The Public Works Director reported that the proposed guard rail along the ramp to the Corona del Mar Beach could be reduced to 300 feet. He stated that he had obtai ed informal bids for the work, the low bid at.$3:, 75 foot. The low bid of J. B. Lindsey was approved for the Motion construction of the safety improvement, and it was direct Ayes x x x x x ed that the work be commenced immediately. Absent x x 2. A report from the City Attorney, dated June 14, regard- ing procedure for granting a. franchise to operate the ferr between Balboa and Balboa Island was presented. The City Attorney was directed to prepare the necessary Motion x papers as outlined in his memorandum, to be presented Ayes x x x x x for consideration at the next Council meeting. Absent x x 3. The following Budget Amendment was. approved: Motion. x Aye s xxx x x No. C -56, in the amount of $485, being an increase in Absent x x Budget Appropriations for implementation of Resolution No. 5796, changing Balboa Parking Lot operation, i. e. , two manual time clocks, $410,, and 30, 000 parking tickets, $75, from Unappropriated Surplus, Parkin g � Meter to Parking Meters and Lots, Supplies N. O. C. and'Equ.ipme t.', "m.. 4. The City Clerk stated that she had been served on June 17, 1963 with a Summons and Complaint in the Orange. County Superior Court Action No. 82516, Hancock Banning, Jr., g Plaintiff vs. Frank E. Dewey, et al., Defendants, to quiet title to real property. The matter was referred to Motion x the City Attorney. Ayes x x x x x Absent x x 5, The City Manager reported that, in connection with the suggested change in the proposed agreement between the Newport, Harbor Union High School District and the City for a community recreation program, the acting Parks, Beaches and Recreation Director had conferred with the School District and had been informed that the School Board would be meeting on June 25. The City Manager was requested to have the proposed change in the agree- ment discussed at that time in accordance with the pre- vious recommendations of the Council. 6. The City Manager stated that he would like the Council's concuri°ence in placing the acting General Services Dir- ector on the first step of the range of the General Service Director. A discussion was had regarding the policy statement en- titled "Newport Beach Public Library Book Selection, Policy and Objectives; " as set forth.in a :document which was forwarded to the Council on June 14, , 1963, and whic] had been adopted by the Board of Library Trustees.on .dune, 15, 1959. Mr. Leon Ware, Chairman of the Board of Library Trustees, spoke from the audience regarding the statement and also opposing the removal o£. the book, "Dictionary of American Slang, " from the Public Library Councilman = Elder stated that he did not agree with Point 4.of the. "Policy" previously mentioned. The Council concurred in the Library policy as formulate in June, 1959 and as delivered to the - Council on June 14, 1963, John M. Rau spoke from the audience opposing the remov al of the. "Dictionary of American 'Slang!' from the Public Library. The :City Manager read a, letter from Richard Reddick wherein he proposed an agreement with the City enabling him to operate the property being.acquired from the Pacific Electric as a parking lot. until September. 15, 1963 stipulating that 40% of the gross revenue..would be given to the City. The City Manager was requested to present a report at the next Council meeting. 9. Vice Mayor Lorenz declared the public hearing open re- garding the proposed Annual Budget as prepared by the City Manager for the fiscal year 1963 -64. Councilman Stoddard temporarily left the meeting. Hull insurance for the "'Sea Watch" was discussed. Chief of Police Glavas addressed the Council_ in connec- tion with.the Police Budget. Councilman Stoddard rejoined the meeting during the discus- sion. Mr. John Vogel spoke from the audience commending the services of the Chief of Police, . and also commending the Council for the low tax rate. The Lifeguard Service Budget was considered,. and Chief Reed spoke from the audience. Mr. Nelson Robinson commented regarding the insurance-for the "Sea Watch." The..Fire Department Budget was •considered. Chief Briscoe spoke from the audience.
