Coleman Parks, Beaches and Recreation Commission:. Edgar Witmer ;,A 135 The City Manager was instructed to invite proposals from Motion x firms which.in his judgment are capable of conducting. an All Ayes Salary study internal salary study regarding the relationships between the. variousJobs.. It was.directed that a report be submitted . in October, if possible, to determine - whether or not the relationship between .the, jobs_ is in order. The City Manage was :further directed to make recommendations as soon as possible, as to firms to conduct the study, anticipating that his department would cooperate with the firm selected �A �5 to conclude the study, by October. Duncan Stewart, a member of the Library Board; City Librarian Dorothea Sheely; Mrs. Richard Lawrence, a member of the Library Board; Jack Garnaus of the Mariners.Communit Association; John Thousand, institutional representative for the Scout organizations. It was the. consensus that -a professional survey on manpower and machines should be had to determine whether or not an-efficient operation is being conducted regarding the library matters before adding, any more manpower and machines.. It was noted that the request being made represents an increase of approximately $10, 500 over last year's Budget. Mr. Creely withdrew his, request to reestablish the proposed Budget pending the study as recommended. CONSIDERATION OF CAPITAL PROJECTS AS PROPOSED IN THE BUDGET: 1. Capital Outlay Projects in the amount of $225, 000 from Motion x the Water Fund were approved. All Ayes 2.. The State Gas Tax Fund was discussed. The State Gas Tax Fund was approved in principle for Motion x the years 1964.65, 1965 -66, and 1966 -67, with the All, Ayes addition of $10, 000 for Item 2 for the. year 1964 -65, making a total of $195, 000 for that year. RECESS for -five- minutes was declared.by Mayor Gruber. The Council reconvened at 10:28 P: M. with all members present. A discussion was had regarding,the beach erosion control project and,the proposed participation of the City of Newport Beach in the- amount of $38, 000. The total Operating. Budget in the amount of $4, 837, 630 Motion x was. approved. la All Ayes The City Manager announced the appointment of George Pappas.as.Finance Director effective -July 1, 1964. It was directed that the members of the Boards and Motion x Commissions who are retiring as of June. 30, 1964,. be All Ayes sent Certificates of Appreciation for their fine. services as well. as plaque s. of recognition.
