Mayor Hart opened the continued public hearing regarding Hrg the proposed Annual Budget as prepared by the City Mans. ger for the fiscal year 1963 -64. Budg CA101 Consideration was given to the Parks, Beaches. and Rec- reation.- Recreation Budget. A discussion - ensued. Pete Covington, Recreation Superintendent, spoke from the audience. Parks, Beaches and Recreation Commissioner Mark Engelke spoke from the audience. Consideration was given to the Parks, Beaches -and Rec- reation.- Parks, Parkways, etcetera, Budget. The Water Budget, the Water Bond Debt Service Budget, and the Marinapark`Budgets were considered. ' Mayor Hart inquired whether or not anyone desired to speak on any portion of the entire Proposed Budget. There was no response. Consideration was given.to the insurance for the Sea Watch. and skiff. The concensus .of the Council was that the insurance coverage had in the past should be .contin- ued. ADJOURNMENT for a.personnel session was.declared by Mayor Hart. The Council reconvened with all members. present. George Williamson requested permission to discuss the Sale City owned property at 28th Street which had been offered City for sale at the June. 10, 1963 meeting,of the Council. It was directed that the Committee (considering the sale Motion x of surplus City owned property) be reactivated and report All Ayes back to the Council at its.earliest convenience. 5. Vice Mayor Lorenz reported the recommendations -of the Salary Committee as.follows: Sala y (a) A 3% increase for all classes. Court Recs . (b) An additional 576 increase for (1) Skilled Trades and CA 4f Inspection Class, (2) Non - Professional Engineering Class, (3) Professional Class, (4) Public Safety, and Enforcement Class (Lifeguard, Police.and Fire), (5) Administrative Class, with the exception.of the follow- ing: Purchasing Agent, Assistant to the City Manager, Marinapark Manager, Assistant Water and Sewer Superintendent, Water and Sewer Superintendent, General Services Director, General Services Advisor. Vice Mayor Lorenz.stated the recommendations for salary increases would entail a total cost. of $157, 750 plus $13, 240 for retirement. Action on the recommendations. was postponed for further consideration on July 1, 1963. Bd 6. Mayor Hart stated that the appointment on June 24th of of Hugh Mynatt as a member of the Board of Adjustments Adj. was.not in order since Mr. Mynatt lives outside the City CA 1C3 of Newport Beach. ,CA 135 William C. Ring, was appointed a member of the Board Motion of Adjustments for the.four year term expiring.July. 1, All Ayes 1967, 7. The City Clerk was directed to prepare the following Salary Resolutions: Resol. CA 93 (a) A Resolution fixing the salary of the City Clerk at Motion x $9, 000 per annum. All Ayes CA 94 (b) A Resolution fixing the salary of the City Attorney at Motion x $16, 750 per annum. The action taken in closing the public hearing regarding the Proposed Annual Budget for 1963 -64 was rescinded, and the.hearing was reopened. A discussion was had regarding the proposed Administra- tive Assistant position proposed in the Administrative Budget. The public hearing regarding the Proposed Annual Budget for 1963 -64 was closed. The proposed Administrative Section of the Budget was approved in the amount of $45, 050. The.remainder of the proposed Operating Budget-for the fiscal year 1963 -64, as.amended, was approved in the amount of $4, 314, 690. Finance Director Frank Johnson stated that the Operating Budget approved by the Council in the, two motions above - mentioned aggregated a total of $4, 359, 740. The meeting was adjourned at. 11:27 P. M. to Monday July 1, 1963 at 9:00 A. M.
