friday, Aug. Sth was considered, and on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the permission was grated for the program designated, and the Clerk instruc- ted to notify the Harbor Master to that effect. The communication from H.L.Sherman asking the Council to rescind the motion made atthe last meeting appointing an assistant 236 librarian was discissed, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the whole matter was referred back to the Library Board for a recommendation from the full Board. do motion of Councilman Garfield seconded by Councilman Claire and carried, the communication from Chas. M. Hartman asking for a loading zone, at 423 East Bay Avenue, was referred to the Police Committee for consideration. The request of the Security Title Ins. & Guarantee Co. asking for a quit -claim deed to Lot 12, Block 8, Seashore Colony Tract, having been deeded to the City for delinquent taxes of 1922 -23, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the Mayor and Clerk were authorized to execute the deed upon payment of all delinquent taxes. On motion of Councilman Claire seconded by Councilman Garfield and carried, the request of Treasurer Gant for transfer of $100.00 from r the unappropriated advertising fund to budget account No. 363 -C on account of the County Peace Officers meeting last month was allowed. On motion of Councilman Hilmer seconded by Councilman Garfield and carried, the communication_ from the War Department with a permit to do the dredging around Balboa Island, was referred to the City Engineer. On motion of Councilman Hilmer seconded by Councilman Claire and carried, the communication from the Orange County Tuberculosis Assoc- iation asking support, was,filed. The request of the Regatta Committee of the Newport Harbor Yacht Club for permission to shoot fireworks each evening during the Regatta was considered, and on motion of Councilman Garfield seconded by Councilmm Hilmer and carried, the permission was granted under direction of the Fire Chief, and the Clerk was instructed to notify the Fire Chief to that effect The communication from the census bureau of the Department of Comm roe asking for a list of all Contractors and Subcontractors in the City was considered, and on motion of Councilman Claire seconded by Coun- cilman Garfield and carried, the matter was referred to the City Clerk for attention. The communication from the Newport Harbor Yacht Club for permiss- ion to install a permanent flag pole on the outer end of the Balboa pier and to be donated to the City, was considered, and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the permission was granted and the City to assume ownership when completed. The communication from Health Officer Dr. Grundy, stating that ' several accidents had occurred on' the old abandoned private pier at the foot of montero Street and suggesting its removal, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the Street Superintendent was instructed to remove the pier if it can be legally done. On motion of Councilman Claire seconded by Councilman Garfield and carried, the letter of commendation from the Chamber of Commerce for entering the Tournament of Lights parade, was filed. On motion of Councilman Claire seconded by Councilman Garfield And carried, the application of Guy R. Faulkner for license to operate 4 Hinge Pin Alleys at 204 Main Street, Balboa, was allowed. The communication from Tom Carson asking permission to install a flood light on the light pole at the entrance to.21st Place, he paying for the electricity used, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was refer- red to the City Electrician and City Engineer to draw up a contract for same. UNFINISHED BUSINESS The matter of giving permission -.to the Consolidated Trading Co. to deposit drede•ed material from Lido Isle on the ocean front at 30th Street which was laid over from last meeting was again taken up, and Councilman Claire stated there would not be any dredged material placed ' over there before Sept.lst if at all, and on his motion seconded by Councilman Garfield and carried, the permission was granted. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the petition to do the dredging and the protests were filed. NEW BUSINESS On motion of Councilman Claire seconded by Councilman Hilmer and carried, the City Attorney and Chief of Police were instructed to draw up an amendment to the parking Ordinance on Balboa Island, making a 10 minute parking zone on certain streets. City Attorney Thompson presented an Ordinance amending Ordinance No. 111 of the City of Newport Beach by adding two new sections, concerning 2 37 the use of draperies for dance halls and places of amusement. The Ordinance was considered, designated Ordin=e No. 386 end upon mo- tion of Councilman Claire seconded by Councilman Garfield and car- ried, the Ordinance was passed to the second reading. City Attorney Thompson referred to the demand of the Talbert Garage for $31.65 for repairs to an automobile damaged by a City car, and he stated it was the Insurance Company't place to take care of it and he would have to recommend that it be disallowed. On motion of Councilman Garfield seconded by Councilman Ellsworth and carried, the demand was denied. City Engineer Patterson referred to the inundation by the high tides of one of the approaches to the bridge on West-Coast Boule- vard, and inasmuch as the channel was changed somewhat by the tideland -suit and t 4A &f being in poor condition generally, he recommended that a 36 inc e put in in place of the bridge which would cost in the neighborhood of $600.00. The matter was considered and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was referred to the Street Committee for a report. The matter of disposal of an old garage at the camp ground was discussed as to the possibility of getting some one to accept the building for moving it off; and on motion of Councilman Claire seacind- ed by Councilman Garfield and carried, the building was to be disposed of at the lowest possible cost. Councilman Hilmer stated that the Motor Transit Company were talking of rerouting their bus line to Laguna Beach by way of Balboa Island instead of by Irvine as at present, if agreeable to the City and the Railroad Commission.- The matter was considered and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the Council endorsed this plan and recommended that the City be represent- ed at the meeting in Los Angeles next Wednesday. The matter of the Harbor Master removing a swimming float belonging to Mrs. J.D.Sanborn from in front of Block 27, Newport Beach, was discussed at some length, and on motion of Councilman Claire se- conded by Councilman Hilmer and carried, the Harbot Master was instruc- ted to replace the float. The matter of obtaining a faster boat for the Harbor Master ' to enable him to enforce the speed boat Ordinance was considered, and on motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the matter was referred to the Police Committee for a report at the next meeting. City Engineer Patterson referred to a garage on Lot 2, Block 10, Secton 1, Balboa Island which was out in the alley, and the owner had been notified to move it but had not done so. The matter was con- sidered and on motion of Councilman Garfield seconded by Councilman Claire and carried, the City Attorney and City Engineer were instructed to notify the owner to remove it within a given time. On motion of Councilman Hilmer seconded by Councilman Garfield and carried, the demands which were signed and approved by the Finanee Committee were allowed-and warrants to be drawn for the same.
