HomeMy WebLinkAbout06-24-1946 - Special Meetingi m June 24, 1946 SPECIAL MEETING The City Council of the City of Newport Beach met in Special Session on above date. The roll was called, the following Councilmen answering present: Allen, Siler, Isbell, Robertson. Absent, Councilman: Reed. On motion of Councilman Allen, seconded by Councilman Siler and carried, Councilman Isbell was named as Mayor pro tem. Mayor Reed arrived later in the meeting. The Call for the Special Meeting was read by the Clerk and on motion of Councilman Allen, seconded by Councilman Robertson and carried, the Call was ordered filed. The purposes for which the Special Meeting was called being as follows: 1. The final approval of the Balboa Coves Tract plan. 2. To consider ways and means of controlling and regulating the carrying of passengers to and from gambling boats. 3. To act upon any routine matters that may rightfully come before the Council, including action on certain applications for City licenses. Approval of Tract Map The Tract Map of Balboa Coves was presented, having been of Balboa Coves. duly approved by the Planning Commission it was moved by Councilman Allen, seconded by Councilman Siler that the map be approved and the City Clerk and City Treasurer by authorized to sign same. The motion was carried by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None Notice regarding the embarkation from piers to Gambling ships. Notice to be published In both papers. Apkn. of Dorothea Plan for Hot -Dog stand, approved. Apkn. of Paul Lorentzen to operate 'Roll-A -Ball' game, approved. Apkn. of Paul Lorentzen for license to operate 'X -Ray' ball game, granted Apkn. of Paul Lorentzen for license to operate 'Pitch Game', granted. Apkn. of J. M. Bila to run Hot Dog stand, granted. Apkn. of Ann Benton for license to vend peanuts, granted. Apkn. of J. W. West for license for cafe, granted, subject to approval of Health Officer. City Attorney Thompson presented and read a prepared Notice, being NOTICE TO ALL PERSONS, FIRMS, AND CORPORATIONS MAINTAINING OR OPERATING PIERS, WHARVES, SLIPS AND OTHER STRUCTURES IN THE WATERS OF NEWPORT HARBOR WITHIN THE CORPORATE LIMITS OF THE CITY OF NEWPORT BEACH, AND TO ALL LESSEES AND OPERATORS OF PASSZNGER- CARRYING VESSELS IN THE CITY OF NEWPORT BEACH, AND DECLARING IT TO BE UNLAWFUL TO USE SAID PIERS, WHARVES OR SLIPS FOR THE PURPOSE OF CARRYING PASSENGERS TO AND FROM SAME TO GAMBLING SHIPS OPERATING IN THE 1r1ATERS OF THE PACIFIC OCEAN, AND ADVISING THAT PERMITS FOR SUCH PIE'RS,, WHARVES OR SLIPS WOULD BE REVOKED FOR VIOLATION OF THE NOTICE SERVED ON OPERATORS OF SAME. On motion of Councilman Allen, seconded by Councilman Siler and carried, the above was approved. On motion of Councilman Robertson, seconded by Councilman Allen and carried, the Notice relating to the carrying of passengers to and from gambling ships was ordered published in both local papers the Chief of Police directed to notify all operators of commercial piers by serving said notice on them and to furnish an affidavit of said service. The application of Dorothea Plan to run a Hot Dog Stand and Spanish food at 306 Adams St., was on motion of Councilman Allen seconded by Councilman Siler and carried, granted, subject to the approval of the Health Officer. The application of Paul Lorentzen to operate a 'Roll -A -Ball' game at 401 Main Street, Balboa was presented, much discussion ensuing as to the location not being properly stated in the application and the use of City property for customers of the game. On being advised that the applicant was owner of the property in question it was moved by Councilman Allen, seconded by Councilman Robertson and carried, that the application "ce granted. The application of Paul Lorentzen for a license to operate an 'X -Ray' ball game at 401 Main Street, Balboa was on motion of Councilman Allen, seconded by Councilman Robertson and carried, granted. The application of Paul Lorentzen for a license to operate a 'Pitch Game' at 709 Edgewater Place was on motion of Councilman Allen, seconded by Councilman Robertson and carried, granted. The application of J. M. Bila to run a Hot Dog and Hamburger stand at 1010 Shore Ave., having been approved by the Health Officer, was on motion of Councilman Allen, seconded by Councilman Robertson and carried, granted. The application of Mrs. Ann Benton for a license to vend peanuts and 'Frostys' at 900 Shore Ave., Corona del Mar, having been approved by the Health Officer, was on motion of Councilman Allen seconded by Councilman Robertson and carried, granted. The application of John W. West for a license to conduct a cafe at 517 - 30th Street, having been approved by the Health Officer, was on motion of Councilman Allen, seconded by Councilman Robertson, granted.
