The Mayor opened a hearing regarding the

buildings owned by Mrs, Dorothy Phoenix which had;

as the Ocean View Apartments and are located at
806 East Ocean Front in Newport Beach.

Mr. Donald Paul Travis, Building Inspector of ;

the City of Newport Beach, was sworn in. He ;
presented a report of the conditions existing
at subject property, the minimum repairs and
corrections needed to bring the property to ac-
ceptable condition for human habitation, and
said report was entered as 70Exhibit I.B1 Mr.
Travis testified in detail as to each allegation:
in the report and made the statement that he was:
'
of the opinion that the fair market value of the:
buildings is not more than $2000 and that the
cost of the repairs would be in excess of $5000.:
Mr. Travis entered thirty -two photographs of the:
property as "Exhibit II,' and presented seven
specimens of rotted wood destroyed by either
age, dry rot, weather or beetles, which were
entered as "Exhibit Ill.1° He testified that no
tool had been used to remove the specimens from
the property, _.e had removed them with his bare
hands. Mr. Travis stated that the needed re-
pairs had been set forth in a communication to
Mrs. Phoenix under date of October 10, 1958.
Mr. Oliver 0. Clark, Attorney representing the
property owner, spoke from the audience en-
deavoring to show that:, although he, on behalf

of his client, had requested by letter of

December 29, 1958, a permit to do certain work,

no reply from the Building Department had been
received to said letter.
Both letters were read by Mr. Travis to the

Council.

mittee of said Chamber had studied the matter
of the $25 daily license fee on close -out
sales and agrees with the suggestion "that
this matter can be adjusted without modifying
the general terms of the ordinance simply by
making the license fee subject to decision of '
:..' the City Council, with the thought that when
application for a close-out sale is made, the
Council can review the matter and if found to
be legitimate, waive the fee."

intention to order the closing up, vacation
and abandonment of portions of Ocean Front
(Block F, Lot 6, Block B, Lot 4, Seashore
Colony Tract), setting the hearing thereon
for April 27, 1959, was adopted.
The following Minute Resolution was adopted:
IT IS HEREBY RESOLVED, that the City Council
of the City of Newport Beach endokses the pb-
tition of the Friends of the University of
California in Orange County, d"ted.i-larch
17, 1959, and concurs in the petition to the
Regents of the University of California to
establish a campus of the University of
California in the Coastal area of the County
of Orange and further resolves to aid and
assist said Regents in all the many facets
necessary to bring about the establishment
of said campus.
IT IS FURTHER RESOLVED and directed that an
excerpt of the Minutes containing the afore-
said resolution be forwarded to the Regents
of the University of California.
The report and recommendations of the Corona
del Mar Beach Park Lease Committee, were pre-
sented.
The recommendations of the Committee were ac-
cepted and referred to the City Manager for
preparation of detailed plans so that bids
can be submitted, if possible, to the Council
by July 1, 1959.
