Mayor Hart requested sug- gestions and comments from the audience. The following people participated in the discussion: Francis Dawson, Leonard L. Cormier, Dean Reavie, Mrs. Edward Anderson, Jr., Carl.Greer, Emery Hanson, Joe Nickertz, Bertrum Coffey, Harry Kelso, Morial Thornburg. Mayor Hart re- quested a show of hands by interested businessmen to deter- mine the number of those who would like:to see the.traffic situation- cleared up as proposed, or with. some slight modi- fication of the plan. There were eight hands raised. Eleven people raised .their hands, to indicate that they wished to do nothing at this .time. L. L..Isbell and Hans Broering spoke from the audience. Mayor Hart requested.a.show of hands.tc know how many persons were in favor of removing the dia- gonal parking on the north side of Via Lido,. .the widening of the west side of Newport Boulevard, and the eliminating of the raised medians. Nineteen hands were raised. 'Ted Thomas. and Jay Best spoke from the. audience. Mayor Hart stated that the Engineering Department would now re- evalu- ate the plans, contact the -State Division of Highways, regard- ing approval of modifications to the plans,: and that the Coun- cil would await a further report from the Public Works Director. for five minutes was declared by Mayor Hart. The Council reconvened with.all members present. The following.Minute•Resolution was unanimously adopted: WHEREAS, the California Highway Commission has announced its intention to consider the adoption of a freeway routing in Orange County between 0. 5 miles south of Palisades Road and Route 158 (San Diego Freeway) known as Route 184 - MacArthur Boulevard; and WHEREAS, a public hearing was held by the State Division of Highways at which time all interested parties were afforded ample opportunity to present testimony; and TTEST: S Page 80 Present Absent Motion oll Call: Ayes x x xxxx x Index N^vAmhov 5. 1.962 Beach Erosion CA 49 -0 Realign went of Carna Lion 29 a CITY OF NEWPORT BEACH Volume 16 - Page 81 COUNCILMEN N O? m Z O G t WHEREAS, the City Council of the City of Newport Beach concurs in the recommendations of State Highway Engi- neer with regard to proposed routing; NOW, THEREFORE, BE IT RESOLVED, that the City Council. of Newport Beach sees.no need for. an addi- tional public hearing by the California Highway Com- m i6sion.and urges said'Commission to adopt said routing as recommended by the State Highway Engineer. discussion ensued regarding the report from Councilman Stoddard and Mayor Hart concerning the meeting called by Supervisor Warner at .the- request of the Department. of Water Resources„ held in the Harbor Department on November 1, to discuss, the beach erosion.contffol project authorized by the 87th Congress of the. United States, and the financing thereof. It was stated that the Council had been requested to take a position regarding financing. Mayor - Hart stated that he did not want to approve any phase of the project until we`knew for sure that the sand was coming down to.the' Newport Beach shores. Harry Bane spoke from the audience. Mayor Hart was instructed to advise.the Chairman of the Motion x Committee who called.the beach.erosion meeting, held on All Ayes November 1 at 2:00 P. M. , in the Harbor Department, that the members of the Council do not wish to obligaie.the citi- zens of Newport Beach, the taxpayers, for any indebtedness for any-Phase of this project at the City level. The Public Works Director stated that Southworth. and Steven 5, Inc. had made a proposal to prepare plans.for the-realign'- merit of Carnation at Bays ide Drive at an estimated cost of $2500.
