Newport Beach, October 4, 1939- The City Council of the City of Newport Beach met in adjourned regular session in the City Council Chambers at the City Hall in the City of Newport Beach on above date at the hour of 12 o'clock noon, with Mayor Williamson presiding. Roll Call The Roll was called, the following Councilmen answering present: Gordon, Claire, Whitson, Brown, Williamson. Absent: Councilmen None. REPORTS OF SPECIAL COMMITTEES None. ' REPORTS OF STANDING COMMITTEES None. Bids, pipe etc. American Cast Iron Pipe Co. pipe bid. Santa Ana Iron Works. Fittings bid. Utilities Supply Company. Gate Valves bid. Utilities Supply Company. Fire Hydrants bid Bids -re- roofing Vance Roofing Company, City Hall Roof bid. It was moved by Councilman Claire, seconded by Councilman Gordon and carried, that the regular order of business be suspended in order to receive the City Engineer's report on bids submitted for furnishing Pipe, Valves, Fittings and Fire Hydrants, also for re- roofing the City Hall and Corona del Mar water reservoirs. City Engineer Patterson advised that 17 bids had been received in all for furnishing Pipe, Fittings, Gate Valves and Fire Hydrants. The bid of the American Cast Iron Pipe Company, being the lowest bid submitted for furnishing the pipe, it was moved by Councilman Claire, seconded by Councilman Gordon and carried, that the bid be accepted, the City Engineer was authorized to purchase same, all other bids on same were rejected and checks or bonds of the unsucces9fiul bidders ordered returned. The bid of the Santa Ana Iron Works, being the lowest bid submitted for Fittings, it was moved by Councilman Claire, seconded by Councilman Brown and carried; that the bid be accepted, the City Engineer was authorized to purchase same, all other bids on same were rejected and checks or bonds of unsuccessful bidders ordered returned. The bid of the Utilities Supply Company, being the lowest bid submitted for furnishing Gate Valves, it was moved by Councilman Claire, seconded by Councilman Whitson and carried, that the bid be accepted, the City Engineer was authorized to purchase same, all other bids on same were rejected and checks or bonds of unsuccessful bidders ordered returned. The bid of the Utilities Supply Company, being the lowest bid submitted for furnishing Fire Hydrants, it was moved by Councilman Claire,seconded by Councilman Gordon and carried, that the bid be accepted, the City Engineer was authorized tb purchase same, all other bids on same were rejected and checks or bonds of unsuccessful bidders ordered returned. The City Engineer advised that 7 bids had been received in all for re- roofing the City Hall and the Corona del Mar water reservoirs. The bid of the Vance Roofing Company being the lowest bid submitted for the re- roofing of the City Hall in accordance with specification No. 3, adopted by the City Council, it was moved by Councilman Brown that a Resolution be adopted, being'a resolution authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach, an agreement with the Vance Roofing Company for performing said work in conformancy with said agreement and specifications and to the satisfaction of the City Engineer of the City -of Newport Beach. The motion was duly seconded by Councilman Whitson and the resolution was adopted by the following vote, to -wit: AYES: Councilmen Gordon, Claire, Whitson, Brown, Williamson. NOES: Councilmen None. 'Rinehart, City Clerk of the City of Newport Beach, hereby certify that the above and foregoing Reso ution was p sed and adopted by the City Council of the City of Newport Bea at an a 'o ne)l regular meeting thereof held on the 4th day of October, 1939. ty Clerk of the Citq of Newport Beach On motion of Councilman Brown, seconded by Councilman Gordon and carried, all other bids submitted for the re- roofing of the City Hall, were rejected and the checks or bonds of unsuccessful bidders ordered returned. 0 0 0 0 The bid of John and Wade Incorporated, being the lowest bid submitted for the re- roofing of the Corona del Mar Water Reservoirs, Councilman Gordon moved the adoption of a Resolution, being a resolution authorizing the Mayor and • City Clerk to execute on behalf of the City of Newport Beach an agreement for performing said work in accordance with specifications prepared by the City ' 'Engineer, adopted by the City Council, and to the satisfaction of the City Engineer of the City 'of Newport Beach. The motion was duly seconded by Council- man Brown and the resolution adopted by the following vote, to -wit: AYES: Councilmen Gordon, Claire', Whitson, Brown, Williamson. NOES: Councilmen None. On motion of Councilman Gordon, seconded by Councilman Brown and carried, all other bids submitted for the re- roofing of the Corona del Mar water reservoirs were rejected and checks or bonds of unsuccessful bidders ordered returned. FIRE HOSE BIDS. Fire Chief Crocker to whom the bids submitted for the purchase of 2,000 feet of 21" and 450 feet of 1? Fire Hose, presented a tabulated list of the various bids, and addressed the Council concerning same. On motion of Councilman Claire, seconded by Councilman Gordon and carried, the bids were referred to the Fire Committee for further investigation and report. On motion of Councilman Claire, seconded by Councilman Gordon and carried, the regular order of business was resumed. COMMUNICATIONS The request of Mrs. Nannie 0. Leonard to have a plam tree removed at 301 Alvarado Place, was read and on motion of Councilman Claire, seconded by Councilman Whitson and carried, same was referred to the Street Superintendent with instructions to investigate and remove the tree. The letter from the Newport Harbor Woman's Association requesting the Council to incorporate the question of closing hours for public dance halls on the November 7th ballot in order that same be effective before the next Easter vacation, was presented and read. Whereupon the City Attorney advised as to the ruling that the petitions were invalid, making it impossible to place same on the November 7th ballot. Mrs. Margaret Burlingame addressed the Council in connection with the referendum petition filed regarding closing hours for dance halls. Mrs. Edna Fisher also addressed the Council concerning the matter of legislation on the subject. After some discussion it was moved by Councilman Gordon, seconded by Councilman Whitson and carried, that the request be laid on the table. C. E. MacFarland addressed the Council in connection with providing a berth for mooring the fishing barge Mindanao. Harbor Master Bouchey also spoke on the subject to mooring of the 'Lottie Carson' and the 'Mindanao'. After going into the matter it was moved by Councilman Gordon, seconded by .Councilman Claire and carried, that the City Engineer be instructed to set dolphins fronting on the Camp Ground property and that the City'Attorney draw up the necessary contract for the use thereof from September 15th to May lat. The request of J. A. Beek for an extension of lease covering the Beacon Bay property in order that FHA loans bay be made available for the building of homes thereon, was on motion of Councilman Brown, seconded by Councilman Gordon and carried, referred to the City Attorney for checking. UNFINISHED BUSINESS None. NEW BUSINESS The demand of Smith Bros. for patrol and rescue work during the recent storm, was on motion of Councilman Gordon, seconded by Councilman Claire and carried, allowed and warrant ordered drawn for same. Councilman Whitson brought up the matter of the construction of a pier at the foot of "N" Street in Tract 518. Mr. Cox, representing the First Trust and Savings Bank of Pasadena, spoke in'favor of the project. On motion of Councilman Brown, seconded by Councilman Whitson and carried, fifty dollars was appropriated for the purpose of J. D. McMillan's attendance at the Water Works convention to be held in Oakland the latter part of October. Mrs. Edna Fisher inquired as to the installation of lights petitioned for on Bay Avenue, and on motion of Councilman Claire, seconded by Councilman Gordon and carried, the City Engineer was instructed to investigate the matter and report. ADJOURNMENT On motion of Councilman Claire, seconded by Councilman Gordon and carried, an adjournment was taken to 7:30 o'clock p, m.
