The following Applications for License were presented by the City Manager: (a) J.ohn'S,emple,- member of the Board.of Directors of the.Corona del Mar Youth .Center, ,for Carnival, E &M Amusement Co., for two days only,- August 8 and 9. (b) ! Exempt, John- Semple,, member of the Board of Directors.of the Corona -del Mar Youth Center, for Special Event, Community Youth Center. (c) Exempt, John'Semple, member of the Board of Directors of the, Corona del Mar Youth Center, for Live'Entertainment Permit (Hootenanny). A discussion was had regarding the license fee and insurance. Johw Semple spoke from the audience. He. stated.that the proceeds of the Carnival are .to be. used. for repay - ment of the loan on -the. tennis courts in, the Youth Center. The above Applications. for. License -were approved. Motion All Ayes 2.. The request of the Corona .del Mar Youth Center Board ter for permission,to operate helicopter rides during the Carnival was; discussed. .The'City Manager stated that he had given no authorization for the approval of the .helicopter rides to the Youth Center Board. It was the general, consensus of the - Council that the request, when .presented, should.be denied. 3. The recommendation of. the-City Manager that a curb Motion x cut be granted to Charles Kirchner for the property All Ayes at 1926 Ocean Front was approved. A_ Councilman Forgit requested the City Clerk to send letters, to the members of the.Technical Oil Advisory :Committee advising them that Resolution No.. 5990, providing for; four member s- instead. of three on said Committee, had been adopted on: June 22,.1964. 5.. He ,posit, stated that the City should make every, effort to get o all .the support possible from the County and to ask Ireeway for a reversal of the proposed.Freewayroute,. espec- ially the proposed route near Hoag Hospital. The Street Lighting Projects- Replacement Program and Motion Expansion Program Budget(in the amount of $24, 800) All Ayes was approved. 5. In connection with Miscellaneous Projects, a discussion was had regarding the construction of Lifeguard Head- quarters adjacent to the Newport Pier. It was directed that the $50, 000 appropriated for the Motion Lifeguard Headquarters be removed from the General All Ayes s Fund. The staff was authorized to produce the plans and spec- Motion ifications for the Lifeguard Headquarters, the building All Ayes to be financed from the Capital Outlay. Fund. The Parks, Beaches.:and Recreation -Fund was considered Parks, Beaches and Recreation Director Calvin Stewart and Edgar Hirth, Chairman of the Parks, Beaches and Recreation Commission, spoke from audience. A discussion was had regarding the restrooms, at Corona del Mar Beach and in Balboa. It was. directed that $22, 000 for the,Corona del Mar Motion x 01DH beach restrooms be set up as.a loan from the General All Ayes rest- Fund. rooms The $22, 000 loan is to be repaid in.two Budget years, Motion 1965 -66 and.1966 -67. All Ayes Further discussion was had .regarding the tennis courts and the.communitybuilding projects. Discussion was had regarding: Traffic Safety Island, Via Lido sprinkler system and lands caping,and, Dover and Westcliff water lines and landscaping. The Parks, Beaches and Recreation.
