1. Consideration was given to the Revised Pier Permit
Policies and Standard Drawings Prepared by Committee
to Study Cost of Administration of Pier Permits, dated

June 1, 1964.
Letters from the Newport Harbor Yacht Club and the

Lido Isle Yacht Club, opposing a 100 -foot wide "power
boat channel ", were presented.

Consideration was given to an article which appeared
in the Orange Coast Daily Pilot on ,Tune 9, regarding

Harbor Manager Kenneth Sampson's opposition to the
purported suggestions of the Council's Harbor Policy
Committee for mid - channel buoys and the designation
of a 100 -foot "power boat channel" in Newport Harbor.
Councilman Parsons stated that the ideas opposed by
Mr. Sampson were actually his own ideas as suggested
to the Committee. During the discussion Mr. Al Oberg,
Harbor Master was also criticized.
Subject letters were ordered filed.

Field dated May 27, 1964, was presented.

Mr. R. C. Greer and Mr. Louie Briggs, Realtors,
spoke from the audience, opposing the requirement

the "Moden Annexation ", requesting consideration of
annexing territory to the City northerly of 21st Street,
southerly of 22d Street, easterly of Tustin Avenue, and
westerly of Irvine Avenue. A report from the Planning
Department dated June 5, 1964, was presented.
The matter was diaried for July 13, 1964.
