Councilman Parsons presented a newspaper clipping regarding Assembly Bill 6169 authored by Assembly- man Thomas of San Pedro opening the anchovy to commercial fishing. Councilman Parsons suggested that immediate action in opposition to this bill be taken. Angus Potter spoke from the audience. It was directed that the City go on record urging Motion Governor Brown not to sign the bill. Ayes It was agreed that the message be telegraphed immediately. 2. Councilman Stoddard presented the report to the Board of Supervisors on Keys Marina which was prepared by the committee appointed by the Board of Supervisors on April 9, 1963. The City Manager was requested to review the matter. Consideration was given to the Proposed Annual Budget for the Fiscal Year 1965 -66: 1. It was directed that the Retirement Fund be reduced Motion by one-half cent. Ayes Mr. Angus Potter spoke from the audience regarding the proposed Contingency Reserve Fund in the Nondepart- mental Budget, suggesting that it be reduced to $5, 000 or $10,000, 2. Consideration was given to General Fund Capital Improvements, Miscellaneous Projects and Studies. The Public Works Director displayed a piece of pipe to demonstrate the necessity of replacing the deteriorated gas mains in the City. Corporation Yard. Replacing the Balboa Ocean Pier railing, and the removal of the ticket booth on the Newport Ocean Pier, were discussed. C p dds It was proposed to place protective fencing along the Community Youth Center property and to get a movable backstop because of the problem of balls going out of the property and causing property damage. The net cost of the project is anticipated to be $2, 200, with the Community Youth Center agreeing to pay one -half. Cal Stewart spoke from the audience. The project of installing a protective fence at the Corona del Mar Youth Center and obtaining a port- able backstop, was approved, adding $1, 100 as Motion Item 11 to the Park and Recreation Fund Capital Ayes x x x x x x : Improvements. Consideration was given to Item 3, the installation of playground equipment, and the building of a small sun pergola in Irvine Terrace Park. Parks, Beaches and Recreation Commissioner Isabel Pease spoke from the audience. It was directed that the installation of a sewer manhole at the Corona del Mar Restrooms be added to the 1965 -66 Park and Recreation Capital Improvements rather than the 1966 -67 Capital Improvements. Calvin Stewart and Commissioner Isabel Pease spoke from the audience. It was directed that the pilot project of ocean front palms be installed at the one location, Orange Street, at a cost of $350, and that the drinking fountain be included in the project, reducing the item from $1, 500 • to $350. It was directed that Item 8, the installation of water lines, sprinkler system and curbs, and the installa- tion of shrubs and ground cover in the traffic islands at Marguerite and Coast Highway be deleted from the Park and Recreation Capital Improvements.
