Place of Meeting: Council Chambers Roll Call: Councilman Elder and Councilman Cook. joined the meeting within a.few moments. :A discussion ensued regarding the "Public Works Administra• tion and Engineering. budget. The Traffic budget was dis- cussed. A motion was. made by Councilman Lorenz. to appro the Public Works Administration and Engineering; budget with the following changes: that the. reclassification. of the Assistant City Engineer be eliminated, that the title be left in„ and that the .three Engineering. Aides, be, reclassified to Range: 29, without loss of pay in.their present positions. A discussion ensued. Mr. Samuel Downing, spoke. from the audience. A vote. was, taken on Councilman Lorenz motion, which carried. A discussion was, had regarding equipment outlay, on above budget. The Electrical budget was.discussed. A motion was made by Councilman Lorenz.to approve.the Electrical. budget. A further discussion.was had, with Public Works Director Donald Simpson explaining the overtime item. A vote was taken on Councilman Lorenz' motion,. which carried.un- animously. The General Services.budget was discussed. General Ser- vices Director William Covert spoke from the audience. A discussion.was:had regarding the Traffic budget. A dis- cussion. was. had regarding the paint striping, machine. A motion was. made. by Councilman Elder .that. the street strip- ing crew be.retained under General Services. Further dis- cussion was had. A vote was taken. on Councilman Elder's motion,; which failed to carry. The Sanitation budget and the Automotive budget were dis- cussed. General Services Director William Covert and Auto Shop Foreman Hugo Condry spoke from the audience. Councilman Stoddard and Councilman Lorenz:left. the me temporarily. A motion was made.by Councilman Cook to reduce the am for. the truck tire spreader in the Automotive budget from $800 to $200. Councilman Stoddard returned to the meeting. A vote was taken. on Councilman Cook's. motion, which carried. r. Samuel Downing, spoke from the audience. Mr. Samuel Downing, spoke from _. the audience. Mayor Hart introduced Mr. Art Stephan, General Manager o the Newport Harbor News Press. Mr. Stephan presented a .letter to the Council regarding.the: bid of the News Press for the, City's. legal advertising, which, through an inadvertent error..in the City Clerk's office, had not been. brought to the attention of the Clerk and presented, to the Council. Mr. Stephan requested .that all. the bids that had been received for .legal advertising. be rejected because of the error and that the News Press and all other parties involved be given equal opportunity to resubmit bids at the Council' s. pleasure. The matter was referred to the City Attorney for advice. Motion x Ayes x x X. x Absent The P. B. & R. Administration budget and the P. B. & R. Recreation budget were discussed. Parks, Beaches. and Recreation Director Calvin Stewart spoke from the audience A motion was. made. by Councilman Stoddard that in future Motion fiscal years,the boating program is.to be. self - sustaining. Recrea tion- budget. It was agreed that next year the. swim program is to be self- sustaining. The P. B. & R. Parks and Parkway budget was discussed, Mr. Samuel Downing spoke. from the audience. 613 Resolution No. 5613, accepting,a Grant Deed from John B. rant Kilroy and Rejac Corp. conveying fee title to public street eed rights -of -wag in Tract No. 4692, was adopted. Recreation budget discussion continued. aosed Parks, Beaches. and Recreation Director Calvin Stewart, Wge Recreation Director Edward Starnes, and Mr. Samuel Downing.spoke. from the audience. It was agreed to cut the Seasonal and Part -time wages for Recreation Attendants from $41, 480 to $35:, 500, and Total Salaries and Wages. from $55,890 to $49, 910. The P. B. & R. Recreation budget was Motion x amended to a total of $57, 790. Ayes x x x x x x Absent x A discussion was had regarding the P. B. & R. 'Parks and Parkways. budget. Parks, Beaches and Recreation Director Calvin Stewart spoke from the audience. The Water budget was discussed. Public Works Director Donald Simpson and Jack Barnett spoke from the audience. The Marinapark budget was discussed. Councilman Stoddard complimented, the trailer park manager, stating he.was.doin a.fine. job. Marinapark Manager Allen Russell spoke from the audience. City Manager Robert Coop stated that he wished to make some. corrections. in the General Services Streets. budget, consisting ,of: . one 1/2 Ton pickup from $2300 to $2125; one 1 Ton 4.wheel drive pickup with.winch from $4500 to $4350; one 1. 1/2 Ton truck from $3500 to $3050; making a corrected total of $283,025. The Police budget was. considered. Police Chief James Glavas explained the deployment of manpower. The Fire budget was discussed. Mr. Samuel Downing; spoke from the audience. The two additional Firemen positions Motion x were. eliminated:from the Fire budget. Further discussion Ayes x x x x x x was had. Absent x -The City Clerk-.budget was discussed.
