City Hall, Newport Beach, Feb. 29, 1932.
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on the above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting of February 9th were read
and approved as read.
On motion of Councilman, Ellsworth seconded by Councilman Claire
and carried, the regular order of business was suspended to take up the
opening of bids for dredging.
This being the time set for opening bids for dredging in the
Harbor entrance covering the $20,000 appropriation from the County Board
of Supervisors,.and the Clerk reported he had received one bid from the
Newport Beach Boat Builders, which bid was publicly opened, examined and
deolared as follows:
For dredging and removal of approximately 90,000 cubic yards
in the entrance channel to Newport Bay, and the transportation
and depositing of the dredged material, all in accordance with
Plan No. 396 and the specifications at the following price
per cubic yard ... ...........................232¢
On motion of Councilman Claire, seconded by Councilman Garfield
and carried, the bid was referred to the City Engineer for checking and
report.
On motion of Councilman Ellsworth, seconded by Councilman
Claire and carried, the regular order.of business was resumed.
The City Assessor read his report in regard to the tidelands
southerly of Balboa Island and westerly of Lido Isle and on motion of
Councilman Claire seconded by Councilman Garfield and carried, the
report was accepted and filed with the understanding that the tidelands
southerly of Balboa Island be not assessed for taxation.
Mayor Johnson reported having signed the Map of Tract No. 463,
the easement for the city pipe line having been shown on same.
The communications were read and acted upon as follows:
On motion of Councilman Garfield, seconded by Councilman Claire
and carried, the regular order of business was suspended for the City
Engineer to report on the bid for dredging.
City Engineer Patterson reported that the total amount of the
bid for the dredging was $19,900 and as this was the only bid and a fair
price he recommended that the bid be accepted.
The matter was considered, but inasmuch as the appropriation
came from the Board of Supervisors it was thought best to refer the bid
to them before accepting it.
On motion of Councilman Ellsworth seconded by Councilman
Garfield and carried, the bid was laid on the table and Mr. Neff, Chief
Engineer for the County Road Department, who was present would present
the matter to the Board of Supervisors at their meeting tomorrow morning.
On motion of Councilman Claire seconded by Councilman Garfield
and carried, the regular order of business was resumed.
On motion of Councilman Claire, seconded by Councilman Garfield
and carried, the communication from H.. M. Perez in regard to bonds covering
City funds in the closed banks and City officials interest in one of the
banks was referred to the City Treasurer and City Attorney for report.
A communication from J. A. Beek and 9 other property owners on
Tract 902, known as Beek's Island which is outside of the City limits,
asking continuance of the water service which they now have for another
year, was considered and on motion of Councilman Ellsworth, seconded by
Councilman Claire and carried the communication was referred to the Water
Committee to report on at the next meeting. '

asking permission to hold another boat race on the bay April 3rd with an
appropriation of $75.00 to cover part of the expense of same, was
considered and on motion of Councilman Ellsworth seconded by Councilman
Hilmer and carried, the permission was granted for the race Sunday,
April 3rd and $75.00 was appropriated for same from the advertising fund.
On motion of Councilman Claire, seconded by Councilman Garfield
and carried, the petition attached to the letter of the Business Men's
Assn. was filed.
A quitclaim deed to Federal Finance Co. covering a lot 30 ft
by 60 ft in Block 3, Balboa Bayside Tract at the corner of Palm and Bay
Avenue, which they had redeemed was considered and on motion of Councilman
Garfield seconded by Councilman Claire, the Mayor and City Clerk were

