Res. 2644 Councilman Reed moved the adoption of Resolution No. 2644, being a' lease of Irwin resolution authorizing the Mayor and City Clerk to execute on behalf of the City Building of Newport Beach a lease for the Irwin building at 110 McFadden Place for the use of the local Civilian Defense Council. The motion was duly seconded by Councilman Allen and the resolution adopted by the following vote, to -wit: AYES, COUNCILMEN: Gordon, Allen, Isbell, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. Installation of The City Council of the City of Newport Beach met in adjourned regular control room in building was entirely inadequate for blackout operations and suggested that a session in the City Council Chambers at the City Hall at the hour of 9 o'clock more suitable installation be made in the Irwin Building leased by the City and a. m. on above date with Mayor Hall presiding. • Roll call The roll was called, the following Councilmen answering present; Gordon, granted to proceed with same. K. Ashbaugh, agent for the A -1 Cleaners for a loading loading zone zone at 2110 West Central Avenue, was on motion of Councilman Allen, seconded by City Clerk be approved and that a reduction of 50% of the taxes be granted Councilman Reed and carried, referred to the Police Committee and the Chief of since the first Monday in March. The matter was discussed by the Council, Councilman Isbell insisting that the street be cleared up, and on motion of Councilman Allen, seconded by Councilman Reed and carried, the matter was referred to the City Engineer for report and recommendation. Albert Vignolo Jr. addressed the Council on behalf of the West Coast West Coast Pack. Packing Corporation requesting a building permit for the remodeling of their Corp. request for fish canning plant in order to provide more space for storage, and was advised building permit by the City Attorney to secure the permit from the Building Inspector, otherwise the request would need to be referred to the Planning Commission for recommendation. Golden State Sea The request of Robt. 0. Gruwell of the Golden State Sea Food Company Food Co- request for a license to buy and sell fish from the municipal dock at 26th Street and for license the Bay Front was presented, Mr. Gruwell addressing the Council on the question. After considering the matter, it was moved by Councilman Allen, seconded by Councilman Reed and carried, that the application be laid on the table until the next meeting of the Council. The Dim -Out ordinance came up for final passage. The Ordinance was Ord. No. 517 read in full and discussed at length, particularly the rules to be promulgated 'Dim -Out' Ord. in connection therewith which were laid over for further study and to be adopted at a future meeting of the Council, whereupon Councilman Allen moved the adoption of the Dim -Out Ordinance, which was designated Ordinance No. 517, the motion being duly seconded by Councilman Isbell and the ordinance adopted by the following vote, to -wit: AYES, COUNCILMEN: Gordon, Allen, Isbell, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. Installation of City Engineer Patterson advised that the control room in the City jail control room in building was entirely inadequate for blackout operations and suggested that a Irwin Bldg. more suitable installation be made in the Irwin Building leased by the City and presented the plan and estimate of the cost of said installation. On motion of Councilman Isbell, seconded by Councilman Reed and carried, authorization was granted to proceed with same. Report on refund The City Attorney and City Clerk having been appointed as a Committee of taxes on to report and recommend on the advisAbility of refunding a portion of the taxes boats taken over assessed against boats taken over by the United States Government since the by the Govt: ' first Monday in March suggested that a refund of 50% on the certain boats contained in the list presented by Lt. Jos. K. Horton of the Coast Guard. The City Attorney advised that such action must be done by the Council sitting as a Board of Equalization, whereupon after the adjournment of the Council Sine Die, on motion by Councilman Allen, seconded by Councilman Gordon and carried, Mayor Hall convened the Council as a Board of Equalization to consider and act upon the matter of a reduction of taxes on boats taken over by the Government. Councilman Isbell moved that the recommendation of the City Attorney and the City Clerk be approved and that a reduction of 50% of the taxes be granted owners of the boats which were taken into service by the United States Government since the first Monday in March. The motion was seconded by Councilman Reed and carried. On motion of Councilman Allen, seconded by Councilman Gordon and carried, the Board of Equalization adjourned Sine Die.
