HomeMy WebLinkAbout08/07/1933 - Regular MeetingI Newport Beach, August 7, 1933 The City Council of the City of Newport Beach met in regular session at the City Council Chambers of the City of Newport Beach at 7:30 o'clock p. m. on above date. The roll was called showing the full Council present. The minutes of the previous meeting were duly read, approved and signed by each member of the Council. REPORTS OF HEADS OF DEPARTMENTS The reports of Departmental Heads were read and on motion of Councilman Claire, seconded by Councilman Gordon and carried, the reports were accepted and ordered filed. COMMUNICATIONS A deliquent tax list prepared for publication was submitted by Deputy Tax Collector Gant with a request that same be returned, and on motion of Councilman Claire, seconded by Councilman Garfield and carried the same was approved. A letter from Senator Nelson T. Edwards in answer to a telegram sent to him regarding exemption from sales tax on municipal purchases was read and on motion of Councilman Claire, seconded by Councilman Garfield and carried the letter was ordered filed. The West Newport Yacht Club through its Vice - Commodore Gordon B. Findlay made application for permission to hold motor boat races around Newport Island on Sunday August 13th and also asked the assistance of Harbor Master Robinson for the event. It was moved by Councilman Claire, seconded by Councilman Gordon and carried that the request be granted. An application from John Vilelle to install an underground storage tank for storage and drawing off pumps for handling hazardous fluids was presented, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the request was granted subject to the approval of ' the Fire Chief. UNFINISHED BUSINESS The claim of H. E. Ruggles for damages done to his boat by coming in contact with a submerged portion of a channel marker was, on advice of City Attorney Thompson allowed on a motion by Councilman Claire, seconded by Councilman Ellsworth and carried, a demand accompanying the claim being approved and warrant was ordered drawn in payment of same amounting to X635.55- The Riley Tax Bill came up for discussion, City Attorney Thompson explaining the measure in detail. The request of Allen Gwynn and J. W. Reeder for permission to construct sand boxes in front of certain lots on the North Bay Front, Balboa Island,_ laid on the table from the previous meeting, came up for consideration and on motion of Councilman Garfield, seconded by Councilman Gordon and carried, the request was denied. NEW BUSINESS The monthly demands having been duly audited by the Finance Committee, were on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed and warrants ordered drawn for same. J. H. Macklin owner of certain property at the westerly City limits addressed the Council regarding the amending of Ordinance No. 370 'which would permit the erection of tents for camping purposes in that section. The matter was discussed at length and on motion of Councilman Ellsworth, seconded by Councilman Claire and carried, the amendment was passed to the second reading. On motion of Councilman Ellsworth, seconded by Councilman Claire and carried, the Heads of Departments were instructed to make purchases only from those firms who have associated themselves with the National Recovery Act. On motion of Councilman Ellsworth, seconded by Councilman Claire and carried, the City Auditor was instructed to furnish the Finance Committee with a list of all property acquired by the City through Tax Sale in order that same can be placed in line for sale by the City if so desired. rol Le It was moved by Councilman Claire, seconded by Councilman Ellsworth and carried, that City Attorney Thompson notify the Hamann & Walker Co., lessees of certain City owned property to pay the rental on same or vacate the property. Ralph Mackey addressed the Council relative to preparing ends of 42nd and 43rd Streets fronting on the Rivo Alto incorder that same may be utilized by the residents of that section for bathing purposes. Councilman Claire requested leave from the Council to be absent at the next-regular meeting and on motion of Councilman Ellsworth, seconded by Councilman Garfield and carried# the request was granted. There being no further business to come before the Council a motion to adjourn Sine Die was made by Councilman Claire, duly seconded by Councilman Garfield and carried. proved: City Clerk gayor of the City of MINUTES OF SPECIAL MEETING OF AUGUST 16, 1933 A special meeting of the City Council was called by Mayor Hilmer at 9:30 o'clock a.m. August 16, 1933 at the City Council Chambers of the City of Newport Beach The purpose of the special meeting was to consider the advisability of terminating the present lease of the City Dump Ground to E. G. Greeley and H. M. Greeley and, of substituting another lease or, of taking such other action as might be deemed necessary. The meeting was called to order by Mayor Hilmer. the roll call showing the full Council present with the exception of Councilman Gordon. A Resolution cancelling the lease of E. G. Greeley and H; M. Greeley on the City Dump Ground was presented and considered, and on motion of Councilman Ellsworth, duly seconded by Councilman Garfield and carried, the Resolution designated No. 796 was passed. On motion of Councilman Ellsworth, seconded by Councilman Garfield and carried, the Street Superintendent was instructed to provide a suitable custodian for the City Dump Ground, pending the preparation of a lease for same. There being no further business to come before the Special Meeting a motion to adjourn Sine Die was made by Councilman Ellsworth, seconded by Councilman Garfield and carried.
