He desired to know how each member of the Council stood. The consensus was that the Council had not changed its position, and favored the proposed Blue Line Route which is northerly of Fifth Avenue. Consideration was given to the Preliminary Annual Budget for the Fiscal Year 1965 -66, as presented by the City Manager: 1. City Librarian Dorothea Sheely and John Hopwood, Chairman of the Library Board of Trustees, spoke from the audience in connection with the Libraries Budget. Changing rental fee for popular McNaughten books to seven days free, and a ten cent collection charge each day thereafter, was suggested and agreed upon. It was directed that Account No. 7035, automobile Motion x allowance, be reduced from $1100 to $200, and that Ayes x x x x x x x $1800 be added to Capital Outlay, Account No. 7091 for a motor vehicle, and that $250 be added to Accounts Nos. 7015 and 7023 for motor fuels and oils and main- tenance of the vehicle. The Libraries Budget was approved, as amended. Motion x Aye s x x x x x x x RECESS for ten minutes was declared by Mayor Gruber. The Council reconvened with all members present. 2. Consideration was given to the Parks, Beaches and Recreation Fund Budget Summary. Parks, Beaches and Recreation Director Calvin Stewart Spoke. It was directed that in considering the total Parks, Motion x Beaches and Recreation Budget, including the Capital Ayes x x x x x x x Improvements, the maximum available be paid back back into the General Fund, up to the $22, 000 available but only so much as to reduce the estimated June 30, 1966 balance to zero (increasing the General Fund to $17, 050 and reducing the estimated balance from $6, 030 to 11011). The above motion made by Councilman Stoddard and unanimously Motion x adopted, was rescinded. Ayes x x x x x x Consideration was given to the Parks, Beaches and Recreation - Administration Budget. A discussion was had regarding tennis as a self - supporting activity for adults and children. It was stated that the adult tennis is self - supporting, but the children's tennis is rot. During the discussion, the consensus seemed to be that adult tennis, or other recreation program revenue, should support the children's tennis The Parks, Beaches and Recreation - Administration Motion x Budget, was approved. Ayes xxxxxx x Consideration was given to the Parks, Beaches and Recreation - Recreation, Budget. Charging addition fees for the use of the bowling green was considered. The winter recreational program was considered. Councilman Cook made a motion to delete $6588 Motion x from Account No. 7602, Seasonal and Part -Time Noes X X X X X X X Winter Playground Programs. Said motion failed adoption. The Parks, Beaches and Recreation - Recreation, Motion x Budget, was approved. Ayes X X X X X X X 3. A proposed amendment to Resolution No. 6168, by which the Council stated its position with respect to a new coastal freeway route known as "Newport Beach Inland Corridor ", was discussed. It was vl agreed that further discussion should be had with the City Attorney regarding the proposed amendment. The meeting was adjourned at 5:35 P. M. to 7 :30 P. M. Motion x on June 22, 1965.
