Saxd buildings are known , as the Ocean View Apartments and are located at 806 East Ocean Front in Newport Beach. : Mr. R. A. Mr. Donald Paul Travis, Building Inspector of ; „ 1 the City of Newport Beach, was sworn in. He ; presented a report of the conditions existing at subject property, the minimum repairs and corrections needed to bring the property to ac- ceptable condition for human habitation, and said report was entered as 70Exhibit I.B1 Mr. Travis testified in detail as to each allegation: in the report and made the statement that he was: ' of the opinion that the fair market value of the: buildings is not more than $2000 and that the cost of the repairs would be in excess of $5000.: Mr. Travis entered thirty -two photographs of the: property as "Exhibit II,' and presented seven specimens of rotted wood destroyed by either age, dry rot, weather or beetles, which were entered as "Exhibit Ill.1° He testified that no tool had been used to remove the specimens from the property, _.e had removed them with his bare hands. Mr. Travis stated that the needed re- pairs had been set forth in a communication to Mrs. Phoenix under date of October 10, 1958. Mr. Oliver 0. Clark, Attorney representing the property owner, spoke from the audience en- deavoring to show that:, although he, on behalf l ; of his client, had requested by letter of ! : December 29, 1958, a permit to do certain work, - : no reply from the Building Department had been received to said letter. Both letters were read by Mr. Travis to the : Council.
