HomeMy WebLinkAbout08/08/1938 - Adjourned Regular Meeting1� • • 41 r 125 Newport Beach, August 5, 1935• The City Council of the City of Newport Beach met in regular adjourned session in the City Council Chambers at the City Hall in the City of Newport Beach at 7:30 o'clock p. m. on above date with Mayor Williamson presiding. Roll Call The roll was called, the following Councilmen answering present: Gordon, Whitson, Brown, Williamson. Absent, Councilman Claire. REPORTS OF SPECIAL COMMITTEES None REPORTS OF STANDING COMMITTEES None. Mayor Williamson brought up the matter of the Andrew's pier and float on Balboa Island, and was informed that same was in the hands of the City Attorney for report. COMMUNICATIONS The application of R. G. Blake for a license to operate a museum at 617 Heliotrope Avenue, Corona del Mar, was on motion of Councilman Whitson, seconded by Councilman Gordon and carried, referred to the Planning Commission. The application of Jasper Wager for a free license to peddle home grown products, was on motion of Councilman Gordon, Seconded by Councilman Brown and carried, allowed. Richard Hourigan, representing the "20 -30" Club of Newport Beach, appeared before the Council with a request that the Club be granted a license to stage a Carnival on certain City owned property between 22nd and 23rd Streets, the proceeds from which to be deovted to charitable purposes. After some discussion it was moved by Councilman Whitson, seconded by Councilman Gordon and carried, that tentative permission be granted subject to the approval of the Police Committee and Chief of Police as to the type of exhibits and attractions, same to be authorized at a future meeting of the Council, and the customary license be waived inasmuch as the proceeds are for charitable purposes. The letter from the Lido Isle Community Association requesting that certain streets in that district be posted with 25 mile per hour signs, was presented, whereupon Chief of Police Hodgkinson addressed the Council concerning the matter, and on motion of Councilman Whitson, seconded by Councilman Gordon and carried, the request was allowed. The letter of the Western Safety Council requesting the city's represent- ation at the conference to be held in Los Angeles, September 12th to 16th, was presented, and on motion of Councilman Whitson, seconded by Councilman Gordon and carried, the Chief of Police was instructed to attend same. On motion of Councilman Brown, seconded by Councilman Whitson and carried, the request of Councilman Gordon to be absent from the State was granted. Andrew's pier R. G. Blake museum J. UNFINISHED BUSINESS On recommendation of City Engineer Patterson the,application to construct Pier on Lido a joint pier fronting on Lots 53 and 54, Tract'907, Lido Isle, it was moved by Councilman Gordon, seconded by Councilman Whitson and carried, that same be allowed. NEW BUSINESS Resolution No. 1375. WHEREAS, MARY E. BURNHAM, a single woman has this Res. 1375. h day offered to the City of Newport Beach the sum of $300.00 for Lots 17 and 15, in Tract 652, Corona del Mar, in the City of Newport Beach, as shown on Map sale of lot recorded in Book 20, page 19 of Miscellaneous Maps, records of Orange County, to Mary E. California; and Burnham WHEREAS, the said price is a fair and adequate price as and for the purchase price of said lot; and WHEREAS, the City Council ofthe City of Newport Beach deems that it is for the best interests of said City that said property be sold for the said sum of $300.00; and WHEREAS, the price offered is just, fair and adequate and is not dispooportionate to the real value of the property above described. NOW, THEREFORE, BE IT RESOLVED: That said property be sold to the said Mary E. Burnham, a single woman, for the sum of $300.00, free and clear of all encumbrances, subject to the taxes for the fiscal year 1935 -39 and unpaid improvement assessments of record. Also subject to conditions, restirctions and reservations of record. And the Mayor and the City Clerk are hereby authorized and directed to execute and deliver a deed for said property to the said party upon receipt of the consideration above set forth. BE IT FURTHER RESOLVED: That the sum-of $30.00 be paid to H. Cardoza Sloan, as and.for his commission for the negotiating of the sale of said real property toMary E. Burnham, a single woman, said sum being a fair and reasonable commission to be allowed in said sale, and said broker being a licensed realtor of the City of Newport Beach. I hereby certify that the above and foregoing Resolution was duly and regularly passed and adopted by the City Council of the City of Newport Beach at an adjourned regular meeting thereof, held on the 5th day of August, 1935 by the following vote, to -wit: AYES: COUNCILMEN Gordon, Whitson, Brown, Williamson. Co. cable crossing WPA projects Sewer Connections Bond elections PWA projects The request of the Southern California Telephone Company for permission to install a cable across the mouth of the channel in the westerly arm of Newport Bay, was on recommendation of City Engineer Patterson and on motion of Councilman Brown, seconded by Councilman Gordon and carried, allowed. City Engineer Patterson presented the matter of WPA assistance in connection with the West Newport Pobl and the Corona del Mar Playground, and on motion of Councilman Gordon, seconded by Councilman Whitson and carried, the same was laid on the table. City Engineer Patterson presented the matter of reducing the charge for sewer connections suggesting that the cost of same be set at $5.00 per connection instead of $15.00 as at present. On motion of Councilman Gordon, seconded by Councilman Whitson and carried, the same was laid on the table. City Engineer Patterson reported that PWA officials contacted in San Francisco had advised that all bond elections in connection with applications to the Federal Government for loans and grants be held prior to October 1, 1935• ADJOURNMENT On motion of Councilman Gordon, an adjournment was taken to 7:30 P. Lighthall for a free license to peddle home peddling grown sweet corn, was on motion of Councilman Gordon, seconded by Councilman Whitson and carried, referred to the Police Committee for investigation and with power to act. E.E. Lush The application of E. E. Lush for a free license to sell honey, -was peddling on motion of Councilman Claire, seconded by Councilman Gordon and carried, laid on the table. C.E.Stovall Jr. The application of Clyde E. Stovall Jr. for a license to operate a milk truck retail milk truck, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, allowed subject to the regular ordinance requirements. R.Helfend The application of Robert Helfand fora veteran's free license to peddling peddle floor covering, was on motion of Councilman Claire, seconded by Councilman Gordon and carried, laid on the table. Miriam R.Delano The request- of Miriam R. Delano for a rezoning of Lots 1 to 5 inc., rezoning Block 22, Balboa Eastside Addition from R -1 to R -2 restrictions, was on motion of Councilman Claire, seconded by Councilman Brown and carried, referred to the Planning Commission Balboa Yacht The request of the Balboa Yacht Club for an appropriation of $250.00 Club to defray the cost of trophies in connection with the Balboa Bay Regatta, was appropriation on motion of Councilman Claire, seconded by Councilman Whitson. and carried, referred to the Chamber of Commerce. UNFINISHED BUSINESS None. NEW BUSINESS Minute Res. MINUTE RESOLUTION. Councilman Claire moved the adoption of a resolution Remote Control authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Station Beach a certain agreement with the County of Orange regarding the installation of a Police Broadcasting Remote Control Station in the City of Newport Beach. The motion was duly seconded by Councilman Whitson and the resolution adopted by the following vote, to -wit: AYES: Councilmen Gordon, Claire, Whitson, Brown, Williamson. NOES: Councilmen None.
