Newport Harbor Lodge of Elks asked a long term lease on City owned ' property near Lido Wharf, now under lease to the Griffith Company, for the Elks request purpose of erecting a lodge building. The application of Kenneth F. Wenger for a license to operate a delicatessen at 301 Palm Ave., Balboa, was granted subject to approval by the Health Officer, on motion of Councilman Greeley, seconded by Councilman Blue and carried. NEW BUSINESS. Resolution No. 3944, being A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPOINTING ELECTION OFFICERS AND DESIGNATING POLLING PLACES FOR THE MUNICIPAL ELECTION TO BE HELD IN THE CITY OF NEWPORT BEACH . ON TUESDAY THE 8th DAY OF APRIL, 1952, AND PRO- VIDING FOR THE OPENING AND CLOSING OF THE POLLS AND THE COMPENSATION OF ELECTION OFFICERS was presented, and on motion of Councilman Finch, seconded by Council- man Ramsey and carried, reading of the resolution was waived. ' On motion of Councilman Blue, seconded by Councilman Greeley, Resolution No. 3944 was adopted by the following roll call vote: AYES, COUNCILMEN: Finch, Ramsey, Blue, Greeley, Isbell NOES, COUNCILMEN: None ABSENT COUNCILMEN: None An .appeal from the denial by the City Planning Commission for two applications for land use permits far the construction of bill - boards requested by the Foster and Kleiser o., was filed with the Coun- cil, and on motion of Councilman Greeley, seconded by Councilman Finch and carried, hearing on the appeal was set for April 14th, 1952, and the Planning Commission was ordered notified. The Oath of Office of Michael Moran as a special officer for Rosan, Inc., was approved on motion of Councilman Finch, seconded by Councilman Greeley and carried. The City Attorney presented Ordinance No. 657, being AN ORDINANCE FIXING THE SALARY OF THE CITY CLERK for first reading, and on motion of Councilman Greeley, seconded by Councilman Ramsey and carried, reading of the ordinance was waived. He stated that he had been able to secure a compromise agreement for the easement for the payment of 4650.00, and recommended that the easement be secured for that amount. S. Mc Kay for a permit to construct a pier and float at Lot 36, Tract 756, was presented. Mr. Mc Kay spoke from the floor stating that it would be necessary for the owner of the adjoining property to change a float from its present position at right angles to the pier line. On motion of Councilman Finch, second- ed by Councilman Greeley, the City Engineer was instructed to notify the owner of the adjoining property of the required change, and Mr. Mc Kay's request for permit was approved by unanimous vote. The application of H. L. Howard for permission to construct a pier and slip float on Lots 901 and 902, Tract 907, subject to War De- partment approval, was granted on motion of Councilman Greeley, =seconded by Councilman Finch and carried. • The application of Domld Kagy for a permit to construct a con- crete pile sea wall on Lot 892 and the Northeasterly half of Lot 991, Tract 907, was granted on motion of Councilman Greeley, seconded by Councilman Ramsey and carried. ' The application of J. Knapp, 301 Abalone Ave., Balboa Island, for permission to out a curb at that address to access to a permit garage, was presented. It was pointed out that removal of a utility pole now standing in the alley would facilitate entrance to the garage, and on motion of Councilman Ramsey, seconded by Councilman Blue and carried, the request for cutting the curb was denied, and the City Engineer was instructed to arrange for removal of the pole.
