1. The matter relative to Charter Amendment involving
total Planning Commission membership was con-
sidered.
Samuel Downing spoke from the audience, stating that
inasmuch as his term expired July 1, 1966, he re-
quested acceptance of his resignation as a member of
the Planning Commission, effective immediately, so
as to establish a legal membership of seven members
on the Planning Commission.
Vice Mayor Marshall and other members of the
Council highly commended Commissioner Downing
for his aims of long range planning and his valuable
service on the Planning Commission.
The resignation of Commissioner Downing was

2. The Salary and Benefit Survey dated May, 1966 and
the recommendations of the City Manager were
considered.
The City Manager read a letter from the Board of
Directors of the City Employees Association request-
ing an overall increase of 1/2 step above the City
Manager's recommendations be granted to all
employees and recommending the holiday change be
eliminated from the City Manager's recommendations
and be considered at a later date by Management and
the Employees Association jointly. A memorandum
from a group in the Engineering Division regarding
the classification of Engineering Aides was presented
by the City Manager.
Councilman Parsons made a motion to approve in

principle the concept of an average of 1.5 range
increase in salaries as the basic recommendations
of the City Manager.
Councilman Cook made a substitute motion to delete
the Department Heads from the general recommenda-
tions and to handle them separately. A discussion
was had. Councilman Cook withdrew his substitute
motion.
