HomeMy WebLinkAbout05/15/1933 - Adjourned Regular Meetingy :s, Newport Beach, May 15, 1933• The City Council of'th:e City of Newport Beach met in regular adjourned session at the City Council Chambers of the City of Newport Beach at 7:30 o'clock P. M. on the above date, with Mayor Hilmer in the chair. The roll was called showing four members of the Council present, Councilman Gordon being absent. The minutes of the previous meeting were read, approved and signed by the Council members. Several applications for licenses to sell beer were presented and on motion of Councilman Claire, seconded by Councilman Garfield and carried the same were allowed_. A letter from H. L. Sherman in which he tendered his resignation as a member of the Library Board, was read, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried the resignation was accepted and the City Clerk was instructed to notify Mr. Sherman that the City Council regretted the loss of his services and fully appreciated the splendid work he had rendered in the past. The application of G. W. Kitzrriller for a transfer of his real estate license from 126 Marine Avenue to 213 Marine Avenue, was on mction of Councilman Claire, seconded by Councilman Garfield and carried, allowed. A letter from W. B. Dunbar expreGsing his gratitude for the splendid police protection given to residents of Corona Del Mar was read and on motion of Councilman Claire, seconded by Councilman Garfield and carried the letter was referred to the Chief of Police. T. Gilbert Pearson, President of the National Association of Audubon Societies in a letter to the Council suggested the licensing of cats in an effort to protect bird life, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the matter was referred to Chief of Police Hodgkinson with instructions to notify the writer as to the number of cats killed by his department annually. H. J. Cremer in a letter to the Council applied for a position of engineer, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried the letter was ordered filed. C. H. Fry, superintendent of Safety of the Industrial Accident Commission in a letter invited the Council to be represented at an Accident Prevention Conference to be held in San Francisco May 24th and 25th, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried, the letter was ordered filed. A letter from S. V. Cortelyou of the State Highway Commission was read regarding allocation of earthquake relief funds, and on motion of Councilman Garfield, seconded by Councilman Claire and carried the letter was referred to City Engineer Patterson. Howard S. Station presented an application to conduct a grocery and lunch stand in Block 215, Section B, which location being out of the district zoned for business was laid over for discussion under New Business. H. E. Ruggles presented a claim for damages to his boat due to an alleged unmarked menace in the Bay, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried, the matter was referred to the Harbor Master for report. UNFINISHED BUSINESS The Ordinance permitting . sale and shooting of certain fireworks under certain restrictions came up for final passage which after being read, considered and designated Ordinance No. 415 was on motion of Councilman Ellsworth, seconded by Councilman Garfield, adopted by the following roll call vote, to-wit: AYES: Councilmen Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen none. ABSENT: . Councilman Gordon. The Ordinance outlining rules and regulations of unmuffled speed boats under certain restrictions, having been corrected to conform with the petitioners application, was presented for final passage. The Ordinance was read, considered and designated Ordinance No. 413 and its adoption was moved by Councilman Claire and was passed by the following roll call vote, to -wit: AYES: Councilmen Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen None ABSENT: Councilman Gordon. Resolution No. 791 granting an extension of time to C. E. McFarland for certain pier and barge concessions was on motion of Councilman Claire, seconded by Councilman Ellsworth, approved by the following roll call vote, to -wit: AYES: Councilmen Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen None. ABSENT: Councilman Gordon. Resolution No. 792 setting up a new agreement between the City of Newport Beach and the Newport Beach Fishermens Protective Association and cancelling a former agreement was presented and on motion of Councilman Claire, seconded by Councilman Garfield was approved by the following roll call vote, to-wit: AYES: Councilmen Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen None. ABSENT: Councilman Gordon. It was moved by Councilman Garfield, seconded by Councilman Claire and carried that the City Attorney communicate with'the Bureau of Gas & Petroleum of the State of California in regard to certain uncapped oil wells flowing within the City. It was moved by Councilman Claire, seconded by Councilman Garfield and carried that the application of Howard S. Stanton for a license to operate a grocery and lunch stand in Block 215, Section B, be denied owing to zoning restrictions. City Engineer Patterson resported on the condition of the Newport pier and of certain needed repairs and on motion of Councilman Claire, seconded by Councilman Garfield and carried the repairs were ordered made by force account. There being no further business to come before the Council it was moved by Councilman Claire, seconded by Councilman Ellsworth and carried, that an adjournment be taken Sine Die. The reports of Heads of Departments were read and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the reports were accepted and ordered filed.
