A letter directed to Mayor Hart from Thomas C. McCra , Vice President of Television KNBC, Channel 4, request- ing ,comments and, if desired, the endorsement of KNBC for the Local Community Service Television Award, was presented. The matter was referred to Mayor Hart for Motion x action as he sees fit. All Ayes 9. A memorandum dated March 6, 1964 from the City Mana ger and Public Works Director recommending authoriza- tion to remove the stop signs on'Balboa Boulevard at 36th Street, was presented. A report from the City Manager and Public Works Direc e for dated March 6, 1964 regarding channelization on Pacific Coast Highway in Corona del Mar, was presented. The report was accepted and the Public Works Director Motion x was instructed to. investigate the double double lines. All Ayes 11. The Upper Bay Committee submitted a map .entitled "Land Parcel Exhibit for Upper Newport Bay Land Ex- change, March,, 1964,. U10.2 -2," (M- 502 -1 -S), depict- ing the parcels proposed,to be under City control, known as Parcels 110, 114, 116, 118 ,and 120. Letters from Dick Richard, Walter Mellott, and W. Worth Bernard, urging acceptance of the Upper Newport Bay Land Exchange as presently proposed, were pre- sented. A draft of a letter to be directed, to the Board of Super- visors regarding this matter was read by Mayor Hart. Councilman Marshall made a motion.that. the letter be Motion x amended,to state that. in connection with the five parcels, the control, development, administration and use of these parcels shall be vested exclusively,in the City in perpetuity. A discussion was had. Councilman Elder felt. that stronger language requesting City ownership of the parcels was necessary. Mr. William Mason, Vice President of The Irvine Com- pany, read into the record aletter addressed to the Council dated March 9,. 1964, "setting forth details and facts on,the new proposed exchange." A vote was taken on Councilman Marshall's motion; Motion which carried. Trautwein, etc. and City of Newport Beach, et al., Defendants. This matter was presented to the Council as a Claim for Damages on November 12, 1963. The claim was denied. The allegations in the complaint are that the plaintiff on August 11, 1963 fell and sustained injuries .by reason of an unsafe condition of the sidewalk on Edgewater between Palm and Adams. (c) Claim. of Betty, J. Tritt, 507.Fernleaf, for alleged damage to claimant's property on November 19 and 2 by reason of storm waters. (d) Claim of Dolores Mellon for herself and on.behalf of her minor daughter, Adele Mellon, for alleged .dam- ages arising.from false arrest and false imprison- ment, vs. the City of Newport Beach, et al. (e) Claim of Mr s. Nathalie Miers for alleged damages when she stepped on a piece of pipe on.the beach and injured her foot, on February 9, 1964. (f)Claim of D. V. A discussion was had. A letter was also presented from Betty and Lavern Hart opposing the proposed abandonment, stating -that the alley provided access to, their property. Councilman Elder made a Motion x CA 36 motion.that_ if the Pacific Telephone Company insists on splitting the telephone directory that it be split into two books, white pages and yellow pages, and that they carry .all the numbers in,the County possible with.the _exception if necessary,. of the 213 code area in the upper part of the County. Mr. William Clay, District Manager of Pacific Telephone, spoke from the audience, defending the request which is before the Public Utilities Commis- sion.
