HomeMy WebLinkAbout06/21/1954 - Adjourned Regular Meeting1 June 21, 1954 The City Council of the City of Newport Beach met in ad- journed regular session in the Council Chamber of the City Hall at the hour of 7:30 p.m. The roll was called, the following members answering present: Broering, Smith, Miller, Bennett and Hill. COMMUNICATIONS: The Women's Civic League of Newport Harbor asked that the request of the Newport Harbor Elks Lodge for lease of a bay front lot adjoining the lodge property be denied, and the Park, Beach and Recreation Committee be given an opportunity to pro- pose a plan for development of the lot. On motion of Councilman Bennett, seconded by Councilman Broering and carried, the letter was ordered filed. The application of Clipper Transportation Company, Inc., to operate a vessel for the transportation of passengers between Long Beach and Avalon, being an application to the Public Utili- ties Commission for a Certificate of Public Convenience and Necessity, was received by the Council. On motion of Council- man Miller, seconded by Councilman Bennett and carried, the ap- plication was ordered filed. 399 Adjourned regular ne eting Roll Call Women's Civic League urged that no water front prop- erty be leased by City. Clipper Trans. Co. notice of request to Public Util- ities Comm. The Shoreline Planning Association of California, Inc., Shoreline Planning Assoc. requested payment by the city of the annual membership dues of request for payment of &?e= the Association. On motion of Councilman Miller seconded by Councilman Smith, payment in the amount of $25.06 was authorized by the following roll call vote, to wit: AYES, COUNCILMEN: Broering, Smith, Miller, Bennett, Hill NOES, COUNCILMM None ABSENT COUNCILMEN: None A belated protest against the mooring of the bait barge off Corona del "ar was received from Mr. and Mrs. Ben K. Fenton and ordered filed by Mayor Hill. Protest against charges made for parking on public streets in the Corona del lnar, State Park, and complaint about the con- dition of the beach and rest rooms, was received from Mrs. Helen ' Bellinger. On motion of Councilman Miller, seconded by Council- man Bennett and carried, the letter was referred to the City Attorney. A letter from Latta and Company, urging that the Council go on record in support of Senate Constitutional Amendment No. 23, which will appear on the ballot in November, exempting ocean -going vessels from taxation except for State purposes, was read. On motion of Councilman Miller, seconded by Council- man Broering and carried, the letter was held over until the next meeting. LICENSES. ' The application of Lester Calahan to conduct rental of boat slips at 3336 -3348 Via Lido was approved on motion of Councilman Bennett, seconded by Councilman Miller and carried. The application of John W. Gould for a boot black and valet service on call was approved on motion of Councilman Ben- nett, seconded by Councilman Miller and carried. UNFINISHED BUSINESS: Ordinance No. 724, being ' AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNIN- HABITED TERRITORY CONTIGUOUS TO THE CITY OF NEWPORT BEACH AND KNOWN AS "COOPER ANNEX" was presented for second reading and on motion of Cotin- cilman Broering, seconded by Councilman Bennett and carried, reading was waived. Anderson as a patrolman Anderson, Patrolman. of the City of Newport Beach was approved on motion of Coun- cilman Broering, seconded by Councilna n Bennett.and carried. Oath of office, Wm. F. The oath of office of William F. Talbott as a patrolman Talbott, Patrolman of the City of Newport Beach was approved on motion of Councilman Bennett, seconded by Councilman Broering and carried. ' Oath of office, Don Smalian The oath of office of Don Smalian as a lifeguard for the Lifeguard City of Newport Beach was approved on motion of Councilman Broering, seconded by Councilman Bennett and c arried. Mayor declared budget hearing Mayor Hill declared the budget hearing open and the Open budget was studied page by page, the council answering the citizens questions. Recess The Mayor declared a recess at 9240 p.m. Council resumed The Council was called to order at 9247 to condider the Chamber of Commerce budget request. ' Ted Hambrook, Chamber Pres., Ted Hambrook, President of the Chamber of Commerce, requested $259200 for Chamberpoke from the floor urging that the amount of $25,200;00 requested from the city in compensation for advertising and promotional services rendered by the Chamber, be granted. Mr. Hambrook cited, in support of city participation in the Chamber of Commerce, the following arguments* 1. That no increase in the present advertising tax would be required. 2. That advertising and promotion of the city had been approved in principle in the recent adoption of a municipal charter. ' 3. That need of the service rendered by the Chamber was evidenced by increased number of calls received® 4. That volunteer services rendered by the members ex- ceeded the paid services and that the leadership of the Chamber afforded the highest type of competent and capable executive leadership.for the promotion of the city's best interests. Sam Hill & W. G. Perrow Sam Hill spoke from the floor declaring the majority of speaking against Chamber the citizens were not interested in commerce. W. G. Perrow of Corona del Mar, comparing the total number of licenses issued by the city with the membership of the Chamber'stated that the ' Chamber was not fully represented. He said that City subsidy tended to cause apathy and urged that the entire Chamber program be re- organized. Gther speakers included: Peter Barrett, Mrs. Hallburg, Arthur Peterson, A. B. Cubbage, Mr. Vin Jorgenson, Roger Hard- • acre, Wally Gerhardt, and Harvey Somers. Budget hearing cont °d. At 10 :45 p.m. the Mayor declared the hearing adjourned to the regular meeting.
