Newport Beach, June 28, 1937• The City Council of the City.of Newport Beach met in Special session in the City Council Chambers at the City Hall in the City of Newport Beach at 7:30 o'clock P. M. on above date to consider the appointment of a successor to Councilman A. J. Garfield, deceased and also to appoint members of the Planning Commission to succeed those whose terms have expired through resignations or whole terms will expire at the end of the fiscal year. The roll was called, the following Councilmen answering present: Gordon, Claire, Whitson, Williamson. Absent, Councilman Garfield. The Call of the Mayor for the Special meeting was read by the Clerk, whereupon Councilman Claire moved the adoption of the following; RESOLUTION OF MEMORIAL. Resolution No. 1157. WHEREAS, Arthur J. Garfield did in his lifetime serve the City of Newport Beach in the capacity of a City Councilman, for more than seven years; and WHEREAS, said Arthur J. Garfield was honest, faithful and conscientious in his duties toward the City, and as a City .Councilman; and 1VHEREAS, said Arthur J. Garfield devoted a great deal of his time not only to his public duties but also gave of his time and energy in furthering civic betterment in the City of Newport Beach; and WHEREAS, Arthur J. Garfield possessed a large measure of human charm and had many gifts of mind and bearing, and one of his chief., accomplislZments was that of being a gentleman in all- of his dealin tb his fellowmen: and O� "WHEREAS, said Arthur J. Garfield's life has been pre- maturely ended but the memory of the man will long remain with the City officials, his fellow citizens and friends in the City of Newport Beach; and WHEREAS; the official family of the City of Newport Beach has lost an ardent and conscientious worker, and a kindly and sympathetic friend. The.life work of Arthur J. Garfield is ended, but his memory will long linger.with us. NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City of Newport Beach in special session assembled, hereby tender their heartfelt sympathy and condolence to his loving wife, Mabel 0. Garfield, and to his family; and BE IT FURTHER RESOLVED: That a copy of this Resolution be spread on the minutes of this meeting and a certified copy. thereof be sent by the Clerk of this City Council to his bereaved wife, Mabel 0. Garfield. I hereby certify that the above and foregoing Resolution was duly and regularly passed and adopted by the City Council of the City of Newport Beach at a special meeting thereof held on the 28th day of June, 1937, by the following vote, to -wit: AYES: Councilmen Gordon, Claire, Whitson, Williamson. Rinehart City Clerk On motion of Councilman Claire, seconded by Councilman Gordon and carried unanimously,.James S. Brown was appointed as Councilman to fill the vacanpy caused by the death of A. J. Garfield. m Mayor Williamson made the following appointments on the Planning Commiasion, effective as of July 1, 1937• 4 year term C. Harold Hopkins Balboa District 4 year term Mrs. Della Williams Corona del Mar District 4 year term Gordon B. Findlay Newport Beach District. 4 year term Dr. Howard W. Seager Balboa Island District. On motion of Councilman Claire, seconded by Councilman Whitson and carried, a recess was taken for the purpose of notifying James S. Brown of his appointment as a member of the City Council and asking him to appear for the administration of the oath of office. Upon the arrival of appointee Brown it was moved by Councilman Claire, seconded by Councilman Gordon and carried, that the regular order of business be resumed. Whereupon James S. Brown took and subscribed the constitutional oath of office, which was filed with the City Clerk, duly qualifying him to enter and assume the duties and responsibilities of City Councilman as of July 1, 1537. ADJOURNMENT All of the business for which the Special meeting was called having been disposed of, it was moved by Councilman Claire, seconded by Councilman Whitson and carried, that an adjournment be taken Sine Die.
