The City Council of the City of Newport Beach met in adjourned regular
session in the City Council Chambers at the City Hall at the hour of 7;1*5 p. m.
with Mayor Hall presiding.
Councilman Reed moved that Councilman Allen be named City Clerk pro
tem in the absence of City Clerk Rinehart. The motion was seconded by Council-
man Isbell and carried.
The roll was called, the following Councilmen answering present:
Allen, Isbell, Reed, Kirk, Hall, Absent Councilmen None.
' Mayor Hall asked if any member of the Council, or any one in the
audience wished the Minutes of the previous meeting of the Council, or any part
thereof read, no one responded and the reading of the Minutes was dispensed with.

REPORTS OF STANDING COMMITTEES None.

City Engineer.Patterson brought up the matter of the establishment
of a Coast Guard Fire Moat base on the City Camp Ground, and on motion of
Councilman Reed, seconded by Councilman Kirk and carried, the City Engineer
and the Fire Chief were directed to take the matter up with the Coast Guard.
The matter of agreement for the drilling for oil in the western
portion of the City was brought up, it being stated that Mr. Elliott was
not at this time ready to have the Council act on the lease. At this Juncture
Mayor Hall called a recess to discuss the oil lease.
The meeting was called back to order by Mayor Hall.
On motion of Councilman Kirk, seconded by Councilman Isbell and
carried, City Engineer Patterson was authorized to attend the convention of
the League of Municipalities at Sacramento to be held Oct. 18th to 22nd,
and was instructed to submit an account of expenses.
ADJOURNMENT
On, motion of Councilman Reed, seconded by Councilman Kirk and carried,
an adjournment was taken to 4 O'clock p. m. Monday, October 18, 1943-
