October 14, 1947 The uizy Council of the City of Newport Beach met in regular session in the City Council Chambers at the City Hall at the hour of 4 o'clock p.m. on above date with Mayor Reed presiding. The roll was called, the following Councilmen answering present: Allen, Robertson, Reed. Absent, Siler, Isbell. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof, read; no one responded and the reading of the minutes was dispensed with. REPORTS OF HEADS OF DEPARTMENTS On motion of Councilman Allen, seconded by Councilman Robertson and carried, the report of the City Treasurer was read and ordered filed. The readin of the reports of other departmental heads was dispensed with and all the reports ordered filed. REPORTS OF SPECIAL COMMITTEES: None REPORTS OF STANDING COMMITTEES: None COMMY NICATIONS The application of Wilhite and Austin for a license to operate a Taxi Service at 1501 West Central Avenue, having been approved by the Chief of Police, was on motion of Council- man Allen, seconded by.Councilman Robertson and carried, granted. The application of Shell Oil Company, Inc., for a permit to install underground storage for the handling of petroleum products at the Northwest corner of State H1 hway and San Ber- nardino Avenue, having been approved by the ire Chief was on motion of Councilman Allen, seconded by Councilman kobertson and carried, granted. The request of R. Wayne Wilhite and C. P. Austin for permission to establish Taxi Stands at'21st Place and McFadden Place, Newport and at Marine Avenue off Park Avenue, Balboa. Island was presented to the Council whereupon Chief of Police Hodgkinson spoke in opposition to the Newport location but In approval of the Balboa Island location on a temporary basis. Councilman Allen voiced his objection to the granting of the Island location but.on motion of Councilman Robertson, seconded by Mayor Reed that the permit be granted on a temporary basis only, the permit was granted. Councilman Allen voting No on the question. The complaint of Edward F. Mansfidd, Manager of The Lido Isle Community Association regarding the condition of the beaches around the Island was on motion of Councilman Allen, seconded by Councilman Robertson and carried, referred to City Administrator Sailors. The letter of Sandy F. NKay regarding the insurance carried on the new City Hall was on motion of Councilman Allen, seconded by Councilman Robertson and carried, referred to City Administrator Sailors. The inquiry of Attorney Oswald concerning a Demand made upon the City for the transfer of Funds to a certain bond series was on advice of City Attorney Thompson ordered to be notified that the Demand had been denied on motion of Councilman Allen, seconded by Councilman Robertson and carried. The communication of Warden Duffy of San Quentin prison advising that it would be impossible to furnish certain furniture required for the new City Hall was on motion of Councilman Allen, seconded by Councilman Robertson and carried, ordered filed. The resignation of Rex Albright as a member of the Police Department effective this date, was on motion of Council- man Allen, seconded by Councilman Robertson and carried, accepted with regret. The recommendation of City Administrator Sailors for the appointment of a committee to study and recommend a solution to the mooring problem in the Commercial mooring area between 15th Street and the Rhine was preented, whereupon Mayor Reed appointed the following as the committee: Walter Longmoor, Bert Mills and Ken Wilson. On motion of Councilman Allen, seconded by Councilman Robertson and carried, the appointments were confirmed. The letter of City Administrator Sailors advising that the committee to which it was referred recommended the approval of the request of the Lido Isle Yacht Club for�ermission to stage Inboard Power Boat races in the North Lido Channel on Sunday, November 2, 1947 On motion of Councilman Robertson, seconded by Councilman Allen and carried, the request of the Lido Isle Yacht lub was granted. The request of Street Superintendent Covert for the Employment in Street Dept. employment of Martin Terwilliger in the Street Department at the rate of .88¢ per hour, effective September 11, 1947 was on motion of Councilman Allen, seconded by Councilman Robertson and carried, granted. The request of Street Superintendent Covert to urchase Purchase of new Fordson a Fordson Tractor with Ferguson attachments at a cost of 41800.00 Allen, tractor in Street Dept., same having been budgeted for, was on motion of Councilman granted. seconded by Councilman Robertson granted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Robertson; Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: Siler, Isbell The request of Street Superintendent Covert for the Employment in Street Dept. employment of Tyndall Burg as as Custodian in the Street :163.00 Department at the rate of per month to replace Harry Campbell, retired, was on motion of Councilman Allen, seconded by Councilman Robertson approved by the following vote, to wit: AYES,, COUNCILMEN: Allen, Robertson, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: Siler, Isbell The request of Street Superintendent Covert for the Promotion of D.C. King promotion of Denver C. King from Truck Driver tp Equipment in Street Dept Operator at the rate of 4179.00 per month from 4171.00 per month. On motion of Councilman Allen,.seconded by Councilman Robertson the request was granted by the following vote, to wit: AYES, COUNCILMEN: Allen, Robertson, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: Siler, Isbell The appointment of Leon Francis Guinard as patrolman Appointment of Leon F. for the Beach City Merchant Patrol was confirmed on motion of Guinard as Patrolman Councilman Allen, seconded by Councilman Robertson and carried. confirmed. a UNFINISHED BUSINESS `1ty Attorney Thompson advised that this being the Hearing in connection time set for the hearing in connection with the acquisition of w th the acquisition of certain property in Corona del Mar known as 'China Cove,' ° hina Cove' continued. that due to the injunction suit having been filed against holding the hearing, it would be necessary to postpone the date of hearing to November 24, 1947, or until the injunction suit has been disposed of. On motion of Councilman Robertson, seconded by Councilman Allen, the hearing on the above matter was continued to November 24, 1947 by the following vote, to wit: AYES, COUNCILMEN: Allen, Robertson, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: Siler, Isbell NEW BUSINESS This being the date set for opening bids for the Bids for construction of construction of curbs and gutters on state Highway 101, alternate. curbs on State Hwy 3.01 the `lerk advised that three bids had been submitted being those referred to City Engineer. of Charles Fipps, Cox Brothers and Walter J. Markel;, which were opened and read and on motion of Councilman Allen, seconded by Councilman Robertson and carried, were referred to the City Engineer for checking and report. Phelps construct a pier fronting on Lot 33, Tract 884, having been approved for permit to construct by the Harbor Committee, was on motion of Councilman Allen, seconded pier, granted. by Councilman Robertson and carried, granted. The application of E. T. Wall for a permit to build Apkn. of E.T. Wall for a bulkhead along the bulkhead line in front of Lots 5 and 6, permit to build bulkhead, Block 2, Tract 626 was presented and after some discussion of the referred to Harbor Comm. same and on advice of the City Attorney it'was moved by Councilman Robertson, seconded by Councilman Allen and carried., that the application be referred to the Harbor Committee for further Investigation. The application of John Parker for a permit to install Apkn. of John Parker for two anchor piles o an existing pier at Lot 16, Harbor Island, permit to install piling, having been approved by the Harbor Committee, was on motion of granted. Councilman Allen, seconded by Councilman Robertson and carried, granted. The application of Carolyn J. Schoenfeld for a permit Apkn. C.J. Audit of monthly Demands The application of Paul Lorentzen for a permit to construct a pier and float fronting on Lot 1, Block I, Balboa Eastside Addition having been approved by the Harbor Committee, was on motion of Councilman Robertson, seconded by Councilman Allen and carried, granted subject to no commercial boats being tied up on the east, or residential side of the pier.