authorized to sign and execute the deed on behalf of the City of Newport �+
Beach, by the following vote, to -wit:
AYES, Councilman Hilmer, Claire, Ellsworth, Garfield, Johnson.
NOES, Councilmen None
ABSENT, Councilmen None. .
On motion of Councilman Claire, seconded by Councilman Garfield
and carried the application of Robert E. Burns for permission to construct
a pier in front of Lots 5,.9 & 10, Block -25, Balboa Eastside Add
was allowed when the application was properly made out and subject
to the will of the Council.
The communication from G. W. Kitzmiller in regard to scum
on the Grand Canal, Balboa Island was considered, and on motion of
Councilman Claire, seconded by Councilman Garfield and carried, the
matter was referred to the Health Officer for attnetion.
On-motion of Councilman Claire, seconded by Councilman
Ellsworth and carried, the application of N. M. Stevens for license
to run a dance hall at 22nd and Central . was allowed.
On motion of Councilman Claire, seconded by Councilman Garfield
and carried, the request of T. R. Ditmar to construct some marine ways
in front of Lot 1, Block 425, Lancaster. Add, was referred to the City
Engineer for the dustomary two weeks..
The communication from the Chamber of Commerce with letter
attached from A. Lawrence owner of the Seaside Apartments at 17th &
Ocean Front asking for a crossing over the P. E. Tracks at 17th St.
was considered and on motion of Councilman Claire, seconded by -
Councilman Garfield and carried the communications were filed and
the clerk.instructed to notify Mr. Lawrence that the City did not have
the money to put in the coossing asked for at this time.
On motion of Councilman Garfield seconded by Councilman Claire
and carried, the communication from the Secretary of the Corona Del Mar
Property Owners Assn. objecting to the City furnishing water for the
proposed Veterans Hospital unless they were reimbursed on their water
assessments was filed.
UNFINISHED BUSINESS
Ordinance No. 399, entitled:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING ORDINANCE
N0. 334 of THE CITY OF NEWPORT BEACH AND PROVIDING FOR THE
LEVY AND COLLECTION FOR EACH FISCAL YEAR OF A TAX OF FIVE
CENTS (5¢). ON EACH ONE HUNDRED DOLLARS ($100.00) OF ASSESSED
VALUATION FOR ADVERTISING PURPOSES IN LIEU OF THE TAX OF TEN
CENTS (100) ON EACH ONE HUNDRED DOLLARS ($100.00) FOR ADVERTISING
PURPOSES AS.' PROVIDED FOR BY SAID ORDINANCE N0. 334; PROVIDING
THE MANNER OF USING SUCH TAX AND THE-TIME OF COLLECTION THEREOF
AND ORDERING THE SUBMISSION OF THIS ORDINANCE TO ELECTORS OF
THE CITY OF NEWPORT BEACH AT THE NEXT REGULAR SUCCEEDING
MUNICIPAL ELECTION.

call of the roll was passed by the following vote, to -wit:

A quitclaim deed dated the 21st day of December, 1931 from
Mabel E. Hook, to the City of Newport Beach, °a Municipal Corporation of
the sixth Class of Orange County, California, remising releasing and
quitclaiming to said City of Newport Beach, its successors and assigns
forever all that certain real.property situated in the City of Newport
Beach, County of Orange, State of California, described as follows,

WHEREUPON, Councilman Claire made a motion, duly seconded
by Councilman Garfield and carried, that said quitclaim deed be
accepted by said City of Newport Beach, and the Clerk instructed to
record the same forthwith with the County Recorder of the County of
Orange, State of California.
That said motion was carried by the following vote, to-wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson.
NOES, Councilmen None

WHEREUPON, Councilman Claire made a motion duly seconded
by Councilman Garfield and carried, that said quitclaim deed be
accepted by said City of Newport Beach, and the Clerk instructed to
record the same forthwith with the County Recorder of the Coanty of
Orange, State of California.
That said motion was carried by the following vote, to-wit:

' Councilman Claire introduced an Ordinance dedicating a
portion of certain lots in Seashore Colony Tract for alley purposes.
The Ordinance was read, considered, designated ORDINANCE NO.
400 and upon motion of Councilman Claire, seconded by Councilman
Garfield and-carried, the ordinance was passed to the second reading
as revised.
On motion of Councilman Garfield, seconded by Councilman
Claire and carried, the demand of Harry D. Hyde for $76.95 covering
Messinger Service Insurance one day each month for one year to protect
the payroll from Santa Ana, was allowed and warrant to be drawn for
same.
There being no further business on motion•of Councilman
Claire seconded by Councilman Ellsworth and carried, the meeting
adjourned to 4:00 o'clock P. M. on Tuesday, March 1, 1932•
