Roll Call The roll was called, the following Councilmen answering present: Allen, Isbell, Reed, Hall, Stanley. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof, read. no one responded and the reading of the minutes was dispensed with. REPORTS OF HEADS OF DEPARTMENTS The report of the City Treasurer was read, and on motion of Councilman Allen, seconded by Councilman Isbell, and carried, the report was ordered filed. The reading of the reports of other departmental heads was deispensed with and all the reports ordered filed. Councilman Stanley offered an amendment to the motion that there be a time limit or 90 days and if the question not settled by the Planning Commission by that time permittees could complete their piers. The motion was carried by the following roll call vote, to wit: AFES$ COUNCILMEN: Allen, Isbell, Reed, Hall, Stanley NOES, C OUNCILMEN: None ABSENT, COUNCILMEN: None The letter of Harbor Master Craig pertaining to boat moorings Letter of Harbor Master and suggesting that certain regulations relating thereto be adopted by Craig pertaining to boat ordinance whereupon Councilman Stanley moved that the matter be referred moorings. to the City Attorney with instructions to prepare the necessary ordinance as outlined in the Harbor Master's letter. The motion was seconded by Councilman Reed and carried. Property owners on Newport Island presented a petition requesting Property owners on Npt. the Council to take steps to prohibit the operation and mooring of Island presen ted petition fishing boats, as a business from that area. A counter petition was also to prohibit fishing boats presented by property owners in that section on the subject stating that from operating or mooring they had no objection to commercial or pleasure boats being moored in in that area. that area providing that same are moored at their own docks and do not encroach upon adjoining property. A letter from Ralph Maskey was also presented on the subject in which was outlined several suggestions with a view of settling the controversy amicably. Councilman Reed suggested and moved that the Mayor appoint q committee consisting of two Council- men and the Harbor Master to investigate and report on the matter. The motion was seconded by Councilman Isbell and carried. The Council was addressed by a representative of the commercial fishing boats and the Harbor Master. Newport Heights referred to Planning Comm- ission. 0 n �J 7 L.J' 0 0 9 The letter of the Dual Parking Meter Company advising that a minimum of 251 parking meters would be required by the City of Newport Beach for the initial installation of parking meters in accordance with the survey made, was presented and read whereupon Councilman Allen moved the adoption of a resolution, being a resolution authorizing an increase in the purchase of Dual Parking Meters to 251 inclusive. The motion was duly seconded by Councilman Isbell and the Resolution adopted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Reed, Isbell, Hall, Stanley NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None 321 Letter of Geo. Seba requesting persmissic to proceed with pier. Permit issued in 194 now is expired. Letter of Kenneth E. Wilson requesting lease on City owned property. Letter of Lido Isle Community Assn. re corner of LaFayette and via Lido to be improved for City Pa_ Referred to City Engineer Letter of Lido Isle Community Assn. complaining of noise of "Show Boat" Action being taken. The letter of Kenneth E, Wilson requesting a lease on City moorings. Letter owned property in Tract 919 on behalf of Thomas Hamilton was read, and other unsecured personal property in the City limits be made by the Council being addressed by Mr. Wilson and a representative of Mr. Hamilton on the matter. On motion of Councilman Allen, seconded Coast Guar-d fire boat by Councilman Reed and carried, the letter and petition were ordered for assistance in the matter and to send copies of the communication filed. Councilman Stanley seconded the motion but later withdrew same, whereupon Councilman Allen moved that Councilman Reed contact the property owners in connection with the matter, the motion was seconded by Councilman Isbell and carried. The motion for adoption was duly seconded by Councilman Allen and the resolution passed by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Reed, Hall, Stanley NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The application of Elwell Averbeck for a permit to install a pier and float fronting on Lot 12, Block 1, Tract 626, having been approved by the City Engineer, was on motion of Councilman Allen, seconded by Council- man Isbell and carried, granted.
