On motion of Councilman Claire seconded by Councilman Hilmer and carried, several demands which had been signed and approved by the Finance Committed were allowed and warrants to be drawn for same. Councilman Ellsworth brought up the matter of leasing 200 feet of tide lands asked for a short time ago by the Newport Harbor Union High School, and on his motion seconded by Councilman Claire and carried, the City Attorney was instructed to draw up a lease with the High School for 200 feet of tide lands including the 150 feet formerly leased to the Lido Isle subdividers and 50 feet adjoining same on the west. There being no further business on motion of Councilman Claire seconded by Councilman Garfield and carried, the meeting adjourned Sine Die. Approved January 4, 1932. City Clerk. City Hall, Newport Beach, Jan. 4, 1932• The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting of December 21st were read and approved as read. The reports of the heads of departments were read, and on motion of Councilman Claire seconded by Councilman Garfield and carried, ' the reports were accepted and filed. Councilman Ellsworth reported in regard to the garbage on Bay Island, that the City garbage collector could take care of the garbage for them and he would so recommend. The report was therefore accepted. City Engineer Patterson reported that the photographs sent in by V. P. Smith of Corona Del Mar, covered practically all of the trees that were not properly trimmed, and those were taken care of now. The communications were read and acted upon as follows: - The communication of Ralph ii. McFadden Chairman of the Water Conservation Committee of the Orange County Farm Bureau in regard to reclaiming sewage water in Orange County, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the Chair was instructed to appoint a Committee of one to attend the meeting of the Water Conservation Committee on January 14th in Room - 221 of the Court House Annex, Santa Ana, and the Clerk was instructed to notify Mr. McFadden of the representative appointed. Councilman Garfield, Chairman of the Water Committee was appointed on the Committee. On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication from Giles S. Porter, Director of Public Health revoking the permit granted a year ago for sewage disposal in the Santa Ana River, was filed. The communication from G. A., Raymer, Chairman of the President's Unemployment Relief Committee on Industries, asking cooperation in buying all materials as far as possible for improvement work, from Orange County firms,was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the communication was referred to the City Engineer for his information. On motion of Councilman Claire seconded by Councilman Garfield and carried, the application of R. R.- Hodgkinson, Chief of Police, for transfer of $50.50 to account No. 401 to cover the installation of a gas radiator in the jail was allowed. On motion of Councilman Claire seconded by Councilman Garfield and carried, the communication from H. E. Williamson asking a.refund of taxes on a new house under construction in West Newport which was not yet completed, although -the permit was taken out in May, 1930, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was referred to Building Inspector Nelson to ascertain the condition of the house on the 1st of March, 1931, =376 The communication from F. C. Brookings, Secretary of the Planning Commission accompanying a map of Tract No. 665, being a resubdivision of Block B, Balboa Bayside Tract, approving the map as platted, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the report of the Planning Commission was accepted and ordered filed, but the Map was laid on the table until next meeting for action. On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication from Sol Bloom, Associate Director of the George Washington Bicentennial Committee, asking for a reply to the communications sent, was referred to the Chamberof Commerce with a request to reply to same. The resignation of Councilman Hilmer as a member of the Planning Commission inasmuch as he was a member of the City Council also, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the resignation was accepted with regrets. A petition signed by a number of property owners on Balboa Island asking the shaling of all unshaled alleys on Balboa Island under the Improvement Act of 1911, was considered, but as the petition had not been checked, on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the petition was referred to the City Eningeer for checking as to the amount of property represented on the petition. City Engineer Patterson brought up the matter of vacating a Dortion of Ocean Avenue in the Seashore Colony Tract, and Councilman Claire introduced a Resolution Ordering the Improvement. The Resolution was read, considered, designated Resolution No. 723, and upon call of the roll was passed by the following vote, to -wit: AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson NOES, Councilmen, None. ABSENT, Councilmen None. City Attorney Thompson presented a Proof of Unsecured Claim against Fred W. Young, a bankrupt, and on motion of Councilman Garfield seconded by Councilman Hilmar and carried, the City Clerk was instructed to sign the same and file with Ben Tarver, Referee in Bankruptcy. u Ll 0 391 City Attorney Thompson presented the Lease with the Newport Harbor Uaion High School District, which was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was laid on the table until next meeting for further consideration. City Attorney Thompson presented the Policy of Title Insurance covering a part of Lot 1013 of First Addition to Newport Mesa Tract upon which a portion of our water reservoir stands, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the same was accepted and ordered filed. Councilmann Claire brought up the matter of the unsightly condition'of the City Hall and thought it should be repainted. The matter was considered and on his motion seconded by Councilman Garfield and carried, the City Engineer and Building Inspector were instructed to have the City Hall repaired where needed and repainted. Councilman Claire introduced a Resolution authoring and directing the City Attorney to proceed before the Railroad Commission for a right -of -way at Orange Street. The Resolution was read, considered, designated RESOLUTION NO. 724, and upon call of the roll was passed by the following vote, to -wit: AYES, Councilmen Hilmer, Claire,'Ellsworth, Garfield, Johnson. City Hall, Newport Beach, Jan. 11, 1932• Pursuant to call thereof by the Mayor of the City of Newport Beach and notice delivered to each member at least three hours before the time specified for the meeting, the City Council met for a special meeting at the place and on the date above mentioned at 7:30 o'clock P. M. The meeting was called to order by Mayor Johnson. The roll was called showing all members present except Councilman Ellsworth. The call was read and the Council proceeded to consider the matter for which the meeting was called, namely action, if advisable, on the reappraisement of property in the City of Newport Beach Mayor Johnson stated the Realty Board had made a verbal proposition to appraise all property in the City including buildings, for $3,000.00 which would be approximately 20¢ per lot, and subject to adjustments before acceptance. The matter was discussed for some time from various angles, and on motion of Councilman Garfield seconded by Councilman Claire and carried, the Mayor was instructed to appoint a committee of one to ascertain from the Realty Board what they would equalize the assessments on city property for. The Committee appointed was Councilman Garfield.
