Mayor Gruber opened the continued public hearing nt:) in connection with the appeal of Roger S. Watson; P °rm et al., from the decision of the Planning Commission 3 conditionally granting Use Permit No. 1103 for the removal of earthen materials in the area between the Upper Bay and Irvine Avenue and the lines extended from the prolongation of 22d and 23d Street in an unclassified zone. A letter from the Orange County Harbor District dated April 8, submitting conditions and restrictions for subject Use Permit was presented along with an amendment to said conditions submitted on April 9 by Mr, Roger Watson. A third amendment to the conditions and restrictions was submitted by the Orange County Harbor District on April 12 which had been agreed to by the parties as acknowledged by Mr. Watson, who spoke from the audience. It was stated by the City Attorney, that it would be advisable to leave the matter of the enforcement of the regulations up to the City Manager to have the proper agency within the City enforce the conditions. At the suggestion of the City Attorney and the request of Mayor Gruber, the City Clerk read the Public Works Director's recommendations of November 19, 1964 concerning subject applications.
