The City Council of the City of Newport Beach met in regular session in the City Council Chambers, at the City Hall, in the City of Newport Beach at 7830 P. M. on above date with Mayor Williamson presiding. The roll was called and the following Councilmen answered present, Councilmen Gordon, Claire, Whitson, Garfield, Williamson. Absent, Councilmen: None. REPORTS OF HEADS OF DEPARTMENTS The report of the City Treasurer was read, and on motion of Councilman Claire, seconded by Councilman Garfield and carried, the report was approved, the reading of reports of other Heads of Depart- ments dispensed with, and all the reports ordered filed. REPORTS OF SPED %AL COMMITTEES None. REPORTS OF STANDING COMMITTEES None. COMMUNICATIONS The application of Croft & Neville for permission to install underground storage for the handling of petroleum products on a portion of Lot H, Tract 919, having been approved by the City Engineer, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed subject to the approval of the Fire Chief and Zoning restrictions. The application of Juanita A. Reigle for a license to operate a rest home for aged people at Heliotrope and Fourth Avenue, Corona del Mar, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, referred to the Planning Commission for report. The application of Joseph Kirby for a Veteran's exempt license to peddle dried fruits, was.on motion of Councilman Gordon, seconded by Councilman Garfield and cariied,_denied. The petition of J. H. Shearer and others requesting that a ' loading zone be established on the north side of Central Avenue between the Chamber of Commerce office and the alley between Washington and Main Streets, was on motion of Councilman Claire, seconded by Councilman Garfield and carried, referred to the Police Committee for report. The request of Darrell W. King for a reduction of rental for the live bait boat privilege on the Newport pier, was on motion of Councilman Claire, seconded by Councilman Whitson and carried, referred to the Street Committee and the City Attorney for report. The communication of L. W. Briggs, Secretary of the Planning Commission, urging that proceedings be instituted to re-open for public use the vacated alley in Block 109, between 9th and 10th Streets, was read, and on motion of Councilman Claire, seconded by Councilman Garfield and tarried the matter.was laid on the table pending the outcome of certain litigation in connection therewith. The letter of Helen M. Harriot requesting that the City grant permission for the planting of trees on Balboa Island and the subsequent care of same by the City, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, referred to the Planning Commission. UNFINISHED BUSINESS The applicatbon•of Croft & Neville for permission to construct a business pier _fronting on a portion of Lot H, Tract 919, having been approved by the City Engineer, was on motion of Councilman Claire, seconded by Couribilman.Whitson and carried, allowed. NEW BUSINESS The monthly demands having been duly audited by the Finance Committee, were on motion of Councilman Claire, seconded by Councilman Garfield and carried, allowed and warrants ordered drawn for same. M Councilman Claire moved the adoption of a resolution authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach a quitclaim deed in favor of Rosa K. Diers and covering Lots 27 and 29, Block 17, Section 3, Balboa Island, as shown in Book 7, page 15, Miscellaneous Maps, Records of Orange County, California. The motion was duly seconded by Councilman Gordon and the resolution adopted by the following vote, to-wit: AYES: Councilmen Gordon, Claire, Whitson, Garfield, Williamson. NOES: Councilmen None. ABSENT: Councilmen None. I, Frank L. Rinehart, City Clerk of the City of Newport Beach, hereby certify that the above and foregoing resolution was passed and adopted by the City Council of the C of Newport Beach at a regular meeting thereof held on the 1,stSKof February, 1937. , ewpor The City Engineer reported on the proposed new water well on the 93 acres of City owned land, estimating the cost of same at $3,600.00 and that the same should be completed by April 1, 1937. On motion of Councilman Whitson, seconded by Councilman Gordon and carried, the Water Committee and the City Engineer were instructed to bring in a recommendation on the matter of a new well at the net meeting of the Council. The City Engineer recommended that a requisition be made to the PWA under the new schedule for 25% of the funds allocated by the Government for the new sewer system. Whereupon it was moved by Council- man Claire, seconded by Councilman Gordon and carried, that the Mayor be authorized to sign the requisition for same. Councilman Whitson reporting on the matter of the installation of traffic signals at Central Avenue and Main Street, Balboa, advised that the estimate for same was $400.00 and it was moved by Councilman Whitson, seconded by Councilman Garfield-and carried, that the matter be referred to Police and Street Committees for report.
