Discussion re request of The City Attorney stated that the Orange County Flood Control District Orange County Flo- 0 Control had requested an easement over City property for the purpose of constructing Districttor easement over jetties in connection with a flood control project. He stated that the City property. matter had been discussed with the Public Works Director and a Grant of Easement and the necessary resolution authorizing its execution had been prepared if the Council determined that it should be granted. Mr. James Ballinger, representing, the Orange County Flood Control District, addressed the Council and explained the purpose of the request and how the structure would appear at the outlets of the Santa Ana River. Further discussion on A further discussion ensued. It was the opinion of the Council that easement. evidence does exist to suggest that the installation of both underwater and above water groins, jetties, piers, et cetera, aggravate the serious beach erosion condition which exists to the east of the Santa Ana River, and might well result in an unstable'condition . of the beach to the east of the river mouth. It was further pointed out that the City's beach at this location is now less wide than would be desirable and.a depreciation of property values in this area would be probable. The Council further brought out the fact that the approval of the project by the Council had been sought after the project had been let for bid and there had been no opportunity for the engineers of the City to consult on either the theory of design or the ultimate design itself. The Council offered to assist the Orange County Flood Control District in any way possible, but it was determined that under the circumstances the Council did not wish to accept any responsibility without more adequate advice from experts on erosion and some assurance that the problem could be solved.
