M. Place of Meeting: Council Chambers COUNCILMEN COUNCI 0 i Roll Call: Present x x x x x x x f The City Clerk submitted her Certificate of Convass, dated April 18, 1966, as to the results of the votes cast on April 12, 1966 in the General Municipal Election, She indicated the whole number of votes cast in the City to be 7, 028. She stated the following Councilmen were elected: District Two Howard Rogers District Three Doreen Marshall District Four Paul J. Gruber District Seven Robert H. Shelton She also indicated that the thirteen Charter Amendments as proposed were approved, and that the detailed information regarding the Amendments and the voting at the precincts were contained in Exhibit A of Resolution No. 6333, being a Resolution of the City Council of the Gity of Newport Beach reciting the fact of the General Municipal Election held in said City on the 12th day of April, 1966, declaring the re- sult thereof and such other matters as are provided by law. Exhibit A is attached to these Minutes and thereby made a part hereof, Resolution No. 6333 was adopted. Motion x Roll Call: Ayes xx xxx xx The Mayor requested Councilman Rogers to come forward and join the Councilmen at the Council table. Councilman Elder left the dais. Mayor Gruber presented Councilman Elder with a bronze plaque in appreciation of his service as Councilman for four years, the last two of which he served as Vice Mayor. A tie clasp with the City Seal and a key to the City were also given to Councilman Elder. Other mem- bers of the Council expressed appreciation for the loyal and excellent service given to the City by Councilman Elder. Councilman Elder thanked the Councilforthe gifts and stated he had enjoyed his service on the Council. The City Clerk delivered Certificates of Election to the newly elected members of the Council. The Oath of Office prescribed in the State Constitution to the elected candidates was given by the City Clerk. Noes x I Councilman Shelton nominated Councilman Parsons for the office of Mayor. Councilman Parsons declined the nomi- nation. Councilman Shelton withdrew the nomination. Councilman Forgit nominated Councilman Gruber for Mayor. Councilman Cook nominated Councilman Marshall for Mayor. Councilman Marshall declined the nomination. Councilman Cook agreed to the withdrawal of the nomina- tion. Councilman Cook nominated Councilman Shelton, who also declined the nomination and requested that his name be withdrawn. Councilman Cook agreed to the withdrawal. The nominations were closed. Motion x Ayes xx xxx xx The City Clerk announced, after counting the secret ballots, that Mayor Gruber had been elected by a vote of four ayes and three noes. Mayor Gruber expressed appreciation for his election as Mayor. Councilman Forgit nominated Councilman Marshall for Vice Mayor. No other nominations were made. It was directed that the nominations be closed. Motion x Ayes x x x x x x x' It was directed that the previous action of the Council in Motion x I determining that the Vice Mayor be e l e c t e d by secret Ayes xxx x x x x ballot be rescinded and that the election be conducted by roll call vote for the Mayor Pro Tempore. Nos. 5, 6, and 7, and nominated Councilman Parsons as the additional member, with the permanent position of director, on District 5, and nominated Councilman Forgit as an alternate on County Sanitation District Nos., 5, 6, & Uirand 7. 5, Councilman Cook asked who would answer the roll call, 6 &7 and Mayor Gruber stated that Councilman Parsons would answer the roll as the additional member, with a perma- nent position of director, on District 5; and the Mayor stated he would answer the roll on Districts 5 and 6, and Councilman Forgit would answer the roll on County Sanitation District No. 7.
