The Clerk presented a letter from Hal Glass, President, Central Newport Beach Community Association, indicating that said Association was opposed to mooring additional boats in the dead -end channel area of the Coves. The City .!attorney presented his report, dated September 18, 1958, wherein it is stated that there is a legal non - conforming use for the mooring of boats and the operation of slips at subject locations; that there is no evidence that indicates the businesses for which licenses are sought would constitute an enlargement or increase.
