Call: Present x. x x x x Absent x x Councilman Marshall joined the meeting within a matter of seconds. CONTINUED BUSINESS: 1. An application for a temporary Pier Permit (No. A -1405) ^ at the Noel Singer premises, Block. 324 Lancasters Addition, was presented. The' -City Clerk ,read a letter from Noel Singer referring to Pier - Permits ,.a Nor A -1223. and No. B -1224 requesting :a six month renewal of said applications which expire July; 31,.196 4. ® She also read a.letter ,from Noel Singer stating -;that currently Mello Brothers are.. applying for a permit for. the temporary use of a float at the same premises until construction under the. existing.permitshas .been. P.- c` commenced. The City Attorney stated that he had examined.the premises with Victor Simpson of the Public Works S1 Department and it does not appear; that the. existing structure is a part of the structure for which Mr. e-z7) y Singer has:the permit, and that the.. installation was y.P ° not properly constructed. The City Attorney stated that he. had informed the applicant's representatives that the - structure would have to be removed by June l . Since a hardship would be worked upon those who operate. the live bait - boats, the City Attorney had suggested, that if they wished relief from his directive they would have to appear before the City Council. Phil Tozer of Davey's Locker spoke from the audienc requesting that the temporary permit be allowed. He stated that the facility, had. been. constructed .and .. ordered in good faith even though.the, construction had been put -in without proper permits and.proper construction by Croft & Neville. Warren Turner spoke from the audience, on.behalf an of Noel Singer, requesting the temporary permit and also stating that they did not wish to jeopardize permits A -1223 and B-1224 for which.extensions had been requested. The Council concurred in the recommendations.and Motion x 6' approved the notice inviting bids. All Ayes 3. A memo from the City Attorney. dated June 15, 1964, -IN! regarding.Gastlin vs City of Newport Beach, El -Monte = 31a Judicial' District No. G11505 was.presented.. The City Attorney stated that the- City Clerk had been served with a court action in this matter. Motion x The matter was referred,to the City Attorney. -All Ayes CONTINUED HEARING: . Mayor Gruber opened the continued hearing regarding the Proposed'Annual Budget.for the fiscal year 1964 -65. The City Manager stated that the City. Attorney's Budget yo-y should be ,corrected to indicate "Training" expense, Account No. 0838, reduced from $215 to $80, and Account 101 No.. 0836 "Conference and Travel" 'increased from $135 toa$270. He -also stated that the Finance Budget should be .corrected to indicate "Training" expense, Account No. 0638, reduced from $200 to $125, and Account No.. 0636, "Conference and Travel" increased from $685 to $760. All Ayes FURTHER DISCUSSION OF THE BUDGET: 1, Acting,Finance Director George Pappas presessted.a revised. Summary of Estimated Surplus dated 11, .June. 1964. 2. It was agreed that the City Massager would .ask the Fine Arts Committee to ascertain whether or not. the Fine -Arts "Patrons would be willing, to pay the inauranc e premium making the City. a co-insurer on the City Hall. art exhibit coverage. 3. Consideration was given to the Police Budget. . Police - Chief,James•B. Glavas spoke from the..audience. _71g The City Manager was requested to investigate the possibility of combining the communication systems for the Police and Fire Departments, cs Motion x The - Police Budgetwas.approved, All Ayes 4, The Insurance Budget was, considered and the Council noted that it has not been determined who will pay the insurance .costs for the art exhibits, in the City Hall, and the Council. also noted that the plans for the City Employees Health Insurance Program had not been - concluded. Motion x The Insurance Budget was .approved. All Ayes 5. The City Manager was requested to give.the - Council a list of the Department heads 'who plan to attend conferences -and where the. conferences will be-held. cis The meeting was adjourned at 4:35 P.M. to 7:30 P.M. on Motion x June 15,. 1964, for the public hearing on the Budget.
