The following comments on items on the Newport Beach City Council agenda are submitted by:

Item 1. Minutes for the April 9, 2019 and April 23, 2019 City Council
Meetings
The following corrections indicated in strikeout underline format to the passages shown below
in italics are suggested. The page numbers refer to Volume 64.
Page 74, Item SS5, paragraph 2: "Mayor Dixon introduced Leticia Clark, District Director,
Public Affairs and Government Relations, South Orange County Community College
District, who accepted the proclamation on behalf of her organization." [Without identifying a
particular community college district, it is impossible to know which of the several organizations
she accepted the proclamation for. Ms. Clark is evidently an employee of the South OC College
District, as well as a Tustin City Council member.]
Page 75, just before Item IV: "City Attorney Harp reported the City Council would adjourn to
Closed Session to discuss the items listed in the Closed Session agenda and read the titles." [I
believe there may have been some Council recusals on Item IV.B, but the video cuts off
when the Mayor announces the Council is adjourned to closed session, even though the
City Attorney appears to continue to speak. If there were recusals, I think it is important
that they be included in the minutes (as well as restored to the video).]
Page 79, paragraph 4 from end: "dip Philli Greer reviewed election reform history in the
County and recommended changing the makeup of the committee." [ref: Cal. Bar #96438]
Page 82, two votes recorded in top half of page: For consistency with page 93, since Council
member Muldoon was recused from both of these, the vote should be reported as "The motion
unanimously carried 6-0." — although the word "unanimously" seems unnecessary in that case,
and for the life of me I don't know why the minutes persist in saying "The motion unanimously
carried" when no literate speaker of English would say "The motion 7-0 carried." The adverb
"unanimously" belongs after the verb "carried," not before it.
Page 86, Item SS6: "Nancy Orazf Arrache expressed concerns with the number of short term
lodging on the Peninsula and Balboa Island, and noted that parking issues are also due to other
sources, not just contractors." [unless there is a speaker card to the contrary, this name and the
next appear misspelled]
Page 86, Item SS6: "Jeff Stsleren Sto/row discussed parking impacts and safety concerns due
to construction on Lido Isle." [also under Item III on page 871
Page 88, Item X111: "Jim Mosher expressed concern that the ordinance does not allow for an
appeal process relative to the ring hearing officer decision (Item 3) ..."

Item 3. Confirmation of Citizen Appointments and Increase in the
Number of Council Member Representatives to the Homeless Task
Force
I was impressed by the number of applications received for appointment to this committee in a
very short time.
That said, I am not convinced the practice of having the Mayor make citizen appointments
subject to confirmation by the full Council is a particularly good one.
I also notice a slightly disturbing level of in -breeding among the selections offered, with several
giving each other as references. And while I appreciate the prior service of each, I have to
wonder if some might want to serve on the committee to promote their own causes and
organizations.
