Minutes.of REGULAR ADJOURNED MEETING OF THE CITY
Date of Meeting: July; 1, 1963
Time of Meeting: _ 9:00 A. M.
Roll Call:
Vice Mayor Lorenz made a motion -to adopt Resolution No
5804, establishing,a.classification plan and salary ranges
and rates.and adopting schedules; therefor.
A discussion_was.had regarding the "Analysis of Present -&
Proposed Salaries," dated July, 1,. 1963, concerning, seven
positions. recommended for 30/6 salary increases. and ten
positions, recommended for 810 salary increases. Council-
man Cook stated he -would abstain from voting .on. the Resole
tion incorporating_ said recommendations, since he.felt ad-
ditional information should be given. pertaining to the cate-
gories.mentioned.
Resolution No. 5804 was adopted.
The City Manager was instructed to revise Schedule B in
order:to show the.difference between the Administrative
series personnel in -their relation-to specific categories.
solution No. 5805,. fixing the .salary of the City Manager
$18,500 per fiscal year, was adopted.
solution No. 5806, fixing the, salary of the City Attorney
$16, 750 per fiscal year, was adopted.
:solution No. 5807, fixing the - salary, of the City Clerk at
, 000 per fiscal year, was adopted.
Arvo Hasps, . owner and publisher of the Newport Harbor E
sign, spoke from the audience, citing the reasons .he, felt
the Council should rescind its action.in.awarding the contr;
for the City's legal advertising for 1963 -64 to the Newport
Harbor News Press - Daily Pilot. He -stated he had sub-
mitted the.low bid. Thomas Murphine, editor of the New-
port Harbor News Press.- Daily Pilot, requested that the
Council allow his.paper to have.an opportunity to officially
answer before the Council ruled on the question. The City
Attorney was asked whether or not the Council had acted
legally. The City Attorney, stated that he saw no illegality
in the action,taken.
