The City Council of the City of Newport Beach met in regular session in the council chambers of the City Hall at the hour of 7:30 P.M. The roll was called, the following councilmen answering pre- sent: Finch, Blue, Greeley. Mayor Isbell being absent, Councilman Finch was appointed Mayor Pro Tem on motion of Councilman_ Blue., seconded by Councilman Greeley and carried. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting or any part thereof read. No one responded, and the reading of the minutes was waived on motion of Councilman Greeley, seconded by Councilman Blue and carried. The regular monthly demands, having been approved by the Finance Committee and signed by the Mayor and City Clerk, were ordered paid on motion of Councilman Greeley, seconded by Councilman Blue and the following roll -call vote: AYES, COUNCILMEN: Finch, Blue, Greeley NOES, COUNCILMEN: None ABSENT COUNCILMEN: Isbell, Drake The monthly report of receipts and disbursements was pre- sented, and on motion of Councilman Blue, seconded by Councilman Greeley and carried, was approved and ordered filed. COMMUNICATIONS: The request of the City Manager for approval of Water Depart- ment credits totaling $1122.50, being uncollectible accounts from March 1, Delinquent 1949 to September 1, 1950, and asking permission to turn these delinquent Water Accounts accounts over to the Newport Beach Credit Bureau for collection, was granted on motion of Councilman Blue, seconded by Councilman Greeley and the following roll call vote: AYES, COUNCILMEN: Finch, Blue, Greeley NOES, COUNCILMEN: None ABSENT COUNCILMEN: Isbell, Drake A petition signed by eight property owners in Corona del Mar for improvement in the present garbage and trash collection in the 400 block on Iris and Heliotrope, stating that residents are required to.carry Petition all their trash and garbage to the end of the alley for collection, was read. Garbage & Trash, On motion of Councilman Greeley, seconded by Councilman Blue and carried, CDM the letter was referred to the City Manager with a request that he correct the situation. LICENSE APPLICATIONS. The application of Paula E. Afflerbaugh to operate Merle's Drive In at Mac Arthur Blvd. and Coast Highway was approved, subject to Health Department approval, on motion of Councilman Greeley, seconded by Merle's Drive In. Councilman Blue and carried. Appl. granted. The application of Jack Cablin for a Veteran's exempt license to collect junk from places of business in the City of Newport Beach was Jack Ca.blin referred to the City Manager for investigation on motion of Councilman Anpl. ref. to CM Blue, seconded by Councilman Greeley and carried. UNFINISHED BUSINESS. AYES, COUNCILMEN: Blue, Greeley, Finch NOES, COUNCILMEN: None ABSENT COUNCILMEN: Drake, Isbell v The Clerk announced that this was the time and Alace for a hearing set under Resolution No. 3822, giving notice of the proposed annex- Hearing, W.Side ation of the West Side Strip parcel. Acting Mayor Finch declared the Strip Parcel hearing open and called for comment from the floor. No one responded, Annex. and the hearing was declared closed. Ordinance No. 630, being an ordinance annexing uninhabited Ord. 630,Annex. territory known as the West Side Strip, was introduced, and on motion of W.Side Strip, Councilman Greeley, seconded by Councilman Blue, reading of the ordinance introduced. was waived by the following roll -call vote: AYES, COUNCILMEN: Blue, Greeley, rinch< NOES, COUNCILMEN: None ABSENT COUNCILMEN: Drake, Isbell On motion of Councilman Blue, seconded by Councilman Greeley, Ord. 630 Ordinance No. 630 was passed to second reading by the following roll -call to 2nd read. vote: AYES, COUNCILMEN: Blue, Greeley, Finch NOES, COUNCILMEN: None ABSENT COUNCILMEN: Drake, Isbell v Ordinance No. 629, being AN ORDINANCE ADDING SECTION 10159 TO THE MUNICIPAL CODE OF THE CITY OF NEWPORT BEACH, REQUIRING CER- TAIN VESSELS TO CARRY PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF was presented for second reading. On motion of Councilman Greeley, seconded by Councilman Blue, reading of the ordinance was waived by the following roll -call vote: AYES, COUNCILMEN: NOES, COUNCILMEN: ABSENT COUNCILMEN: Blue, Greeley, Finch None Isbell, Drake On motion of Councilman Blue, seconded by Councilman Greeley, Ordinance No. 629 was adopted by the following roll -call vote: AYES, COUNCILMEN: NOES, COUNCILMEN: ABSENT COUNCILMEN; Blue, Greeley, Finch None Isbell, Drake Ordinance Noa 628, being AN EMERGENCY ORDINANCE ADDING SECTION 4234 TO THE MUNICIPAL CODE OF THE CITY OF NEWPORT BEACH, PROHIBITING THE Ord. 628. Prohib. DIVING OR JUMPING FROM PUBLIC BRIDGES IN THE CITY OF Diving from Bridges NEWPORT BEACH AND PROVIDING A PENALTY FOR VIOLATION 2nd. read. THEREOF was presented for second reading. The application of the Richfield 011 Co. to install two 4,060 gallon underground storage tanks for a service station at 17th St. and Richfield. Storage Coast Highway, having been approved for location by the Fire Department, tanks, 17th & Coast Hy was granted on motion of Councilman Blue, seconded by Councilman Greeley and carried. The Oath of Office of C. E. Miller as a Special Officer was approved on motion of Councilman Blue, seconded by Councilman Greeley and carried. The City Engineer requested approval of specifications for 200 cubic yards of concrete foundations for the new Corporation Yard buildings, and asked that the Clerk be instructed to advertise for bids for the con- crete. On motion of Councilman Blue, seconded by Councilman Greeley, the specifications were approved, and the Clerk was instructed to call for bids by the following roll -call vote: AYES, COUNCILMEN: Blue, Greeley, Finch NOES, COUNCILMEN: None ABSENT COUNCILMEN: Isbell, Drake The application of H. L. Houser to construct a pier and float at Lot-6; Bloch,2:18ecti6p 1, .Balboa lbland';. ^was:granted on motion of Councilman Greeley; seconded by Councilman Blue and carried. The application of C. H. Hopkins to construct a pier and float at Lots 3 and 4. Block 26, East Side of Balboa Tract, was granted subject to the stipulation that the applicant agrees not to object to a standard installation of pier and float on the adjoining lot, on motion of Councilman Greeley, seconded by Councilman Blue and carried. Mr. John Hinchcliff of Costa Mesa spoke from the floor stating that a number of Costa Mesa residents wished opportunity to express their opinion on the annexation of the West Side strip now in progress. Acting Mayor Finch re- opened the hearing for the purpose of hearing Mr. Hinch- cliff's objections. He stated that he had an oil well on his property, and that if at some future date this property should become a part of C.E.Miller, Spec.Off. Concrete for Corp Yd. Bl�g. Foundations. Call for bids. Under questioning, it was brought out that the proposed annex- ation did not cross Mr. Hinchcliff °s property, and therefore his obections could not legally be considered.
