HomeMy WebLinkAbout12/04/1933 - Regular Meeting19 Newport Beach, December 4, 1933• The City Council of the City of Newport Beach met in regular session in the Council Chambers of the City of Newport Beach at 7:30 o'clock p. m. on above date with Mayor Hilmer presiding. The roll was called showing the full Council present. REPORTS OF HEADS OF DEPARTMENTS ' The reports of heads of departments were read and on motion of Councilman Ellsworth, seconded by Councilman Garfield and carried, the reports were accepted and ordered filed. REPORTS OF SPECIAL COMkITTEES The CoRmittee appointed to investigate and report on the request for a comfort station in the Corona Del Mar district advised that a report would be made on same at a future meeting, being held in abeyance on account of the Harbor Bond election. REPORT OF STANDING COMMITTEES None. COMMUNICATIONS An application for permission to erect marine ways on the Bay Front footing on Lot 3 between Washington and Main Streets was read, and on motion of Councilman Claire, seconded by Councilman Gordon and carried the application was laid on the table. City Attorney Thompson in a letter to the Council advised regarding the disposition of certain bean straw and barley hay by Harvey L. Bear a tenant on city owned land, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the report was accepted and ordered filed. ' A communication from the Southern Counties Gas Company concerning a duplication of bonds covering their franchise to operate in Newport Beach, was read and on motion of Councilman Claire, seconded by Councilman Garfield and carried the matter was referred to City Attorney Thompson. In a letter to the City Council, G. S. Porter, President of the Unemployed Council of Newport Beach expressed his appreciation for cooperation extended his organization by the City, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the letter was ordered filed. Mrs, R. W. McConnell, in a letter to the Council, asked that the cost of proposed groynes for beach protection in the Seashore Colony area be distributed over the entire city, and on motion of Councilman Claire, seconded by Councilman Garfield and carried the letter was ordered filed. A letter from the law firm of Cruickshank, Brooks & Evans of Los Angeles asking for a reply from the City concerning a claim by Mira C. Saunders and Charles F. Saunders against the City for alleged injuries was, on motion of Councilman Claire, seconded by Councilman Garfield and carried, referred to the City Attorney. On motion of Councilman Claire, seconded by Councilman Gordon and carried, the City Engineer was authorized to sign and return to the District Engineer of the State Highway Commission the report of the allocation of gas tax for this City. ' W. E. Laurence in a letter to the Council submitted a bid of $150 for Lot 15, Block 6, Section 3, Balboa Island, and on motion of Councilman Gordon seconded by Councilman Ellsworth and carried, the bid was rejected and the check covering the amount of the bid ordered returned. On motion of Councilman Garfield, seconded by Councilman Claire, and curried, the proposed by -laws submitted by the Orange County League of Municipalities were approved by the Council. Reuben Cole addressed the Council concerning the need of better police protection on the Bay by night, and on motion of Councilman Ellsworth, seconded by Councilman Gordon and carried, the Harbor Master was instructed to patrol the Bay for three nights each week and report to the Council at the next meeting. UNFINISHED BUSINESS The application for marine wags made by A. W. Burns of Tract 919 having been approved by City Engineer Patterson, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, approved by the Council. The application of A. S. Richardson for permission to construct a pier on the westerly shore of the Balboa Island east channel, having been approved by City Engineer Patterson, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, approved by the Council. NEW BUSINESS The monthly demands having been duly audited by the Finance Committee, were on motion df Councilman Claire, seconded by Councilman Garfield and carried, allowed and warrants ordered drawn for same. City Attorney Thompson submitted a new lease between the City and D. A. Bear and Harvey L. Bear for certain water bearing land owned by the City. The Resolution authorizing the execution of the lease was read, considered and designated Resolution No. 905 and the same was on motion of Councilman Claire and duly seconded by Councilman Garfield passed by the following roll call vote, to -wit: AYES, COJNCILLEN: Gordon, Claire, Ellsworth, Garfield, Hilmer. NOES, COUNCILMEN: None. ABSENT, OOUNCIL14EN: None.
