HomeMy WebLinkAbout04/10/1950 - Regular Meetingr April 10, 1950 The City Council of the City of Newport Beach met in regular session in the council chambers of the City Hall at the hour_of 7 :30 P.M. The roll was called, the following councilmen answering present: Greeley, Robertson, Isbell, Blue, Drake. The Mayor asked if any of the councilmen or anyone in the audience wished the minutes of try previous meeting or any part thereof read. No one responded, and the reading of the minutes was waived. The regular monthly demands, having been approved by the finance committee and signed by the Mayor and City Clerk, were ordered paid on mo- tion of Councilman Greeley, seconded by Councilman Robertson and carried by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None On motion of Councilman Blue, seconded by Councilman Isbell and carried, the regular order of business was waived in order to permit the opening of bids for the furnishing and installing of a water pipeline from Newport Blvd. to the Reservoir., received from the following concerns: R. E. Watteon- &.Company Cannell I Losch J. S. Young Pipeline Contractors J. S. Barrett Co. Macco Corporation A.B.C. Construction Co. H. B. Nicholson A. H. Famularo Co. Pacific Pipeline Construction Co. Samuel S. Pearce Garrison Construction Co. On motion of Councilman Isbell, seconded by Councilman Blue, the bids were referred to the City Engineer for study and report. On motion of Councilman Isbell, seconded by Councilman Blue and carried, the regular order of business was resumed. COMMUNICATIONS. 3 5,1 Bids for water pipeline Npt.Blvd. to Reservoir A letter from Joe Muniz, requesting a lease on five acres of land on the northwest corner of Victoria and Bushard Streets for the purpose of Muniz request for raising barley, was read. On motion of Councilman Isbell, seconded by Coun- lease to raise cilman Robertson, the City Manager was instructed to prepare a lease and barley present it at the next meeting. A letter from J. C. Clark stating that he had subleased his State Park Concession Lease at 1010 Shore Ave., Corona del Mar, April 1st to October 1st 1950, to Carl G. and Ruth L. Becker, was approved on motion Sublease of CDM of Councilman Blue, seconded by Councilman Greeley and carried by the concession lease, following roll -call vote: Clark to Becker, AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake granted NOES, COUNCILMEN: None ABSENT COUNCILMEN: None A letter from the State Compensation Insurance Fund inclosing Refund check from a check in the amount of $2,8+7.83 was read and, on motion of Councilman State Comp.Ins.Fund Isbell, seconded by Councilman Greeley and carried, the check was accept- ed and the letter ordered filed. A letter from the Master Electricians of Orange County request- ed an opportunity to confer with city officials for the proposed revision of the City's electrical code. On motion of Councilman Isbell, seconded by Councilman Robertson and carried, the City Manager was instructed to arrange a meeting of the Orange County representatives with the City El- ectrical Committee. The City Engineer stated that the Newport Dredging Company had completed the installation of the bulkhead along the Rhine and recommended its acceptance. On motion of Councilman Isbell, seconded by Councilman Rhine bulkhead Blue, the work was accepted and the letter ordered filed. work accepted A letter from Andrew V. Hohn, explaining the conditions of his recent bid for garbage disposal was read, and on motion of Councilman Isbell, seconded by Councilman Greeley and carried, the letter was or- dered filed. A letter from Jennie 1. Allen protesting the proposed Access Road on the Corona del Mar bluff was read, and on motion of Councilman Blue, seconded by Councilman Greeley and carried, was ordered filed. A letter from the West Newport Improvement Association request- ing that the Council underwrite $2,000 so that dredging might be started on the West Newport Channel, accompanied by checks and currency in the West Npt.Imp.Assn. amount of $760.00 toward the taxpayers' pledge of .01,000.00 was presented. Letter '& $76o.00 The Orange County Harbor Commission has requested authorization to ask for dredging War Department approval for this projects in accordance with plans and presented. specifications prepared by the Harbor Engineer. On motion of Councilman 352 Isbell, seconded by Councilman Greeley, the request was granted by the following roll -call vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None The application of Carl G. and Ruth L. Becker to conduct a concession at 1010 Shore Ave., Corona del Mar, subject to approval of the Health Department, was granted on motion of Councilman Robertson, seconded by Councilman Greeley and carried. The application of Helen G. Hoffinger to operate the 19th Street Cafe, 221 19th Street, having been approved by the Health Department was granted on motion of Councilman Robertson, seconded by Councilman Blue and carried. UNFINISHED BUSINESS. Ordinance No. 618, being AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY CONTIGUOUS TO THE CITY OF ORD. #618 NEWPORT BEACH LYING EASTERLY OF THE FIRST ADDITION Annex Presby. TO NEWPORT HEIGHTS AND KNOWN AS THE PRESBYTERIAN Church Site CHURCH SITE was presented for second reading and adoption. On motion of Councilman Robertson, seconded by Councilman Greeley, the reading of the ordinance was waived. Councilman Robertson and carried, the letter was ordered filed. Councilman Isbell moved the adoption of a minute resolution au- thorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach the following quitclaim deed to the following person and covering the following described property: F.J.Horvath Francis J. On motion of Councilman Blue, seconded by Councilman Greeley,and carried reading of the ordinance was waived. On motion of Councilman Robertson, seconded by Councilman Greeley, reading of Ordinance No. 621 was waived. B. C. Construction Com- pany was the low bidder on furnishing and installing pipe for the pipeline to be installed from Newport Boulevard to the Reservoir, the bid being Resolution #3796 the No. 3 "C1O Alternate bid of $21,420.00. On motion of Councilman Blue, Accepting bid of seconded by Councilman Greeley, the bid was accepted and the Mayor and A.B.C. Const. Co. Spring St., Los Angeles, spoke from the floor and presented a petition from 170 property owners and business people Petition against protesting the proposed parking lot in Newport Beach on Ocean Front near Newport Bch. pkg. the pier. On motion of Councilman Isbell, seconded by Councilman Robertson lot. and carried, the petition was referred to the City Manager "for study and report. i Theo McElroy spoke from the floor stating that none of the competing business men in the Balboa District had any knowledge of the proposed granting of a food concession on the Balboa Pier before it was given to Mr. Gibson, and protesting the granting of the concession on the grounds that it would take away from established businesses, and that truck traffic to and from the concession would endanger the pier. On motion of Councilman Robertson, seconded by Councilman Greeley and carried, the. matter was referred to the City Manager for further in- vestigation and report. Special Legal Counsel stated that this was the time and place set by notice of sale of the City buildings at the City Yard. No protests having been received to the sale of these buildings, Mayor Drake announced that the hearing was closed. On motion of Councilman Blue, seconded by Councilman Isbell, the City Manager was authorized to call for bids for the sale of said buildings, said bids to be opened on the evening of April 24th, by the following roll call vote: AYES, COUNCILMEN: Greeley, Robertson, Isbell, Blue, Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None On motion of Councilman Blue, seconded by Councilman Isbell, the meeting was adjourned to April 18th at 7:30 o °clock P.M.
