HomeMy WebLinkAbout03/03/1943 - Adjourned Regular Meeting0 0 0 0 Newport Beach, March 3, 1943- The City Council of the City of Newport Beach met in adjourned regular session at the hour of 4 o'clock p. m..on above date with Mayor Hall presiding The roll was called, the following Councilmen answering present: Allen, Kirk, Isbell, Reed, Hall. Absent; Councilmen None. Mayor Hall asked if any member of the Council, or any one in the audience wished the Minutes of the previous meeting, or any part thereof, read, no one responded and the reading of the Minutes was dispensed with. REPORTS OF SPECIAL COMMITTEES None. REPORTS OF STANDING COMiMITTEES None. COMMUNICATIONS The request of City Engineer Patterson for the employment of certain men on an hourly basis made necessary by repairs to the Balboa pier, was presented, and on motion of Councilman Allen; seconded by Councilman Reed and carried, was granted. The request of Water Superintendent Patterson for approval of certain credits made by the Water Department from April 1, 1942 to March 1, 1943, was presented, and on motion of Councilman Allen, seconded by Councilman Reed and carried, same °•:was approved. UNFINISHED BUSINESS The application of J. A. Woolley for an option to lease certain City owned property fronting on the North Channel of Newport Harbor and the State Highway, laid over from the previous meeting of March 3rd, was brought up for consideration. Whereupon City Engineer Patterson presented a detailed written report in connection with the site requested, the area of same and the valuation of the improvements thereon owned by the City, and recommended that if it was decided to execute the lease a flat rental should prevail and further that a bond In the sum of $10;000 should be posted to insure the maintenance and return of the improvements in good.:condition, also that a clause should be inserted in the lease, if granted, giving the City the right to' purchase facilities constructed by the lessee upon the termination of the lease. The Council was addressed on the subject by Lew H. Wallace and Mr. Dinsmore of the Irvine Company addressed the Council in opposition to leasing the area proposed in the application. Mayor Hall expressed the opinion that the area in question should be the last City owned property to be leased, unless war conditions made it imperative. Councilman Reed brought up the matter of deed restrictions on the proposed site. Councilman Allen voiced an objection to the opening up of more manufacturing districts thus being opposed to granting the option. After considerable discussion of the matter, ft was moved by Councilman Kirk that the application be denied. The motion was duly seconded by Councilman Allen and carried by the following roll call vote; AYES, COUNCILMEN: Allen, Kirk, Isbell, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. J. A. Woolley addressed the Council regarding an option on the City Camp Ground for which the South Coast Company's application for same is pending, offering to take the option on the same terms submitted to the South Coast Company by the Council and in case the terms were not accepted by said Company. Councilman Reed suggested that the South Coast Company be interviewed on the question as to whether they wished to accept or reject the offer, it being the consensus (f the Mayor and Council that the South Coast Company should be given 24 or 48 hours in which to accept or reject the terms of the City. Resolution No. 2721 was presented, being a resolution granting author- ity to Roscoe L. Hart to assign a certain lease with the City Of Newport Beach to Pearl C. Hartman, and on motion of Councilman Allen, seconded by Councilman Isbell, the resolution was adopted by the following vote, to -wit: AYES, COUNCILMIN: Allen, Kirk, Isbell, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. NEW BUSINESS Certain demands having been duly audited by the Finance Committee, were on motion of Councilman Reed, seconded by Councilman Isbell and carried, allowed and warrants ordered drawn for same. ADJOURNMENT In order to further consider the matter of the option to lease the City Camp Ground by the South Coast Company or to clients represented. by J. A. Woolley, 'an adjournment was taken to 4 o'clock p. m. Friday, March, 5, 1943 on motion of Councilman Allen, seconded by Councilman Kirk and carried.
