Minutes of SPECIAL MEETING OF THE CITY COUNCIL
Date of Meeting: January 1, 1959
Time of Meeting: 8:30 A.M.

• Mayor Stoddard called the meeting to order and
asked the City Clerk whether or not a Consent and:
Waiver for the holding of the special meeting had;
been .signed or agreed to by each member of the
Council. The City Clerk stated that said Consent;
had been received.
The roll was called with the following members
present.
Mayor Stoddard stated that the meeting had been
Bid of called for the purpose of considering a resolution
of the Board of Supervisors, dated January 2, ;
for lea l9,59 l`g59, stating that the Board proposes to accept ;
of County the bid of George P. Carver for the lease of the
County Dock property and to review the other bids;

meeting of the Board of Supervisors or Orange
County held on December 23, 1958, and an excerpt
of the Minutes of an adjourned meeting of the
Board of Supervisors of Orange..County held on
January 2, 1959, all regarding the proposed
lease of the Orange County Dock property.
A discussion ensued with the following persons
participating: Members of the Council; Mr.
George P. Carver, representing Newport Tower
Development, who introduced Architects Lester
H. Schwager, Knowlton Fernald, John Ballew,
and Mr. J. H. Miller, finance expert; Mr. Kenneth;
Sampson, Harbor Manager; and Mr. J. W. Drawdy,
Planning Director. ;
Councilman Somers requested that the record show j
that each member of the Council had received ;
copies of the following: Report to the Board of
Supervisors of Kenneth Sampson, Harbor Manager, ;
dated December 31, 1958, to which was attached a ;
summary of bids for the Orange County Dock ;
lease; a report to the Board of Supervisors of ;
John Williamson, Harbor Engineer, dated December
29, 1958; a report to the Board of Supervisors of
Scott Brebner, dated December 19, 1958; and a
copy of the resolution of the Board of Super- ;
visors of Orange County, dated January 2, 1959,
wherein it is stated that the Board finds and ;
determines that the bid of George P. Carver of
Newport Tower Development is the best bid and
proposes to accept said bid subject to the
approval of the City Council of the City of 1
Newport Beach.
Councilman Somers read Resolution No. 4909, being
a resolution of the City Council of the City of
Newport Beach approving the acceptance of the
bid of George P. Carver as Newport Tower
Development by the Board of Supervisors and th
