The matter of appointments of successors to R. L. Patterson, resigned, from the water and Street Departments was brought up. Councilmen Reed suggesting that J. B. Webb be appointed upt. of public utilities, the outside men to continue as at present. After considerable discussion of the matter, it was moved by Councilman Reed that J. B. Webb take over the additional duties of Street Superintendent together City successful in law suit - People vs 11fuKee J. B. Webb appointed Supt, of public utility Successor to R. L. Patterson. July 23, 1945 The City Council of the City of Newport Beach met in adjourned regular session in the City Council Chambers at the City Hall at the hour of 4 o'clock p.m, on above date with Mayor Hall presiding. The roll was called, the following Councilmen answering present: Allen, Isbell, Reed, Hall, Stanley. Roll Call The Mayor asked if any of the Counnilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof, read; no one responded and the reading of the minutes was dispensed with. REPORTS OF SPECIAL COMMITTEES: None REPORTS OF STANDING COMMITTEES: None COMMUNICATIONS: The application of J. M. Powell for a license to run a Taxi Application of J. M. Service from 609 East Central Avenue, was on motion of Councilman Powell referred to Isbell, seconded by Councilman Allen and carried, referred to the Chief Chief of Police of Police for report. The letter of the Orange County Harbor Commission outlining Letter of Orange County certain suggestions and recommendations was read and on motion of Harbor Commission Councilman Allen, seconded by Councilman Isbell and carried, was ordered ordered filed filed for future reference. The application of John F. Vogel for the rezoning of certain Application of John F. property in the vicinity of 1400 Ocean Boulevard, Corona del Mar Vogel for rezoning from an R -3 to C -1 classification in order to permit the construction certain property in of a modern hotel, was on motion of Councilman Isbell, seconded by Corona del Mar, referre, Councilman Allen and carried, referred to the Planning Commission. to the Planning Comm. The request of J. F. Lockwood for the removal of a tree alleged to be blocking the entrance to a garage at 217 Dahlia, Corona Request of J. F. The request of Chief of Police Hodgkinson for the appointment of George Lewis Lngland as Dog Catcher and Sanitary Inspector to replace Appointment of George R. F. Barrett, resigned, at a salary of $115.00 per month effective Lewis England as Dog July 23, 1945 was on motion of Councilman sbell, seconded by Council- Catcher, approved. man Allen, carried by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Reed, Hall, Stanley NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None UNFINISHED BUSINESS The Agreement between the City of Newport Beach and Ralph Agreement between NBC C. Flewelling, Architect was presented and on motion of Councilman and Ralph Flewelling ' Allen, seconded by Councilman Isbell and carried, referred to the City Attorney for checking. The request of Chief of Police Hodgkinson for the appointment Appointment of George of George M. Holstein, Jr., as a special officer, was on motion of M. Holstein, Jr. as Councilman Isbell, seconded by Councilman Allen and carried, special officer, con - confirmed.. firmed The request of the U. S. Coast Guard for a renewal of the lease on the N. Street pier was presented; and on motion of Councilman Renewal of lease on the Isbell, seconded by Councilman Stanley, the Mayor and City Clerk were N. Street pier of U. S. authorized to execute same on behalf of the City of Newport Beach by Coast Guard the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Hall, Stanley, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The letter from an Irsurance Company in reference to damage Letter from Ins. Co. alleged to have been done by a City truck, the identity of the truck re: damage done by a being requested, was on motion of Councilman Isbell, seconded by Council- City truck man Stanley and carried, referred to the proper department. NEW BUSINESS Councilman Allen moved the adoption of a resolution, being Minute Resolution a resolution authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach, the following quitclaim deed to the Quitclaim deed on tax redeemed property following party and covering the following described property: Ellen C. Quinn Lot 1, Block 234, Lake Tract City of Newport Beach, Calif. The motion was duly seconded by Councilman Stanley and carried by_the following roll call vote, to wit: AYES, COUPCILMEN: Stanley, Isbell, Reed, Hall NOES, COUNCILMEN: Allen ABSENT, COUNCILMEN: None Recommendation of Mr. Councilman Reed moved that Mr. Patterson's recommendation Patterson to act as for the employment of an adminstrative man for the Water Department purchasing agent. and to act as purchasing agent at a salary not to exceed $300.00 Motion. lost. per month. The motion was lost due to the lack of a second. Councilman Stanley moved that the services of R. L. Patterson R. L. Atkinson on Commission due to the resignation the Civil Service Comm. appoint Colonel Thomas P. Atkinson succeed Mr. Fenelon. On motion of Councilman Isbell and carried, the ADJOURNMENT vacancy on the Civil Service of Eugene Fenelon and proceeded to as a member of the Commission to Councilman Allen, seconded by appointment was confirmed.
