September WE rw Newport Beach, September 14, 1936. 261 The City Council of the City of Newport Beach met in adjourned regular session in the City Council Chambers of the City of Newport Beach at 7:30 P. M. on above date, with Mayor Williamson presiding. The roll was called showing the full Council present. On motion of Councilman Claire, seconded by Councilman Gordon and carried, the regular order of business was suspended for the purpose of opening bids submitted for the construction-of the Balboa Island Seawall. The Clerk notified the City Council that this was the time and place fixed for receiving bids pursuant to the Notice Inviting Bids for the construction of bulkhead and other improvements in and around Balboa Island in the City of Newport Beach, as contemplated by Resolution of Intention No. 919, also reported that he had received three bids, which bids were upon order of the Mayor opened, examined, read and publicly declared, as follows: CONTRACTOR TOTAL-ESTIMATED AMOUNT OF EACH BID Case Construction Co. $235,469.15 Griffith Company 196,025.93 L. F. Dow Company •177,775.62 Reference is hereby made to each bid on file in the office of the City Clerk of the said City for all details as to each kind or class of work to be done. On motion of Councilman Claire, all bids were referred to the City Engineer for checking, tabulation and report, and that the said City Engineer prepare and forward to the State Director of the Federal Emergency Administration of Public works the following: (1) Two certified copies of a tabulation of all bids received. 2 One certified copy of a proposal or bid of each of the three low bidders. ABSENT: Councilmen None. to the award. by Councilman Garfield and carried Whitson, Garfield, Williamson The City Engineer reported on- the bids, and on motion of Councilman Claire, seconded by Councilman Garfield, and carried, the City Engineer was authorized and instructed to file with the P.W.A. State Director, a recommendation that the bid of L. F. Dow Company be accepted, the same being the lowest bid submitted for the improvement in the matter of the construction of bulkhead and other improvements in and around Balboa Island. On motion of Councilman Claire, seconded by Councilman Garfield and carried, the regular order of business was resumed. 262 C31 REPORTS OF SPECIAL COMILITTEES None. �a REPORTS' OF STANDING COMMITTEES None. � 9OMkUNICATIONS The letter of Albert Launer, Secretary of the Orange County League of Municipalities, thanking the City Council for the hospitality extended the League at their meeting held in Newport Beach on August 27th, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, ordered filed. The communication of Mrs. Gertrude Williams requesting that the City assist in furnishing the property necessary for the construc- tion of a church at Corona del Mar, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, referred to the City Attorney for report at "the next meeting of the Council. The communication of Fire Chief Crocker recommending that certain improvements be made for betterment of fire defense by the installation of larger mains and larger fire hydrants in various sections of the City, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, referred to the Water Superintendent to furnish the estimated cost of the improvements requested. The letter of Fire Chief Crocker advocating the purchase of fire boat apparatus for the protection of boats in the Harbor and Shore.structures, was on motion of Councilman Garfield, seconded by CouAcilman` Whitson` and carr'ibd; 'ordered filed. UNFINISHED BUSINESS Ordinance No. 450 came up for final passage, being, AN ORDINANCE OF THE CITY OF NEWPORT BEACH, CALIFORNIA, PROVIDING FOR THE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF $300,000.00 FOR THE ACQUISITION AND CONSTRUCTIO14 OF A MUNICIPAL IMPROVEMENT, TO WIT, ADDITIONS TO THE MUNICIPAL SEWER SYSTEM AND FOR THE REDEMPTION OF SAID BONDS. The ordinance was read in full, and with no change therein from the ' first reading thereof at the meeting of the City Council on the 7th day of September, 1936. The adoption of the ordinance was moved by Councilman Claire, seconded by Councilman Gordon and passed by the following vote, to -wit: AYES: Councilmen Gordon, Claire, Whitson, Garfield, Williamson. NOES: Councilmen None. ABSENT: Councilmen None. The application of C. A. Conlin for permission to construct a pleasure pier fronting on Lot 34, Tract 907, Lido Isle, having been approved by the City Engineer, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed. NEW BUSINESS City Attorney Thompson presented a resolution in reference to a certain tax deed from J. C. Lamb, Tax Collector of Orange County, granting to the City of Newport Beach, all that certain real property situated in the City of Newport Beach, said list and description of the aforesaid property being contained in the resolution which was read, considered, designated Resolution No. 992, and on motion of Councilman Garfield, seconded by Councilman Gordon was adopted by the following vote, to -wit: AYES: Councilmen Gordon, Claire, Whitson, Garfield, Williamson. NOES: Councilmen None. ABSENT: Councilmen None. . The demands of C. J. Keegan and of Crenshaw, Diehl & Wright having hg been duly audited by the Finance Committee, were on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed. In accordance with the advertisement by the City of Newport Beach for bids for the purchase of a 30 H.P. Diesel Tractor, the City 263 Clerk advised that but one bid had been submitted therefor and upon order of the Mayor, the same was opened and read, being the bid of the Shepherd Tractor and Equipment Company accompanied by a certified check represent- ing 100 of the bid submitted. The bid was submitted to the City Engineer, who recommended the acceptance of same. Whereupon it was moved by Councilman Claire, seconded by Councilman Whitson and carried, that the bid of the Shepherd Tractor and Equipment Co. be accepted. On motion of Councilman Claire, seconded by Councilman Whitson and carried, the City Clerk was directed to advertise for bids for one 11 ton truck for use in the Water Department and for one Pick -up for use in the Engineering Department. ' Mrs. Hells Baker 6f 26th Street, Newport Beach, addressed the Council, thanking the members thereof for remedying the conditions complained of by her at former meetings of the Council. ADJOURNMENT There being no further business to come before the Council, it was moved by Councilman Claire, seconded by Councilman Garfield and carried, that an adjournment be t4en to WO, P. M. The City Council of the City of Newport Beach met in adjourned regular session in the City Council Chambers of the City of Newport Beach at 7:30 P. M. on above date, with Mayor Williamson presiding. The roll was called showing the full Council present with the exception of Councilmen Gordon and Whitson, who were absent. REPORTS OF SPECIAL COMMITTEES None. REPORTS OF STANDING COMMITTEES None. COMMUNICATIONS A petition bearing names of property owners in the West Newport district, requesting that the City take the necessary steps to have the Canal dredged from 32nd Street to 36th St., was presented. On motion of Councilman Claire, seconded by Councilman Garfield and carried, the petition was laid on the table. City Engineer Patterson reporting in connection with the Balboa Island Seawall pvoject, advised the Council that the necessary confirmation for awarding the bid submitted andaccepted by the City at the meeting of the City Council on the 14th day of September, had not yet been received and suggested an adjournment of the Council to the following day. On motion of Councilman Claire, seconded by Councilman Garfield and carried, the report and recommendation of the City Engineer was accepted and ordered filed. ADJOURNMENT There being no further business to come before the Council, it was moved by Councilman Claire, seconded by Councilman Garfield and carried, that an adjournment � be taken to 1 o'clock P.
