The City Council of the City of Newport Beach met in adjourned regular session in the City Council Chambers at the City Hall at the hour of 4 o'clock p. m. on above date with Mayor Hall presiding. The roll was called, the following Councilmen answering present: Allen, Kirk, Isbell, Reed, Hall. Absent, Councilmen, None. The Mayor asked if any of the Councilmen or anyone in the audience wished the Minutes, or any part thereof, of the previous meeting, read, no one responded and the reading of the minutes was dispensed with. REPORTS OF SPECIAL COMMITTEES None. REPORTS OF STANDING COMMITTEES None. C014MUNICATIONS The application of Cecil James Oliver for a license to operate a fresh fruit juice and health food stand at 915 Coast Highway was on motion of Council- man Allen, seconded by Councilman Isbell granted, same having been approved by the Health Officer. The letter of W. K. Hillyard, President of the Boy Scouts of Orange County in reference to B. F. Moler the local Sea Scout-Port Captain was presented and read and on motion of Councilman Allen, seconded by Councilman Reed and carried, same was-ordered filed. UNFINISHED BUSINESS The resignation of August Clark as City Electrician, laid over from a previous meeting was brought up for consideration and on recommendation of City Engineer Patterson the resignation was accepted on motion of Councilman Reed, seconded by Councilman Isbell and carried. On recommendation of the City Engineer, Carl Woodmansee was appointed to succeed August Clark as City Electrician at a salary equal to that paid Mr. Clark, the appointment was confirmed on motion of Councilman Isbell, seconded by Councilman Allen and carried. City Engineer Patterson brought up the matter of the application of C. R. Hoyt for a franchise to operate a ferry service around Newport Bay, same having been laid over from a previous meeting and inasmuch as the applicant had failed to follow up the matter, it was moved by Councilman Allen, seconded by Councilman Isbell and carried, that the application be Laid on the Table. City Engineer Patterson presented a letter from the Office of Price Administration relative to the removal of tenants from the City Grounddue to it having been leased for defense operations, the letter was read and on motion of Councilman Isbell seconded by Councilman Kirk and carried, same was ordered filed. The application of H. C. Ross for a permit to install a pier on Balboa Island, laid over from a previous meeting, was on motion of Councilman Allen, seconded by Councilman Isbell and carried, Laid on the Table for further investigation. NEW BUSINESS Councilman Allen moved the adoption of a resolution, being a resolution authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach the following quitclaim deeds to the following people and covering the following described property. Councilman Kirk moved the adopted of a resolution, being a resolution Res. 3014• appointing the City Clerk as Deputy License Collector at a salary of $50.00 per appointment month, effective as of this date April 18, 1944. The motion for adoption was City Clerk as duly seconded by Councilman Allen, the resolution designated Resolution No. 3014, Deputy License and was passed by the following roll call vote, to -wit: Collector AYES, COUNCILMEN: Allen, Kirk, Isbell, Reed, Hall. ' NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. Res. 3015 The City Attorney presented a Deed on Foreclosure from George H. Tobias, Deed on. Commissioner covering Lot 3, Block 52, Ocean Front Tract, whereupon Councilman Foreclosure Allen moved the adoption of resolution No. 3015 accepting said deed; the motion G. H. Tobias for adoption was duly seconded by Councilman Isbell and the resolution passed by the following vote, to -wit: AYES, COUNCILMEN: Allen, Kirk, Isbell, Reed, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. Res. 3016 City Attorney Thompson presented a Deed on Foreclosure from George H. Deed on Tobias, covering Lot 4, Block 52, Ocean Front Tract, whereupon Councilman Allen Foreclosure moved the adoption of resolution No. 3016 accepting said deed; the motion was G. H. City Engineer Patterson presented a request from,the South Coast Co. Lease of City for a lease on City docks 3, 4 and 5, on the North Channel of the Bay. Rinehart, having been duly elected to the offices of City Councilmen, City Treasurer and City Clerk respectively, took and subscribed to the Constitutional Oath of Office, signed the certificates of election, whereupon it was moved by Councilman Stanley, seconded by Councilman Reed and carried, "that Councilman Isbell be appointed Mayor pro tem. ' On motion of Councilman Reed, seconded by Councilman Stanley and carried, Clyan H. Hall was named as Mayor for the ensuing term by the•unShimous: vote of-the Council. At this juncture Mayor Hall appointed the following committees for the ensuing term: ' FINANCE: Councilman Reed, Chairman and Councilman Isbell. POLICE: Councilman Isbell, Chairman and Councilman Stanley. STREET: Councilman Stanley, Chairman and Councilman Allen. FIRE, WATER, LIGHT AND SEWER: Councilman Allen, Chairman and Councilman Reed. A letter from William A. Kirk expressing his pleasure in having served W. A. Kirk the City as Councilman was presented and read, and on motion of Councilman Isbell, letter to seconded by Councilman Reed and carried, the letter was ordered filed. Council The bond of J. A. Gant as City Treasurer having been approved by the City Attorney was on motion of Councilman Allen, seconded by Councilman Reed J. A. Gant accepted and ordered filed with the Clerk.
