M. A zN a Place of eetin • Council Chambers x Roll Call: Present x x Absent x 1. Mayor Hart opened the meeting for a discussion of the beach erosion control project as proposed by the U. S. Army Corps of Engineers. Councilman Lorenz" joined the meeting within a few minutes. A map was displayed indicating the proposed "Plan D" for the, construction of three groins and a. breakwater all tch northerly of the proposed plan for a.breakwater off New- )Sion port Pier. It was stated that. the new plan would cost itrol two and.a half million dollars more than. the previous )ject plan, but over the life of the project it would cost less, 49 since the hauling of.the sand to replenish the northerly beaches would be a shorter distance. The City's partici- pation.in the cost of sand tracing studies was.:discussed. Mr. Harry-Bane spoke from the audience and stated he would be more in favor of the new plan. Mayor Hart stated that rumors.had been circulated that ncil the Council was not entirely agreed in,its opposition to osi- the "Green Line" for the Freeway between the Santa Ana n to River and the Upper Bay and that it would be well to take some action which would indicate to the Highway Com- mission unanimous opposition of -the Council. The Mayor en and City Clerk were authorized to prepare a letter to be Motion x e addressed to the State Highway Commission indicating All Ayes that all members of the Council are in complete agree - eway 69 ment in opposition to the so- called "Green Line" for the Freeway between the Santa Ana River and the Upper Bay; it was.directed that said letter be submitted to each mem ber of the Council for signature prior to forwarding to the State Highway Commission. 5. It was- that. the Council had opposed somewhat similar legislation two years ago. The:regula Legislative Committee and, in addition Councilman Gruber,. were authorized to discuss -this_ matter with Mr. Motion Kenneth Sampson, Harbor Manager, and to take whatever All Ayes action they deemed necessary. t 6. Mayor Hart stated that tentative arrangements were, be- ouncil ing made for the Council . to -have a joint meeting with the liv Seri ieeting Civil Service Board on May 1 at.7:00 P.M. A 85 7. The. recommendations; of the Redistricting Committee for 1963, contained. in the Minutes. of the meeting held, by said Committee. on April 11, 1963,: were considered. A- letter was. presented. from Wallace Calderhead, a..mem her of the Redistricting Committee, explaining that in recommending that Irvine Terrace, be. included, in one .edis° District, "We would be depriving our City of our econom - :rictin minded Councilman," and that,, in. his opinion, ,.the Re- mte districting Committee - had -no such idea in mind.
