The City Council of the City of Newport Beach met in adjourned regular Petition oil drilling Ralph P. Wortman et ux City Engineer Patterson presented the-automobile insurance policy Mayor Hall asked if any member of the Council, or any one in the ' furnished by local agent C. E. Dennison on behalf of the West American Insurance Insurance audience, wished the Minutes of the Previous meeting of the Council, or any Res. Travelers Insurance Company was also presented by R. C. Parker, the premiums part thereof, reed, no one responded, and the readi g of the Minutes was on both policies being practically the same it was moved by Councilman Reed, dispensed with. Dennison be accepted. COMMUNICATIONS , M. ' The letter of H. L. Sherman advising that the Emergency Medical Coast Guard H.L. Sherman Service had acquired six blood plasma units with complete apparatus for to the Coast Guard reihtive to a location for the Coast Guard fire boat together- blood plasma administration and designating where the same will be located, was presented, and on motion of Councilman Allen, seconded by Councilman Reed and carried, the letter was ordered filed. H.W.Voss The letter of Hortense W. Voss protesting any change in the zoning zoning restrictions on Ocean Blvd. in Corona del Mar and particularly the set -back requirements on the.south side thereof, was read, and on motion of Councilman Reed, seconded by Councilman Allen and carried, same was referred to the Planning Commission. Dim -out Chief of Police Hodgkinson submitted certain rules and regulations regulations to conform with Public Proclamation No. 19 relative to dim -out restrictions, which on motion of Councilman Allen, seconded by Councilman Reed and carried, were approved. UNFINIJiED BUSINESS Petition oil drilling Ralph P. Mnskey presented a petition bearing approximately 60 names of residents and property owners requesting that thirty days elapse before taking any definite action on the proposed oil drilling contract between the City and D. W. Elliott. The petition was read, action being defered on same awaiting the arrival of City Attorney Thompson dine to legal questions involved. Res. Councilman Kirk took his place at the Council table at this juncture. Arthur V. Wortman et ux City Engineer Patterson presented the-automobile insurance policy Automobile ' furnished by local agent C. E. Dennison on behalf of the West American Insurance Insurance Company and in favor of the City of Newport Beach. A policy on behalf of the Res. Travelers Insurance Company was also presented by R. C. Parker, the premiums Edith Schweitzer on both policies being practically the same it was moved by Councilman Reed, seconded by Councilman Allen and carried, that the policy submitted by Mr. Dennison be accepted. M.M. Culver The application of M. M. Culver for a permit to construct and install pier permit a pier and float fronting on Lots 13 and 14, Block 5, Section 5, Balboa Island, was on recommendation of the City Engineer and on motion of Councilman Allen, seconded by Councilman Reed and carried, approved. H.C. Ross The application of H. C. Ross for a permit to construct and install application for a pier and float fronting on Lot 5, Block 5, Section 20 Balboa Island, was on pier permit recommendation of the City Engineer, laid on the table. City Engineer Patterson requested approval for making application Street sweeper for priority for the purchase of a street sweeper, and on motion of Councilman Allen, seconded by Councilman Kirk and carried, authority was granted. Councilman Kirk presented the report from Fire Chief Crocker in Mutual Aid connection with the Mutual Aid between Cities and County Plan, which was between Cities read by the Clerk and on motion of Councilman Kirk, seconded by Councilman • Allen and carried, same was approved subject to the approval of the City Attorney. Coast Guard Councilman Kirk presented a report from Fire Chief Crocker addressed fire boat to the Coast Guard reihtive to a location for the Coast Guard fire boat together- with the proposed locations for Civilian Defense fire fighting units. Allen Lot 7, Block 739 Corona del Mar Price $300.00- ATTES : " �11$� QR' jn'� y 1er 0 0 Mayor of�tte City of Newport beach ounc loran ouuncilman Councilman , _ ouncilman Matter of contract with D.W.Elliott for 611 drilling On motion of Councilman Allen, seconded by Councilman Reed, the resolutions were passed by the following vote, to -wit: AYES, COUNCILMEN: Allen, Kirk, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMAN: Isbell. On motion of Councilman Reed, seconded by Councilman Allen and carried, R ten minute recess was taken awaiting the arrival of the City Attorney before taking up the matter of the oil contract between the City and D. W. Elliott. The Council came to order at 4:45 p. m., whereupon Councilman Allen moved that the thirty days requested by Ralph P. Maskey -et al to study the proposed oil contract, be granted, the motion dying for the lack of a second. Councilman Kirk suggested that at the next meeting of the Council on November ' 1st should be sufficient time to go over the contract. D. Tai. Elliott addressed the Council, stating thet competent attorneys had prepared the contract on behalf of the City and himself and since the question had been pending for some time there had been ample time for anyone to have familiarized themselves with the contract. Ralph Maskey again addressed the Council, stating that the Council had agreed to notify him when the matter came up but had failed to do so. Councilman Kirk suggested that a delay to November 1st be granted at which time a further delay could be considered if advisable, whereupon Councilman Reed moved that the contract be laid over to November 1st, the ' motion was seconded by Councilman Kirk and passed by the following vote, to -wit: AYES, COUNCILMEN: Kirk, Reed, Hall. NOES, COUNCILMAN: Allen. ABSENT, COUNCILMAN: Isbell. James Macklin addressed the Council with a question as to whether • the City had authority to grant permission for whipstock drilling for oil under privately owned the property, the City Attorney, who arrived at this time, advised that the City had no such right and permission for such drilling must be obtained from the owners of said property. ADJOURNMENT On motion of Councilman Allen, seconded by Councilman Kirk and carried, an adjournment was taken Sine Die.
