HomeMy WebLinkAbout01/02/1933 - Regular Meeting449 City Hall, Newport Beach, January 2. 1933 The City Council of the City of Newport Beach met in regular session at 7 :30 o'clock P. M. on the above date at the,City Council Chambers of the City of Newport Beach, Mayor Hilmer presiding. The roll was called showing the full Council present. The minutes of the previous meeting of December 12th were read and approved as read. REPORTS.OF.HEADS OF DEP-ARTUENTS The reports of heads of departments were read, and on motion of Councilman Claire, seconded by Councilman Gordon and carried, the reports were accepted and ordered filed. SPECIAL COUITTEES: Councilman Claire, Chairman of the Finance committee presented • report pursuant to a request that the Chairman of each Committee render • report dealing with possible economies in City government. The report was read and it was moved by Councilman Garfield, seconded by Councilman Ellsworth and carried that the report be laid on the table. A report was presented by Councilman Ellsworth, Chairman of the Street Committee in which was outlined economies now in force and contemplated, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the report was laid on the tattle. Councilman Garfield, Chairman of the Fire, Water & Sewer Committee presented a report dealing with those departments. The report was read together with a letter from the Board of Fire Underwriters, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried the report was laid on the table. Councilman Gordon; Chairman of the Police Committee presented a report dealing specifically with the Police and Harbor Master Depart- ments and other departments in general. The report contained various ' suggestions offered by a 'Citizens Committee' together with recommendations relating thereto. It was moved by Councilman Gordon, seconded by Councilman Claire and carried that each numerically designated suggestion and recommendation be considered separately. Suggestion No. 1 of 'Cit.izens Committee' and Councilman Gordon's recommendation pertaining thereto were read and on motion of Councilman Gordon, seconded by Councilman Claire and carried the same was laid on the table. Suggestion No. 2_A of the 'Citizens Committee' and Councilman Gordon's recommendation relating to it, were on motion of Councilman Gordon, seconded by Councilman Garfield and carried, laid on the table. Suggestion No. 2_3 of the 'Citizens Committee' and Councilman Gordon's. recommendation in connection therewith were read, and on motion of Councilman Gordon, seconded by Councilman Claire and carried, laid on the table. Suggestion No. 2_C of the 'Citizens Committee' was read followed by Councilman Gordon's recommendation in reference thereto,t.and on motion of Councilman Gordon, seconded by Councilman Claire, and carried were laid on the table. Suggestion Nc. 2_D of the !Citizens Committee' and Councilman Gordon's recommendation in.relation thereto were read and on motion of Councilman Gordon, seconded by Councilman Garfield and carried, the same was laid on the table. SUGGESTION No. 3 of the 'Citizens Committee' and Councilman Gordon's recommendation relating tc same were read and on motion of Councilman Gordon, seconded by Councilman Garfield and carried, was tabled. Suggestion No. 4 of the 'Citizens Committee' and Councilman Gordon's recommendation in reference to it, was on motion of Councilman Gordon, seconded by Councilman Garfield and carried, laid on the table. Suggestion No. 5 of the 'Citizens Committee' and Councilman Gordon's recommendation relating to it, were on motion of Councilman Gordon, seconded by Councilman Garfield and carried, laid on the table. Suggestion No. 6 and No. 7 of the 'Citizens Committee' relating to County valuations and County assessing and collection of taxes respectively, both being a part of Councilman Gordon's report which stated that both subjects were being investigated. 450 Councilman Gordon, Chairman of the Police Committee presented a report pertaining to that department, the report was read and on motion of Councilman Gordon, seconded by Councilman Claire, and carried the report was laid on the table. Councilman Gordon presented a report relating to the Harbor Master's department. The report was read and on motion of Councilman Gordon, seconded by, Councilman Garfield and carried, the report was laid on the table. The request of Peterson Bros. for payment of a certain sum of money to apply on the amount due them for tree and other maintenance work at Corona del Mar, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, laid on the table to be acted on later. Letters from R. J. Briscoe, Harry W. Painter, J. B. McNally and others were read and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried the communications were ordered filed. Petitions bearing 25$ names asking that the personnel of Police Officers and Firemen in the Balboa Island and Corona Del Mar Districts be restored to its former status were read and on motion of Councilman Ellsworth, seconded by Councilman Garfield and carried, the petitions were laid on the table to be considered at the next meeting of the Council. Petitions signed by 517 citizens and taxpayers from all parts of the city opposing any further curtailment of city employees or reduction of wages were read and on motion of Councilman Ellsworth, seconded by Councilman Gordon and carried, were laid on the table to be taken up at the next meeting of the Council. UNFINISHED BJSINESS The - petition from the 'Citizens Committee' making certain requests and offering recommendations in reference to the employment and wages of city employees, was considered and on motion of Councilman Claire, seconded by Councilman Garfield and carried was ordered filed. NEW BUSINESS The monthly demands having been duly audited by the Finance Committee, were on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed and warrants ordered drawn -for same. It was moved by Councilman Claire, seconded by Councilman Gordon and carried that the insurance policy issued by W. L. Jordon in favor of the City be accepted and that the demand for the premium thereon be allowed and a warrant drawn for same. City Attorney TbDmpson presented a report relative to a saving to the City of a certain sum of money which could be effected by the retiring of a judgment in connection with the Seashore Dtive improvement. It was moved by Councilman Claire, seconded by Councilman Gordon and carried that the matter be set over until the next meeting of the Council A motion authorizing the Mayor to sign an affidavit in a suit to quiet title of the City of Newport Beach versus Derby et al, was made by Councilman Garfield, seconded by Councilman Claire and carried. .Councilman Gordon moved that the City Attorney report at the next meeting on the status of existing Liquor Ordinances of the-City. The motion was seconded by Councilman Garfield and carried. ADJURNMENT There being °no further business to come before the Council, it was moved by Councilman Claire, seconded by Councilman Gordon and carried that an adjournment be taken to 7:30 o'clock p, m.
